ITT EWS Floods Module HN-OFDA B.R-941 GOAL invites potential suppliers to submit complete technical offers for the development of the Municipal Information System on Risks and Territorial Studies of Distrito Central (SIMRET - DC), EWS Floods Module; technical parameters shall meet or exceed the minimum specification requirements detailed.

Please see Appendix 2 Technical Offer for details of the requirement and Appendix 4 for Requirements Overview

3.2 ADDED VALUE FEATURESWith your offer please provide details of any additional services or functionality may enhance your proposal (limit to 1 page). Areas to consider would include the following:

4 TERMS OF THE PROCUREMENT

4.1 PROCUREMENT PROCESS

4.1.1 This competition is being conducted under GOALs Open International Tender Procedure.4.1.2 The Contracting Authority for this procurement is GOAL

4.1.3 This procurement is funded by USAID OFDA and the tender and any contracts or agreements that may arise from it are bound by the regulations of those donors.

4.2 CLARIFICATIONS AND QUERY HANDLING

4.2.1 GOAL has taken care to be as clear as possible in the language and terms it has used in compiling this ITT. Where any ambiguity or confusion arises from the meaning or interpretation of any word or term used in this document or any other document relating to this tender, the meaning and interpretation attributed to that word or term by GOAL will be final. GOAL will not accept responsibility for any misunderstanding of this document or any others relating to this tender.

4.2.2 Requests for additional information or clarifications can be made by the dates as outlined in section 2. Any queries about this ITT should be addressed in writing to GOAL via email on [email protected] ; in the subject of the mail use HN-OFDA B.R. - 941 – EWS Flood Module.

4.3 CONDITIONS OF TENDER SUBMISSION4.3.1 Tenders must be completed in Spanish. 4.3.2 Tenders must respond to all requirements set out in this ITT and complete their offer in the Response

Format.4.3.3 Failure to submit tenders in the required format will, in almost all circumstances, result in the rejection of the

tender. Failure to resubmit a correctly formatted tender within 3 (three) working days of such a request will result in disqualification.

ITT EWS Floods Module HN-OFDA B.R-941 4.3.4 Tenderers must disclose all relevant information to ensure that all tenders are fairly and legally evaluated.

Additionally, tenderers must provide details of any implications they know or believe their response will have on the successful operation of the contract or on the normal day-to-day operations with GOAL. .Any attempt to withhold any information that the tenderer knows to be relevant or to mislead GOAL and/or its evaluation team in any way will result in the disqualification of the tender.

4.3.5 Tenders must detail all costs identified in this ITT. Additionally, tenders must detail any other costs whatsoever that could be incurred by GOAL in the usage of services and/or the availing of options that may not be explicitly identified/requested in this ITT. Tenderers’ attention is drawn to the fact that, in the event of a Contract/ Framework Agreement being awarded to them, the attempted imposition of undeclared costs will be considered a condition for default.

4.3.6 Any conflicts of interest (including any family relations to GOAL staff) involving a tenderer must be fully disclosed to GOAL particularly where there is a conflict of interest in relation to any recommendations or proposals put forward by the tenderer.

4.3.7 GOAL will not be liable in respect of any costs incurred by respondents in the preparation and submission of tenders or any associated work effort.

4.3.8 GOAL will conduct this tender, including the evaluation of responses and final awards in accordance with the detail set out at in the Evaluation process. Tenders will be opened by at least three designated officers of GOAL.

4.3.9 GOAL is not bound to accept the lowest, or any tender submitted. 4.3.10 Information supplied by respondents will be treated as contractually binding. However, GOAL reserves the

right to seek clarification or verification of any such information. 4.3.11 GOAL reserves the right to terminate this competition at any stage.4.3.12 Unsuccessful tenderers will be notified. 4.3.13 The method of payment will be as follows:

(the supplier must provide a bank guarantee of 30% of the total cost at the contract stage) 4.3.14 This document is not construed in any way as an offer to contract.4.3.15 GOAL and all contracted suppliers must act in all its procurement and other activities in full compliance with

donor requirements. Any contract(s) that arise from this ITT may be financed by multiple donors and those donors and/or their agents have rights of access to GOAL and/or any of its suppliers or contractors for audit purposes. These donors may also have additional regulations that it is not practical to list here. Submission of an offer under this ITT assumes Service Provider acceptance of these conditions.

4.3.16 Terrorism and Sanctions: GOAL does not engage in transactions with any terrorist group or individual or entity involved with or associated with terrorism or individuals or entities that have active exclusion orders and/or sanctions against them. GOAL shall therefore not knowingly purchase supplies or services from companies that are associated in any way with terrorism and/or are the subject of any relevant international exclusion orders and/or sanctions. If you submit a bid based on this request, it shall constitute a guarantee that neither your company nor any affiliate or a subsidiary controlled by your company are associated with any known terrorist group or is/are the subject of any relevant international exclusion order and/or sanctions. A contract clause confirming this may be included in an eventual purchase order based on this request.

3rd party companies may be contracted by GOAL to carry out random quality inspections of work carried out by the contracted party. The cost of the quality control inspections will be covered by GOAL.

In cases of supplier’s quality default in addition to Liquidated Damages section 21 of GOAL Standard Terms and Conditions the costs of the quality inspections and loading surveyor will be charged to the Service Provider.

Sub-contracting: note section II in GOAL Standard Terms and Conditions. GOAL may choose to visit vendors, including sub-contractors (if any) as per of the evaluation process.

4.5 SUBMISSION OF TENDERSTenders must be delivered in one of the following two ways:

1. Electronically with your financial and technical offers in separate emails to [email protected] and in the subject field state:a) EWS Floods Module HN-OFDA B.R.- 941b) Name of your firm with the title of the attachmentc) Number of emails that are sent e.g. 1 of 3, 2 of 3, 3 of 3.

2. If electronic bid submission is not possible please submit in a sealed envelope marked EWS Floods Module HN-OFDA B.R. - 941 with the words “Do not open before the deadline September 7th, 2018 at 10.00 a.m. local time, by the tender committee” with your financial and technical offers inside in two separate envelopes marked as Financial Offer and Technical Offer to the Private Tender Box c/o Colonia Castaño Sur, Casa 1901, Calle Virgilio Zelaya Rubi, Tegucigalpa, Honduras, C.A. Oficina de Logística, Código Postal 3440. Envelopes may be sent through postal or courier services or delivered by hand; and will be accepted during normal working hours for the country of submission. Please note that the GOAL office will not be open during weekends or public holidays.

Proof of sending is not proof of reception. Late delivery will result in your bid being rejected. Envelopes found open at the tender opening will be rejected. All information provided must be perfectly legible.

4.6 TENDER OPENING MEETING

Tenders will be opened at 10:00am on September 7th, 2018 at the following location:

One authorised representative of each tenderer may attend the opening of the bids. Companies wishing to attend are requested to notify their intention by sending an e-mail at least 48 hours in advance to the following e-mail address: [email protected] This notification must be signed by an authorised officer of the tenderer and specify the name of the person who will attend the opening of the bids on the tenderer’s behalf.

Suppliers are invited to attend the Tender Opening Meeting at their own cost.

5 EVALUATION PROCESS

5.1 EVALUATION STAGESTenderers will be considered for participation in the Contract subject to the following qualification process:

The first phase of evaluation of the responses will determine whether the tender has been submitted in line with the administrative instructions and meets the essential criteria. Only those tenders meeting the essential criteria will go forward to the second phase of the evaluation.1 Administrative

instructions1. Closing Date:

Proposals must have met the deadline stated in section 2 of these Instructions to Tenderers, or such revised deadline as may be notified to Tenderers by GOAL. Tenderers must note that GOAL is prohibited from accepting any proposals after that deadline.

2. Submission Method: Proposals must be delivered in the method specified in section 4.5 of this document. GOAL will not accept responsibility for tenders delivered by any other method. Responses delivered in any other method may be rejected.

3. Format and Structure of the Proposals: Proposals must conform to the Response Format laid out in section 6 of these Instructions to Tenderers or such revised format and structure as may be notified to Tenderers by GOAL. Failure to comply with the prescribed format and structure may result in your response being rejected at this stage .

4. Confirmation of validity of your proposal: The Tenderers must confirm that the period of validity of their proposal is not less than 90 (ninety) days.

years of system operation.c) The supplier must be able to offer maintenance during the warranty

5.2 TENDER EVALUATIONGOAL will convene an evaluation team which may include members of the Finance, Logistics, Programmes, ASDS and Quality and Compliance, as well as 3rd Party technical input, Technical and IT staff from the Municipality of Distrito Central AMDC will be invited for technical advice.

ITT EWS Floods Module HN-OFDA B.R-941 During the evaluation period clarifications may be sought by e-mail from Tenderers. Clarifications may include testimonials from customers in support of particular aspects of a tender, whether such aspects are contained in the original submission or in subsequent responses to requests for clarification. Deadlines will be imposed for the receipt of such clarifications and failure to meet these deadlines may result in the disqualification of the Tender or loss of marks. Responses to requests for clarification shall not materially change any of the elements of the proposals submitted. Unsolicited communications from Tenderers will not be entertained during the evaluation period.

5.3 AWARD CRITERIAPrice

All prices must be in HNL Lempiras and a comprehensive and clear breakdown of prices must be shown as part of the financial offer –

Prices offered will be evaluated on full cost basis (including all fees and taxes).

Marks for cost will be awarded on the inverse proportion principle (shown below):

Quality

The quality of the technical proposal is evaluated in terms of software development and methodology, delivery times and added value.

ALL FINANCIAL OFFERS MUST BE MADE BASED ON THE “BEST AND FINAL OFFER”.

6 RESPONSE FORMAT

6.1 INTRODUCTIONAll proposals must conform to the response format laid out below. Where a tender does not conform to the required format the Tenderer may be requested to resubmit it in the correct format, on the understanding that the resubmission cannot contain any material change from the original. Failure to resubmit in the correct format within 3 (three) working days may result in disqualification.

By responding to this ITT, each Tenderer is required to accept the terms and conditions of this ITT and to acknowledge and confirm their acceptance by returning a signed copy with its response. Should a Tenderer not comply with these requirements, GOAL may, at their sole discretion, reject the response.

The Tenderer shall provide a response to this ITT document on a paragraph-by-paragraph basis, in the order presented in this document.

If the Tenderer wishes to supplement their Response to any section of the ITT specifications with a reference to further supporting material, this reference must be clearly identified, including section and page number.

4) The training should be theoretical and practical, emphasizing practical simulations, solving of common problems with the use of equipment and software.

5) The AMDC and GOAL will carry out an evaluation of the training process to assure learning and satisfaction of the sessions.

APPENDIX 4 –REQUIREMENTS OVERVIEW

GOAL Honduras (GH) has a multidisciplinary team of 80 staff specializing in Humanitarian leadership, economic development, sustainable urban development and resilience. GOAL Honduras (GH) has developed key innovations in resilience and systems approaches including the Analysis of Resilience in Communities to Disaster (ARC-D) Toolkit and the R4S or ´Resilience for Social.

Currently the AMDC is developing an institutional strengthening strategy to improve the operation and management of data, which has led to a series of diagnostics to establish the necessary requirements at a level of technical capacities, tools and methodologies for a proper territorial management; making this faster and more efficient by providing quality information to the management of territories thus the need to establish a system that facilitates the generation, the administration and operation of the current information of the municipality.

The Municipal Information System on Risks and Territorial Studies of Distrito Central (SIMRET). The administration of information is carried out originally in each management with a simple road map and systematized with uniform processes of: reception, classification, organization and consolidation, then and as a key point this information should be centralized, where all the managements provide their data to link them with the objectives of generating scenarios and analysis to measure the impact of the actions of municipal governments as well as to inform the interested population (users).

This centralization and administration of the information will be through an accessible computer platform, that allows the exchange of information and that facilitates the search and analysis processes, which shall enable the creation of scenarios for taking technical, social and financial decisions, to reduce the occurrence of disasters, reduce vulnerability and increase the resilience capacity of the municipal area and communities at risk.2

The Project will carry out the intervention for the development of the EWS Floods Module focused in the area of Distrito Central, with the objective of providing an effective alert to the people with risk of flooding. An EWS (Early Warning system) can be defined as a set of procedures and systems through which a threat or an adverse event (natural or anthropic) of a predictable nature is monitored, data and information are collected and processed, offering predictions or spatial and temporary predictions about its actions and possible effects. The purpose of an EWS is to know in advance and with a level of certainty, in what time or space, a threat or adverse event of a natural type or generated by human activity can trigger potentially dangerous situations. Depending on the technology used and the regional level of management, there are three types of warning systems that can be installed in areas with risk of flooding:

1. A centralized or instrumental EWS that benefits from an automated monitoring system controlled by a responsible entity at national level; in other words, it uses a high level of technology;

2. A community-based EWS based on the participation of the local community in the monitoring, using manual instruments to measure the level of the river;

3. A mixed EWS using automated instruments and also local monitoring.3 The emphasis of this project will be on a mixed EWS with the use of automated instrumentation and current community monitoring networks that are currently operating within Distrito Central.

The supplier must provide a list of all the hardware requirements necessary for the correct operation of the EWS Flood Module.

Perform the installation of the software and ensure the operation and functionality of the same.

1.01.1General Systems Considerations:

1.1.1 The construction of the system must be participatory and involve the relevant actors for the creation of the system in question, led by the AMDC through the UMGIR.

1.1.2 The system must be compatible with all the databases and institutional sensors that provide hydrometeorological, geological, geotechnical and other information received in an automated or conventional manner.

1.1.3 The system must be able to receive information in real time and be able to analyze it, process it and generate the products in an automatic and agile manner according to the needs or requirements established by the AMDC.

1.1.4 The software used will be of open source and to require licenses must be agreed with the AMDC team to give their observations and assessments of their use. In this case the required licensing must be perpetual with options to update.

1.1.5 A backup of the physical information must be contemplated.1.1.6 The system must be able to generate spatial information for decision

making and alerting the population in real time using current means of mass communication (social networks, etc.)

1.1.7 The programming and construction of the EWS - Flooding SIMRET platform, must have the participation of the AMDC staff of the IT management and a technical support group (UMGIR, CODEM, or others), in order to create the capacities so that the AMDC can operate and maintain the system independently.

1.1.8 The final reception of the SAAT platform will be jointly between AMDC and GOAL, for which the satisfaction, correct operation, operation and confidence levels of the results obtained with the development will be verified.

1.1.9 It is necessary the delivery of the methodology of collection of inputs for the generation of the platform, meetings, database analysis, current information.

1.1.10AMDC and GOAL will designate technical liaisons to be a direct coordination of the developer of the EWS Flood Module, with the purpose of advising and agreeing on the development of each one of the technical components of the same.

The software must be capable of automatically providing the hydrometeorological prediction of phenomena considering the configuration of the hydrological and hydraulic model for the determination of flood depths and plains, managing the information and results of the different models in a GIS that allows the analysis and contrasting the results of hydrometeorological, hydrological and hydraulic models with the vulnerability information that together leads to the construction of the risk scenarios, and in this way linking the development of an exit platform in which the reports are presented for the decision making in favor of civil protection and citizens' assets.

The EWS is based on the operation of an automatic modeling platform (set of mathematical models) that receives the input data through a data processing platform (set of computer algorithms) that extracts data from a remote file, processes them and transforms them into time series in the format required by the model platform.

Therefore, it can be affirmed that the EWS will consist of three fundamental sub-systems:

Sub Data processing system for the management of input data; Sub Modeling system for the development of the flood forecast. Sub System of reports and publication.

The objective of the data elaboration phase is to transform the available data in a homogeneous way and in the form of temporary time series related that make up the schematics of the hydrographic network according to the implemented model. Generally, the software available in the market, intended to implement a modelling platform, have their own internal database organized to contain data in the form of time series of data, and so that each time series is related to a calculation node. This is the reason why the Time Series Database (STSDB) is mentioned.

System Operation The operation of the system shall work as follows:The organizational structure of an EWS is necessarily part of a broader organizational structure, that involves the entities that manage the hydro-meteorological monitoring network, the organizations that have the task of making available the results of the elaborations made with the meteorological models, the entities that manage the damns and other entities that have useful data to improve the forecast on floods; which is the final task of the EWS.The data transmitted by the monitoring stations should be received and saved in a file according to a pre-established logic, so that each data can be located and extracted within the file itself.

The term “OPERATIVE ROOM” refers to the room that has the task of elaborations of the EWS.

Communications between the EWS operative room and the external data files Of course, other entities will also have their operative rooms, but, in Figure 5, these are simply indicated by the term SERVER. According to the logic of communications and the organizational structure adopted, the installed software in the Workstation "WS DATA" has the task of sending the data requested to the various files and therefore plays the role of CLIENT. The files and data have to be available through the internet in such a way that the database can be queried remotely. This will allow a high number of operative rooms (and thus Workstations) connected to each other, including the EWS operative room. Likewise the files shall be capable of answering the request by sending the data thus plays the role of SERVER.

ITT EWS Floods Module HN-OFDA B.R-941 Once these data have been downloaded it is advisable to store them in a separate Workstation (WS DATA) from the main Workstation (WS EWS) that will be used to carry out simulations with the mathematical models in such a way that two operators can work simultaneously in the system. The data will be stored in its original format in the WS DATA which will have the only task of saving the data, without making any elaboration. Once the data is acquired, the numerical elaborations will be carried out with the purpose of extracting data of interest from the local file (WS DATA) and continue with the operations provided by the data platform (validation, interpolation, etc.).The objective of the data elaboration phase is to transform the available data in a homogeneous way and in the form of time series related with the nodes that make up the schematic of the hydrographic network according to the model implemented. Generally, the software available in the market, intended to implement a modelling platform, have their own internal database organized to contain data in the form of time series of data, so that each time series is related with a calculation node. This is the reason why we talk about the Time Series Database (TSDB).5

In the general architecture of a real time elaboration platform, the management of the monitoring system is in charge of a specific entity that is responsible of receiving and filing the of the network of sensors distributed within the territory.The entity that receives and files the data, with the purpose making the data available to whoever requires or needs it, must necessarily file the data in a SERVER connected to the Internet so that it can be used remotely by all interested parties. The EWS represents one of these systems interested in the use of the data and in the system there will be a Data Workstation that will carry out the task of Client dedicated to query the SERVER to obtain the data (WS DATA). The archived data may also be used by other public and/or private entities that have the need for purposes not only for EWS. Due to this, the operative room that deals with the management of the EWS does not generally coincide with the operative system that deals with the management of the entire monitoring system. Once the data have been acquired, some processes and computer algorithms will be implemented automatically in order to extract data of interest from the file just downloaded in the local WS DATA and to continue with the validation operations (recognition of the inaccurate data in case of malfunction) and eventually with the interpolation of the missing data in order to optimize as much as possible the available information. The objective of the elaboration phase is to transform the available data that is in a non-homogeneous way into organized data in the form of exact time series relative to the nodes that form the schematics of the hydrographic network according to the mathematical model used.4.2 THE SERVICE BEING OFFERED MUST BE IN LINE WITH THE FOLLOWING REQUIREMENTS
