The votewas tokeep certain entries in legal in-voicesconfidentialandnotreleasethem to the public. Against theunanimousvoteoftheCityCoun-cil and against advice of legalcounsel, Council Member TonyLoBuehandedtheserecords,unre-dacted, tosixprivatecitizensatacommitteemeetingonMonday.Avideoof themeeting canbe seenonlineatwww.CentralSpeaks.comby clicking on the CentralSpeak-sTVlogoatthetopofanypage.OnMonday,April11th,thecom-mitteechairedbyCouncilMemberTonyLoBuetostudythefeasibil-
ity of hiring a full time city at-torney met at City Hall. DuringthecourseofthemeetingCouncilMemberLoBuehandedoutallle-galbillstotheCityofCentralfromJuly1,2010throughFebruary28,2011. The July through Octoberbillshadpreviouslybeenreleasedwithcertain itemsredactedwhichpertained to current or potentiallitigation. Thecopieshandedoutby LoBue on Monday were notredacted, meaning that the confi-dential information was availablefor these citizens to reviewwith-out approval of theCityCouncil,the Mayor or the City Attorney.ThebillingrecordsforNovemberof2010throughFebruaryof2011have never been reviewed by theCouncilortheCityAttorneytode-
termineiftherewereitemsinthesebillswhichneededtoremaincon-fidential. After the 12:30 PM Mondaymeeting,CouncilMemberLoBueconsultedwithCityAttorneySheriMorrisandwasadvisedthatLoBueshouldhavegonebeforethecoun-cil for theirapprovalbeforepass-ing out the records. LoBue thenwasabletogetthebillingrecordsbackfromseveralcommitteemem-bersimmediately,butatleastthreeofthecommitteemembershadal-readyleftwiththeconfidentialin-formation.LoBuestatedMondayafter5:00PMthathewasgoingtopickuptherecordsfromthecom-mittee members, and on Tuesdaymorning he reported that he hadretrieved all seven copies of the

largestcook-off,live,silentandprogressiveauctions,performancesbylocalchoirs,bandsanddancegroups,a livebandanddance,anda5,000poundcrawfishboil.Anotherhighlightoftheweekend,atleastforGaryHenderson,wasthedrawingofthewinningticketinthe$10,000raffle.NewlyelectedJudgeCharleneDaypulledMr.Henderson'sentryonthestageSaturdayaf-ternoon.Theweatherwasgreatallweekendandthecrowdsweresteadyandseemedtohaveagreattime.CookinginCentralisthankfulforthesupportoftheCentralcommunity,andCentralhasmuchtobegratefulforinhavingsuchalargegroupofdedicatedcitizensinvolvedinstagingthisexceptionalevent.

I havebeen in living inCen-tral for almost 10 years now. Ihave had the unique experienceof watching the growth and de-velopmentduringanhistorictimeframe, basically from the outsetof thepioneers inCentral rollinguptheirsleevestofightandmakeCentralatopnotchcityaswellasone of the top school systems inthestate.Wehavehadourshareofdifferences,debates andopinionsonmany topics. I guess I wouldrefertothisasgrowingpains.Butso goes it in a fledgling thriving
city! There is one event a yearthat certainly captures my atten-tion and it isCooking inCentral,It is one of the few opportunitieswehaveascitizenstoallcomeoutinunityasone.DoesnotmatterifyourCatholic,Baptist,Methodist,Mormon,Black,white,red,green,republican, democrat, male, fe-maleetc,itistheopportunitytobeasONE!Icannotimagineanyonehavingaproblemwiththat!Espe-ciallywhenyou realizewhat it isfor:OurKids!YesIsaidit!OURKIDS! Allkids!ThoseatallourCentral Community School Sys-tem schools, St.Alphonsus, Cen-tralPrivate andon andon, at theendoftheday,theyareallourkidsright?Tothenakedeye,itseemslikethereisalotofworkthatgoesoninthatdayandahalfofcelebra-tion,beingawitnesstotheplan-ningofit,letmetellyou,itisa
yearlongprocess.IknowforafactthatonTuesdayofthisweek,ear-ly preparations were being madeforCookinginCentral2012.It isamazinghowithasgrown,andthefolks who spear head this eventhavemadeittransparentascanbeand have bent over backwards toinvitealltobeapart.Considerbe-ingapartnextyear!Iwillendwithone last observation. I could notbegin to mention everyone whoworkedtheirtailsoffatthisevent,ittookmany,butastheeventwasendingwith the annual auction, Iwas observingMs. LorettaWattssweatingandhustlingtocloseoutthesilentauction.ThenIheardanannouncementfromLouisDejohnforanyvolunteerswhocouldstaytohelpcleanupthegymandpickupthehundredsofchairsetc.thatneededtobeputup.Withouthesi-tation, Mayor Mac Watts began
cleaning and picking up chairs,firstoneonthescene!Thiswasaf-ter24straighthoursofworkingthefestival. He was obviously spentbutkeptonworkinganyway,anddoingthedirtyworksotospeak.Ithadtobedone!Anditstruckme:notmanyplacesyoucangowheretheMayorofthetownandhiswifeare willing to do the dirty work,thatisusuallyreservedfor“labor-ers.”Well, not inCentral! I thinkthat observation defines Centralfromthetopdown:hardworking,persistent,resilientfolkswhocaredeeplyforcommunityandkidsre-gardlessofopinionorbeliefs.Thankstoallthatmakeithappen!

Panel of speakers will include Sheriff Sid Geautreaux, Former Sheriff Greg Phares, State Police - Colonel Mike Edmonson, Mayor Pro-Tem Mike Walker, Criminal Attorneys Ronald John-
son and Tiffany Foxworth and Community Activist Christopher Toombs. This is a public meeting.

BUILDING TO A HIGHER STANDARD IN CENTRAL
Theprimaryreasonthatsomanycitizensjoinedforcesintheincorpo-ration of Central as a municipalitywas to “control our own destiny.”Wewanted Central to be a uniqueplace where people would want toliveandraisetheirchildrenwithoutfear of crime; substandard schools;adecliningjobmarket;andstagnantor decreasing property values. InadditionwewantedCentral(andits66squaremiles) tobecomean“is-land of opportunity” for Louisianaresidentswhowanttheverybestforthemselves and their families. Injustfiveshortyears,webelievewehavealreadylaidthefoundationcor-rectlytoaccomplishmostofthis.Let’sturnourattentiontotheareasofEconomicDevelopment.Wearefocusingoureffortscurrentlyonre-taildevelopmentandservicesectorjobsthatcomplementourcommuni-ty’sworkforceneeds.Thisisnottosay thatwe’redisinterested inbluecollar (manufacturing or light as-sembly)jobs,butourprimaryfocusinMarch2011was to ‘slowdown’our sales leakage in order that wecangrowoursalestaxbaseandpre-vent citizens from having to leaveCentraltopurchaseessentialitems. Wehavea tremendousopportu-nity to bring in another “big box”;more clothing and apparel stores;and a wealth of specialty shops tomeettheneedsofourcitizenryand
itspercapitaincome.Basedupona2009FeasibilityStudywehaddone,theCityofCentralispoisedtoaddbetween $30M and $90M in addi-tional retail spending and between40-71 new retail stores and restau-rants.Thiswillresultinanaddition-al$1.5Mto$4.5Mincitysalestaxrevenues aswell as create234-522new jobs in construction activitiesalone.Thelongertermeffectisthecreationof436-867newjobsasadi-rectresultofnewretailandfoodser-vices.Centralalsohasthepotentialtoaddbetween530-3,700newjobsbased on expected regional growththrough 2020which could produce440,000squarefeetinindustrialandofficespace. Inordertoreacha‘higherstan-dard’ for a community, you mustalsoreacha‘higherstandard’inyoureconomic development program.Webelieveweareontherighttrackhere,baseduponanumberofgooddecisionsmadeoverthepast3years.

TheMayor’sOfficehasstartedaseriesofmeetingswithhomeowner’sassocia-tionsacrossthecityinordertoprovidepersonallinesofcommunicationbetweenthecityandneighborhoods.ThefirstmeetingwasheldonMarch16,2011atCityHallandwasattendedby22citizensrepresenting15homeowner’sassociationsacrossthecity.Thecityhadplacedapublicnoticeaskingforcontactinformationforneighborhoodassociations,andallhomeownersassociationswhorespondedwereinvitedtothemeeting. Homeowner’s association representatives from the following subdivisionswereinattendance:BellingrathLakes,Bridlewood,CarmelAcres,ComiteHills,ComiteHillsWest,CrystalPlace,Geo-je’sCountryEstates,HamptonVillage,In-dianMound,MagnoliaLakesEstates,MorganPlace,MorganPlaceWest,North-woods,Tanglewood,andVillageatMagnoliaSquare.TherepresentativeswereabletohaveanopendiscussionaboutmattersaffectingtheirneighborhoodsandtoaskquestionsaboutgeneralcityservicesandCentralcitygovernment ingeneral.Theywereaskedfor input inhowtomakethecitybetterandwhattypesofprograms/servicestheywouldliketoseestartedorcon-tinuedinthecity.Onetopicofdiscussioninvolvedcodeenforcementpertainingtoneighborhoodrestrictions.ItwaspointedoutthatthecityhasnoauthorityoverprivateneighborhoodrestrictionsandtheAttorneyGeneral’sofficehasissuedanopinionthatcitiescannotandshouldnotenforceprivateneighborhoodrestrictions.Therepresentativeshadplentyofgoodinformationaboutthecitytobringbacktotheirneighborhoods.Itwasdecidedduringthemeetingtohavethesemeetingscontinuequarterly.Everyoneinattendancewasgladtoseethisnewlineofcom-municationopenup.AnyonerepresentingahomeownersassociationoracertainneighborhoodwhowouldliketoattendthesemeetingsmaycallDavidBarrowintheMayor’sOfficeat261-5255tobeaddedtothelist.

It iswith great sadnesswe share the loss ofourmotherwho passed away at home on Satur-day,April9at12:05a.m.surroundedbyherlov-ing family and is finally at peace, reunited withher beloved husband, Leo. Sallie was born inPlaquemine,LouisianaonOctober8,1922. Shegraduated from Baker High School and BatonRougeBusinessCollege.Herearlycareerconsist-edofworkasamedicalsecretaryatOurLadyoftheLakeHospitalandthenalaterpositionasasec-retaryandbookkeeperatConsolidatedChemicalsinBatonRougewhereshemettheloveofherlife,LeoA.NijokaofChicago,Illinois.Theymarriedin1945andresidedinmanyareasofthecountrybefore settlingnearher family inBaker,LA.
