Truman was determined that the USA would not be bulldozed and thought that he could impress this on the Russians, who were bullies that would cave in if and when you stood up to them. The decisive change came at the end of February 1947, when Truman decided that the USA would step in to replace the retreating British threats from Greece On 27 February , Truman invited the leading members of the Congress to the white house where George Marshall, the secretary of State, expanded the situation that if the USA were not to interfere in Greece they would be faced with the USSR expanding their influence further into Europe, the Middle East and Asia. It was an early statement of what later became known as the “Domino theory” Truman then addressed the Congress on 12 March, he specifically requested a bill yo provide aid to Greece and Turkey. He stated that the USA should make it its priority to help those resisting attempted subjugation by armed minorities. The help would take the form of economic and financial aid. Truman’s proposal became known as the Truman doctrine at once and it was under fire for two reasons. 1. Greek government was corrupt and Turkey was by no means a democracy. 1
