PRE-QUALIFICATION OF CONTRACTORS

FOR

ENGINEERING SERVICES AT MAA REFINERY PART – II

SCOPE OF WORK AND SPECIFICATIONS

1.0 DESCRIPTION OF PROPOSAL

1.1 Kuwait National Petroleum Company (KSC) hereinafter referred to asthe “Company”, seeks to pre-qualify professional EngineeringConsultants, hereinafter referr ed to as the “Contractors” to establishQualified Bidders List of Contractors for Engineering Services Tender forMina Al-Ahmadi (MAA) Refinery to carry out Engineering Services forvarious projects at MAA Refinery.

1.2 The Company invites Contractors to submit full details of theirexperience of work similar in nature to the Scope of Work describedbelow, carried out by them in the oil, gas and petrochemical.

1.3 It is intended that the Contract duration will be five (5) years with anoption to extend the Contract validity period on a month to month basisfor upto six (6) months from the date of expiry, at the sole discretion ofthe Company.

2.0 SERVICES DESCRIPTION

2.1 CATEGORIES OF SERVICES

The categories of Services to be provided by the Contractor shall include butshall not necessarily be limited to:

a) Services Management

b) Engineering Services by Site Office

c) Engineering Studies and Services by Home Office with SiteOffice support for collection of data, Site information etc.

The Company shall have the sole option to assign any, or all of the Services or

part of any service specified in this Specification of Services.

Contractor shall be responsible for deploying competent and suitably qualifiedpersonnel for all types at Site Office and at Home Office.

2.2 Services ManagementThe Contractor shall carryout all functions required for management andcoordination of the Services as a whole with no extra cost to the Companyincluding, but not limited to the following:-

a) Mobilization and provision of all required Contractor ’s Personnel.

b) Develop, working procedure and methodology.

c) Coordination and liaison between Company and the Consultant’s

Home Office by Contractor ’s Representative (s) at Site Office.

d) Maintaining proper liaison and communication with all departments ofthe Company in execution of Services.

2.3 ENGINEERING SERVICES

The Engineering services specified here under are minimum and the Servicesshall include, but not limited to the following:-

2.3.1 Feasibility Study

Feasibility study as a minimum shall cover the following aspects:

Carrying out site survey and preparation of site survey reports Existing installations & Storage facilities Utility availability Preferred location & space availability Process technology viz. licensor / Open art technology Safety, Health and Environment requirements Class 4 (-15 to +50 %) Cost estimate

Feasibility Study Formats of Company shall be followed.

2.3.2 Basic Engineering Design Data (BEDD)

The Basic Engineering Design Data (BEDD) defines the Company’sgeneral data and requirements for the project such as the numberingsystem, measuring system, Site climatic conditions, utility conditions,environment quality criteria, etc. and basic design criteria for plantlayout, equipment, instrumentation etc.

The Contractor shall design the project facilities in accordance with theBEDD.

For the information not complete or covered in the BEDD, the Contractorshall confirm and / or develop such information necessary for theServices and present his conclusions and recommendations for the

Company Approval.2.3.3 Front End Engineering Design (FEED)

The design, engineering and construction of the facilities shall be inaccordance with the applicable section of the Basic Engineering DesignData (BEDD) approved by Company and applicable Companystandards.

The FEED package shall contain all necessary data, specifications, datasheets, design calculations, design documents and all other information

required and sufficient for a Contractor to carry out detailed engineering/ procurement / construction activities. FEED Study shall includepreparation of Invitation to Bid (ITB) document for EPC Works, whereverrequired. FEED Study Formats of Company shall be followed.

2.3.4 Detailed Design And Engineering

With particular reference to any design and Engineering Services, theCompany shall define the extent thereof on a project by project basis.To that extent the Contractor shall provide all required services viz.collection of data, coordination with other departments, the overalldesign and engineering services, submission of all deliverables for theassigned projects so as to include, but not limited to, as detailed furtherbelow:-

The Contractor shall carryout the design, make material selection,hydraulic calculations and sizing of all equipment, lines, instruments,control valves, pressure relief valves and all other items required for theproject.

The Contractor shall produce all necessary specifications, plans,schedules, design and drawings and diagrams to allow fabrication and /or erection of all parts of the project.

The following engineering disciplines, but not limited to, shall be coveredunder the Contractor ’s scope:

Mechanical Engineering Design including HVAC and Fire ProtectionSystem Design

Electrical Engineering Design Instrumentation Engineering Design Civil and Structural Engineering Design

Process Engineering

Produce the following items of documentation through every discipline ofthe engineering design, as detailed below, but not limited to, whereverso applicable:

Equipment List & Data Sheets List of codes and standards used Calculation book Modifications to existing Company drawings, generate new drawings,

as required. Specifications / drawings for Bill of materials and specifications of

materials Specifications / drawings for fabrication, assembly test, inspection,

installation and other field work.

2.3.5 Hazop Studies

Hazop studies shall be conducted by Company Hazop Team beforefinalizing a Plant Modification Scheme. During the detail design,Contractor shall inform the User Engineer of Hazop studies requirement.Company Hazop Team shall carry out the Hazop Study with theparticipation of applicable Contractor Personnel.

2.3.6 Updating / Revision of existing drawings / documents

Contractor shall update / revise the original / sepia of the existingdrawings / documents including the operating manuals, preparedmanually or electronic media such as MS Office tools, AutoCAD,Microstation, Intergraph SP-P&ID, SP I, SP E, SP 3D or any othersystem, affected by the works under individual Work Assignments/Orders during performance of the Services. This shall be done onCompany’s original drawings. Howe ver, working methodology shall befinalized with the Company.

Contractor to prepare all new drawings using the following computersystems:

MICROSTATION AUTOCAD (compatible with Microstation)

2.3.7 Material Requisition Request ( MRR )

The Contractor shall collect and consolidate all the data / documentsrequired for preparing a Material Requisition Request (Also known asDesk Top Requisition; DTR) which shall, as a minimum, include theequipment data sheet, specification, purchase specifications all requiredattachments such as Company standards, inspection and testingrequirements including scope of third party inspection as applicable,packing and forwarding requirements etc.

2.3.8 Health, Safety and Environment (HSE)

Notwithstanding anything to the contra ry, the Company’s HSE plan and

the procedures shall be adhered and ensure the implementation thereofduring the execution of the Services.

The Contractor shall ensure the compliance of HSE practices by thepersonnel working on the projects and that the personnel are instructedfor their adherence of all the HSE requirements.

2.3.9 Quality Assurance Requirements

Contractor shall establish and implement a system for assuring thequality and design of the Services performed by the Contractor and by

the Contractors. Such system shall include, but not be limited to,management policies, definitions of responsibility and authority, andprocedures for the inspection, witnessing and monitoring of quality.

2.3.10 Execution of Services

Within the time specified in individual Work Order the Contractor shallsubmit to Company for review and approval, Work Breakdown Structure(WBS) and detailed schedule, which would enable the Contractor toexecute the defined Scope of Services in a timely manner.

The Contractor's execution plan shall identify all requirements that needto be provided by Company for the corresponding Work Order / Work

Assignment.

2.4 MINIMUM QUALIFICATION AND EXPERIENCE OF CONTRACTOR’SPERSONNEL

As a minimum requirement the Contractor ’s Personnel shall have the followingqualification and experience for different positions.

Legend :

A = Minimum academic qualification

B = Total minimum Industrial experience in years

C = Total minimum experience in similar position in the field of Refinery /Petrochemical Industries in years

* These personnel shall have a minimum three (3) years experience with theContractor in the same position.

** Draftsmen shall have knowledge of AutoCAD, Microstation and preferably SP3D.

2.5 GENERAL

2.5.1 Working Hours:

At the Site, the Contractor shall work from 07:00 hours to 15:00hours Saturday through Thursday except (a) during Ramadhanwhen the working hours shall be from 08:30 hours to 14:30 hoursor any other working hours as may be declared by the Companyand (b) on Company holidays as may be declared from time totime, when no work shall be executed. Paid days-off declared bythe Company shall not be considered equivalent of holidays forthe Contractor. With the prior approval of the Company, theContractor can work on non-working days and non-workinghours.

The Company reserves the right to change the aforementionedofficial working hours/days as may be considered necessarywithin the limits of eight (8) hours per day (or six (6) hours per dayduring Ramadhan) and six (6) days per week.

It shall be noted that any approval of overtime work is not

obligatory on the part of Company.

Where Contractor is allowed with prior approval of Company toperform work at Site outside such normal working hours,Contractor shall bear the cost of Company’s supervision of suc hwork as Company may require as a condition to such approvalsat the rates to be informed to Contractor by Company.

2.5.2 Weather Conditions:

The weather conditions at the worksite is as follows:

Relative humidity : 4% to 100 %Others: Strong sand storms are common and even oncomparatively still days. Fine dust is carried in suspension in theair

(The above is only indicative and the design basis shall be as perthe tender documents.)

2.5.3 Governing Law and Jurisdiction:

The Contract(s), for which the Pre-Qualification is being carriedout, shall be governed by and take effect in accordance with theLaws of the State of Kuwait and the parties shall agree to submitthemselves to the jurisdiction of courts of Kuwait.

3.0 EXECUTION PHILOSOPHY OF THE PROJECT WORKS

3.1 Tender for this project works will be issued to those Applicants who willbe pre-qualified by Company, based on the outcome of thisprequalification questionnaire.

3.2 Pre-qualified Bidders will be required to submit their bids in accordancewith tender documents.
