ARTBA Urges Administration to Halt Wetlands GuidanceARTBA, as part of the Waters Advocacy Coalition, urged the Obama Administration March 26 to stop the U.S. Environmental Protection Agency (EPA) and the Army Corps of Engineers (Corps) from promulgating guidance

which could extend federal jurisdiction over roadside ditches. ARTBA and its industry allies March 28 also urged all Senators to support S.2245, the “Preserve the Waters of the U.S. Act.” The legislation, introduced by Senator John Barrasso (R-Wyo.), would prevent the EPA and Corps from taking any further action related to the proposed wetlands guidance and potentially require the agencies to conduct a formal rulemaking process involving ARTBA and other members of the regulated community. Administration Establishes Project Expediting CommitteeThe Obama Administration March 22 issued an Executive Order establishing a committee to examine methods to speed transportation project permitting. Up to $5 Million in Innovation Grants Available Through FHWA

The Federal Highway Administration (FHWA) has asked ARTBA to help spread the word about its “Highways for LIFE Technology Partnerships Program.” The program, which provides up to $5 million in federal grant money, aims to facilitate partnerships between highway agencies and industry to accelerate the adoption of promising innovations that reduce congestion from construction and improve safety and quality of roads. Application due date: May 3, 2012 Anticipated awards: Each grant award will range from $250,000 to $1,000,000 for up to two years of performance. Up to $5,000,000 is available. Program Criteria: The program is intended to fund proven innovations that have already been developed to a late-stage prototype but require further refinement, testing, evaluation and first application demonstration in a real-world setting. Eligibility Requirements: The innovation/treatment must offer significant potential to directly reduce crashes or crash severity in one of the following focus areas:

• roadway departure events, with a priority on those occurring on two-lane rural roads, or• intersections, with a priority on rural, unsignalized intersections, or• pedestrian-related detection, warning and enhanced conspicuity,

OR

The innovation must significantly enhance decision-making relative to the deployment of treatments to reduce crashes, crash severity, and the understanding of the effectiveness of the treatments. Eligibility: All non-profit and for-profit organizations except state and local governments, Tribal governments, and institutions of higher education. State and local agencies, Tribal governments, local municipalities, and academic institutions are encouraged to participate as a partner at the subawardee level. National Work Zone Awareness Week 2012

The 2012 National Work Zone Awareness Week is scheduled for April 23-27. The Missouri Department of Transportation has been chosen to host the national work zone kick-off event which will be held on Monday, April 23, 2012, in Route 141 construction zone, St. Louis County, Missouri.
