Why PNAC
Adequate and enduring technical competence of the relevant conformityassessment bodies in the exporting Member, so that confidence in thecontinued reliability of their conformity assessment results can exist; in thisregard, verified compliance, for instance through accreditation, with relevantguides or recommendations issued by international standardizing bodiesshall be taken into account as an indication of adequate technicalcompetence;

Technical Barrier to Trade (TBT) Article 9.2Members shall take such reasonable measures as may be available to
them to ensure that international and regional systems for conformityassessment in which relevant bodies within their territories are members orparticipants comply with the provisions of Articles 5 and 6. In addition,Members shall not take any measures which have the effect of, directly orindirectly, requiring or encouraging such systems to act in a mannerinconsistent with any of the provisions of Articles 5 and 6.
