I. REFERENCES:

F. NAPOLCOM Resolution No. 95-069 entitled: "Approving the StandardSpecifications in the procurement of PNP Anti-Terrorist Equipment" ; and

II. PURPOSE:

To provide policy guidelines, procedures and standards in the conduct ofEligibility/Post Bid Evaluation and Acceptance Tests for Explosive DetectorDogs (EDDs) for use of the PNP ..

III. ORGANIZATION:

In the Post Qualification Phase, the test/checking is conducted by theTechnical Working Group for Explosive Detector Dogs (TWG-EDDs) which isheaded by the Assistant Chief, Clothing and Criminalistic Equipment Division,Directorate for Research and Development. (Pursuant to DPRM Letter OrderNO.921 with Subject: NHQ BAC Secretariat & Technical Working Groups)

In the Acceptance and Evaluation, the test shall be conducted by TechnicalTeam of ORO headed by the Chief, Clothing and Criminalistic EquipmentDivision, Directorate for Research and Development or a senior officerdesignated by the Director, ORO. The members will come from otherDirectorates, the end user other selected units of the PNP as provided for in theexisting rules and regulations governing the conduct of T & E for PNPequipment during Acceptance test and evaluation Phase.

IV. POLICY GUIDELINES:

A. The Bids and Awards Committee (BAC) shall cause the conduct ofEligibility/Post Bid Evaluation and Acceptance Tests of the item asrequired in every procurement activity;

B. Live Samples will be presented to BAC during Opening of Bids to beaccompanied by the handler of the proponent;

C. The Technical Team will proceed to the training ground of the winningbidder for visual and functional test, two (2) sets of ExplosiveDetector Dogs (EDDs) for Eligibility/Post Qualification Test andEvaluation regardless of the quantity to be procured;

O. Supplier's representative shall witness all test procedures andparameters and are authorized to operate the subject item;

E. The Technical Team shall conduct visual inspection on the sampleunit(s) and decide whether to accept or reject before the functionalexamination. If upon visual examination and evaluation, the submitteditem is found non-conforming with the standard specifications, nofurther testing shall be conducted. If fail, Test and Evaluation Reportwill be forwarded to BAC with the receipt of the sample and itscorresponding memorandum;

F. No partial Test and Evaluation Report shall be issued by ORO;

G. The ORO Technical Team shall brief and furnish all the proponentscopies of the policy guidelines and parameters to be used in the test;

H. The ORO Technical Team(s) will oversee the conduct of the Test atthe selected testing places. The Test shall be witnessed byrepresentatives from other concerned offices/units of the PNP,proponents and other interested persons. A video coverage/pictorialon the conduct of test shall be taken;

I. The ORO may conduct Test and Evaluation of the item which will betermed as Product Evaluation even in the absence of anyprocurement program and directive from the PNP BAC. The productevaluation result shall only be used as reference for anyrecommendation which ORO may deem appropriate;

J.The Test Parameters must be conducted one after' the other(chronologically or step by step). Any problem arising from aparticular Test Parameter shall be immediately brought to theattention of the Chief, CCEO Technical Team or the Team Leader.Failure on the part of any affected proponents to file or registercomplaints during the conduct of Test based on a particular testparameter shall be deemed agreement to the overall conduct of thetest;

K. All testing fees, needed equipment and other incidental expensesfor use in the Test and Evaluation shall be borne by the requestingproponents;

L. The proponents shall execute a waiver that the CCED TechnicalTeam shall not be held liable for whatsoever damage/s incurred by

anybody to the Explosive Detector Dogs (EDDs) being used duringthe conduct of Test and Evaluation;

M. The Test and Evaluation may be postponed and re-scheduled by theORO Technical Team in the absence of the Proponent or itsauthorized representative for meritorious reason. Rescheduling dulyapproved by The Director for Research and Development (TDRD) willdetermine its resumption;

N. The Eligibility/Post Bid Test and Evaluation results of the item shallbe valid for a period of one (1) year to be reckoned from the date ofthe official final report of the GGED Technical Team for as long as thestanding Memo Circular is in effect. A report that contains thefindings, conclusion and recommendations whether the sample isconforming or not conforming based on NAPOLGOM-ApprovedStandard Specifications and the approved test and evaluationprocedures used will be submitted to BAG thru TDRD.

V. EVALUATION OF EXPLOSIVE DETECTOR DOGS (EDDs)

Phase 1-Visual and Dimensional Evaluation:

A. Medical Records

11. Legs: MajorThe legs are in proportion to the size of thedog, oval bone rather than round. Legs areparallel to each other.

13. Coat: MajorThe coat should be firm and shiny.

14. Color: MajorThe basic coloring is a rich fawn tomahogany, with black tips on the hairsgiving an overlay appearance. The maskand ears are black. The under part of thebody, tail and breeches are liqhter fawn.

VI. ELIGIBILITY I POST BID EVALUATION:

A. Testing or Evaluation should be done in the training center of theproponent. They must present to the TWG for EDD the two (2) samples to beevaluated during the Post Qualification test.

B. The sample must pass the Phase I and Phase II test parameters.

VII. ACCEPTANCE TEST AND EVALUATION:

A. Procedure: One Hundred percent (100%) of delivered ExplosiveDetection Dogs must undergo visual, dimensional and functional test prior toacceptance.

B. Test and Evaluation: The EDDs must pass the Phase I and PhaseII test parameters.

VIII. RESCISSION:

All other Test Procedures, Guidelines or SOPs contrary to or inconsistentwith the provisions of this Memorandum Circular are hereby rescinded, modifiedor amended accordingly.

IX. EFFECTIVITY:

This Policy in Conducting Eligibility and Acceptance Tests for ExplosiveDetector Dogs (EDD's) shall take effect upon approval.
