*************ECRWSS**** Local Postal Customer By Dave Freneaux In November and December Central’s City Council voted unan- imously to protect the legal inter- ests of the city. The vote was to keep certain entries in legal in- voices confidential and not release them to the public. Against the unanimous vote of the City Coun- cil and against advice of legal counsel, Council Member Tony LoBue handed these records, unre- dacted, to six private citizens at a committee meeting on Monday. On Monday, April 11th, the com- mittee chaired by Council Member Tony LoBue to study the feasibil- ity of hiring a full time city at- torney met at City Hall. During the course of the meeting Council Member LoBue handed out all le- gal bills to the City of Central from July 1, 2010 through February 28, 2011. The July through October bills had previously been released with certain items redacted which pertained to current or potential litigation. The copies handed out by LoBue on Monday were not redacted, meaning that the confi- dential information was available for these citizens to review with- out approval of the City Council, the Mayor or the City Attorney. The billing records for November of 2010 through February of 2011 have never been reviewed by the Council or the City Attorney to de- termine if there were items in these bills which needed to remain con- fidential. After the 12:30 PM Monday meeting, Council Member LoBue consulted with City Attorney Sheri Morris and was advised that LoBue should have gone before the coun- cil for their approval before pass- ing out the records. LoBue then was able to get the billing records back from several committee mem- bers immediately, but at least three of the committee members had al- ready left with the confidential in- formation. LoBue stated Monday after 5:00 PM that he was going to pick up the records from the com- mittee members, and on Tuesday morning he reported that he had retrieved all seven copies of the Confidential City Records Released without Approval: Just the Facts See Records, Page 4 Article & Photo by Dave Freneaux The sixth annual Cooking in Central, one of Central's premier annual events and fondly referred to as Cookin', grossed over $219,000 this past weekend. Net procceds after all expenses are expected to approach $190,000 and will benefit all of Central's public, private and parochial schools, as well as the Central Community Assistance Foundation. A portion of the proceeds will also help to complete work on the property on Blackwater Road which will be the home for Cooking in Central for the next twenty years or more. This year's event was held at St. Alphonsus Catholic Church and featured Central's largest cook-off, live, silent and progressive auctions, performances by local choirs, bands and dance groups, a live band and dance, and a 5,000 pound crawfish boil. Another highlight of the weekend, at least for Gary Henderson, was the drawing of the winning ticket in the $10,000 raffle. Newly elected Judge Charlene Day pulled Mr. Henderson's entry on the stage Saturday af- ternoon. The weather was great all weekend and the crowds were steady and seemed to have a great time. Cooking in Central is thankful for the support of the Central community, and Central has much to be grateful for in having such a large group of dedicated citizens involved in staging this exceptional event. I havebeen in living inCen-tral for almost 10 years now. Ihave had the unique experienceof watching the growth and de-velopmentduringanhistorictimeframe, basically from the outsetof thepioneers inCentral rollinguptheirsleevestofightandmakeCentralatopnotchcityaswellasone of the top school systems inthestate.Wehavehadourshareofdifferences,debates andopinionsonmany topics. I guess I wouldrefertothisasgrowingpains.Butso goes it in a fledgling thriving

city! There is one event a yearthat certainly captures my atten-tion and it isCooking inCentral,It is one of the few opportunitieswehaveascitizenstoallcomeoutinunityasone.DoesnotmatterifyourCatholic,Baptist,Methodist,Mormon,Black,white,red,green,republican, democrat, male, fe-maleetc,itistheopportunitytobeasONE!Icannotimagineanyonehavingaproblemwiththat!Espe-ciallywhenyou realizewhat it isfor:OurKids!YesIsaidit!OURKIDS! Allkids!ThoseatallourCentral Community School Sys-tem schools, St.Alphonsus, Cen-tralPrivate andon andon, at theendoftheday,theyareallourkidsright?Tothenakedeye,itseemslikethereisalotofworkthatgoesoninthatdayandahalfofcelebra-tion,beingawitnesstotheplan-ningofit,letmetellyou,itisa

yearlongprocess.IknowforafactthatonTuesdayofthisweek,ear-ly preparations were being madeforCookinginCentral2012.It isamazinghowithasgrown,andthefolks who spear head this eventhavemadeittransparentascanbeand have bent over backwards toinvitealltobeapart.Considerbe-ingapartnextyear!Iwillendwithone last observation. I could notbegin to mention everyone whoworkedtheirtailsoffatthisevent,ittookmany,butastheeventwasendingwith the annual auction, Iwas observingMs. LorettaWattssweatingandhustlingtocloseoutthesilentauction.ThenIheardanannouncementfromLouisDejohnforanyvolunteerswhocouldstaytohelpcleanupthegymandpickupthehundredsofchairsetc.thatneededtobeputup.Withouthesi-tation, Mayor Mac Watts began

cleaning and picking up chairs,firstoneonthescene!Thiswasaf-ter24straighthoursofworkingthefestival. He was obviously spentbutkeptonworkinganyway,anddoingthedirtyworksotospeak.Ithadtobedone!Anditstruckme:notmanyplacesyoucangowheretheMayorofthetownandhiswifeare willing to do the dirty work,thatisusuallyreservedfor“labor-ers.”Well, not inCentral! I thinkthat observation defines Centralfromthetopdown:hardworking,persistent,resilientfolkswhocaredeeplyforcommunityandkidsre-gardlessofopinionorbeliefs.Thankstoallthatmakeithappen!

Theprimaryreasonthatsomanycitizensjoinedforcesintheincorpo-ration of Central as a municipalitywas to “control our own destiny.”Wewanted Central to be a uniqueplace where people would want toliveandraisetheirchildrenwithoutfear of crime; substandard schools;adecliningjobmarket;andstagnantor decreasing property values. InadditionwewantedCentral(andits66squaremiles) tobecomean“is-land of opportunity” for Louisianaresidentswhowanttheverybestforthemselves and their families. Injustfiveshortyears,webelievewehavealreadylaidthefoundationcor-rectlytoaccomplishmostofthis.Let’sturnourattentiontotheareasofEconomicDevelopment.Wearefocusingoureffortscurrentlyonre-taildevelopmentandservicesectorjobsthatcomplementourcommuni-ty’sworkforceneeds.Thisisnottosay thatwe’redisinterested inbluecollar (manufacturing or light as-sembly)jobs,butourprimaryfocusinMarch2011was to ‘slowdown’our sales leakage in order that wecangrowoursalestaxbaseandpre-vent citizens from having to leaveCentraltopurchaseessentialitems. Wehavea tremendousopportu-nity to bring in another “big box”;more clothing and apparel stores;and a wealth of specialty shops tomeettheneedsofourcitizenryand

itspercapitaincome.Basedupona2009FeasibilityStudywehaddone,theCityofCentralispoisedtoaddbetween $30M and $90M in addi-tional retail spending and between40-71 new retail stores and restau-rants.Thiswillresultinanaddition-al$1.5Mto$4.5Mincitysalestaxrevenues aswell as create234-522new jobs in construction activitiesalone.Thelongertermeffectisthecreationof436-867newjobsasadi-rectresultofnewretailandfoodser-vices.Centralalsohasthepotentialtoaddbetween530-3,700newjobsbased on expected regional growththrough 2020which could produce440,000squarefeetinindustrialandofficespace. Inordertoreacha‘higherstan-dard’ for a community, you mustalsoreacha‘higherstandard’inyoureconomic development program.Webelieveweareontherighttrackhere,baseduponanumberofgooddecisionsmadeoverthepast3years.

It iswith great sadnesswe share the loss ofourmotherwho passed away at home on Satur-day,April9at12:05a.m.surroundedbyherlov-ing family and is finally at peace, reunited withher beloved husband, Leo. Sallie was born inPlaquemine,LouisianaonOctober8,1922. Shegraduated from Baker High School and BatonRougeBusinessCollege.Herearlycareerconsist-edofworkasamedicalsecretaryatOurLadyoftheLakeHospitalandthenalaterpositionasasec-retaryandbookkeeperatConsolidatedChemicalsinBatonRougewhereshemettheloveofherlife,LeoA.NijokaofChicago,Illinois.Theymarriedin1945andresidedinmanyareasofthecountrybefore settlingnearher family inBaker,LA.
