1.0 GENERAL This specification covers the minimum requirements for the design, engineering,

manufacture, inspection, testing and supply of Air Conditioning & Ventilation system. In addition to concurrence to this specification following consideration to be taken:

1. Compliance with applicable national or overseas codes & standards as well as any statutory regulation in existence for a specific item.

2. All equipment shall be sourced from PMC’s mandatory / recommended Vendor List. The supplied model shall have proven track record.

3. Facility for any known future expansion of plant capacity with a minimum of modifications or shutdown.

2.0 CODES AND STANDARDS The main codes, standards wherever applicable for each equipment or system are

indicated in the technical specifications of respective systems. Other reference documents, as applicable, are also listed in these corresponding specifications wherein the requirements of various codes and standards are amended or supplemented for compliance by the Contractors.

3.0 SPECIAL REQUIREMENT 3.1 Contractor shall develop the system taking into consideration the requirements defined in

Feed package, Specifications, Data sheets. 3.2 Equipment shall be complete in all respects and any item or feature not covered in the

specification, but essential for proper operation shall be included by the Contractor. Also the plant shall conform in all respects to high standards of engineering design, state of art, reliability and continuous operation.

3.3 Package Equipment layouts shall be prepared taking into consideration various factors

like requirement of operatability, approach, safety withdrawal space requirement, maintenance, foundation requirements etc. for convenient operation .

3.4 Selection, fabrication and installation of piping works shall meet the Piping requirements

defined elsewhere in Feed Package. 3.5 Design, engineering, fabrication, testing of vessels / storage tank shall meet the

specifications enclosed elsewhere in the Feed Package. 3.6 Electrical equipment and material shall be in accordance with the electrical specifications

enclosed elsewhere in the feed Package. All equipment selected for hazardous area shall be certified by the Testing Authority as specified in Electrical specifications or equivalent international testing agency for the service and area in which it is to be used.

3.7 The controls / indicators which are required to be connected to remote control room (DCS) shall be terminated in a junction box (with terminal strip) or local panel (located at the edge of skid) as applicable.

3.8 Selection & Installation of Instrumentation & controls shall meet minimum requirements

defined in the Instrument specification attached elsewhere in Feed Package. 4.0 SAFETY REQUIREMENTS 4.1 Operational hazards should be reduced to a minimum. Contractor shall use sound

engineering judgment to complete an installation that will perform the required function without compromising this aim.

4.2 Electrical devices shall meet the requirements for the area classifications in which they

are installed. 4.3 Couplings, gears and exposed rotating parts shall be provided with adequate guards of

nonsparking type. Drive belts, if used, shall be antistatic type. 4.4 Piping shall be arranged in a manner so as to avoid tripping or headroom problem. Piping

or tubing of insufficient mechanical strength for standing or hanging shall be protected from personnel traffic.

4.5 Requirements of noise limits and equipment vibration as defined in standard specification

shall be met. 5.0 DESIGN BASIS FOR AIR CONDITIONING SYSTEM

5.1 Air Conditioning shall be provided for the Sub-Station-75 Building. Contractor shall

develop the complete Air Conditioning system configuration and submit along with bid and also before starting the detailed engineering work for owner/PMC approval.

5.2 The air Conditioning System shall be air cooled based system for the Sub-Station-75

Building.

5.3 Air Conditioning unit shall be available for continuous and round the clock operation. All areas requiring air conditioning for 24 hrs. /day. Following redundancy shall be maintained in Air Conditioning System;

a) Water cooled chiller - 100% standby. b) VAM – No standby. c) Fresh Air Fan - 100% standby. d) Chemical Filter Unit - No standby. e) AHU – Upto 3 nos AHU’s, 1 no standby, for 4 no and above, 2 no standby. f) Chilled water pumps - 100% standby. g) Cooling water pumps - 100% standby. h) Exhaust fans – No standby. i) Exhaust fans for Battery Room – Minimum 1 no of fan as standby j) Supply air fans for Battery Room – Minimum 1 no of fan as standby k) FRP Cooling Tower with Basin – 100% Standby.

5.4 Design Conditions:

5.5 Min 10% margin over heat load calculation shall be considered for selecting capacity of

Air Conditioning equipments.

5.6 Water cooled condensers shall be selected as per Basic Engineering Design Basis attached elsewhere.

5.7 For all air-conditioned buildings housing electronic equipment Chemical air filters are

required to be installed in fresh air circuit. Inside quality of air shall be maintained as min ISA, G1 class within A/C area. For outdoor design conditions refer Basic Engineering Design Basis attached elsewhere. Minimum One air change per hour shall be considered for air conditioning.

5.8 Fresh Air arrangement for each building AC System; comprising of Bird Screen, Louvers,

Volume Control Damper, motorised Fire Damper, Ducting, Chemical Filter with pre & fine dust filter (as per requirement), Centrifugal Fan shall be provided.

5.9 Fire Dampers shall be electrical motorised operated. Fire dampers shall be provided as

per clean agent zoning. Relevant OISD norms shall be followed while deciding the location of fire dampers` Air Conditioning equipment shall be interlocked with gas/smoke detection and fire fighting system of the plant.

5.10 Safety factor shall be considered as minimum 12.5% in respect to Room sensible Heat and minimum 10% in respect of Room latent Heat.

5.11 Insulated supply air ducting shall be as per IS 655 / SMACNA complete with volume

control damper, Splitter damper, guide Vanes, fire resistant flexible connection between Unit and ducting, air flow switch in main supply air ducts, duct supporting arrangement with anchor fasteners.

5.13 Duct mounted Electric strip finned heaters shall be provided complete with heating and

safety thermostat with suitable inspection window for heater maintenance. 5.14 Self standing / wall mounted / audio/ visual annunciation panel for Package unit/ Air

Heaters status and temperature / pressure instruments/controls as per standard Specifications.

5.15 Bidder to furnish the duct layout, while preparing duct layout purchaser’s lighting layout and other relevant drawings shall be referred. Further any modification if required at site shall be done by Bidder to avoid interference, after taking proper approval

5.16 Bidder to furnish guaranteed power consumption for system.

6.0 DESIGN BASIS FOR VENTILATION SYSTEMS 6.1 All battery rooms shall have separate supply air fans and exhaust fans and fan motors

shall be Ex.d type (gas group IIA/IIB/IIC). Minimum 12 air changes per hour of the room volume shall consider for ventilation of these rooms. Material of construction of Exhaust fans shall be suitable for fumes generated in Battery room.

6.2 For other rooms where ventilation is required like Clean Agent room in Control Building,

minimum 12 air changes per hour of the room volume shall be considered for designing the exhaust system of the rooms.

6.3 Electrical (MCC Rooms) shall be ventilated. Minimum air changes to be considered for air

quantity calculation shall be 12/hr. Air quantity shall also be calculated on the basis of 3 0C temperature rise above ambient air (Taking care of the design temperature of the electrical equipment inside) and the higher of the two shall be provided.

6.4 Air intakes shall be located in non-hazardous and chemical fume free areas. 6.5 The system shall be provided with HDPE filters with frame work (minimum 90%, 10

microns), motorised CBRI certified fire dampers with frame in Supply air duct, control cable, power cable, interlocks to actuate audible alarm in case of fire, spring actuated counter weight operated pressure relief dampers with frame, bird screen, GSS air intake louvers with frame & bird protection screen, ducting with anodised aluminum grilles with aluminum angle frame, differential pressure measuring stn. across filters, manometers in space, associated civil, electrical, instrumentation, structural work & painting, inspection, performance testing.

6.6 The fans and motor noise level shall not exceed 85 dBA at 1m distance from the
