The Department’s functions and services include disability services; child protection and family support; social and affordable housing; youth justice; community initiatives and remote regional services reform.

Role Statement

This position leads the development and implementation of communications strategies for the State Government’s response to the Royal Commission into Institutional Responses to Child Sexual Abuse.

Manages relationships with multiple key stakeholders, including cross government working groups, government departments, Ministers Offices and private sectors.

Duties and Responsibilities

Shapes and manages strategy1.1 Develops, implements and evaluates the communication strategies for the Department’s

major projects, in line with the strategic direction of the Department.

1.2 Provides direction to others regarding the purpose and importance of their work. Illustrates the relationship between operational tasks and organisational goals. Sets work tasks that align with the strategic objectives and communicates expected outcomes.

1.3 Understands the organisation’s objectives and aligns operational activities accordingly. Considers the ramifications of issues and longer-term impact of own work and work area.

1.4 Gathers and investigates information from a variety of sources, and explores new ideas and different viewpoints. Probes information and identifies any critical public sector. Maintains an awareness of the organisation, monitors the context in which the organisation operates and finds out about best practice approaches.

1.5 Undertakes objective, systematic analysis and draws accurate conclusions based on evidence. Recognises the links between interconnected issues. Breaks through problems and weighs up the options to identify solutions. Explores possibilities and innovative alternatives.

2. Achieves results2.1 Manages communications for high-level, strategic and public-facing projects involving

multiple government and non-government stakeholders and reviews project performance and focuses on identifying opportunities for continuous improvement. Identifies key talent to support performance. Remains flexible and responsive to changes in requirements.

2.2 Values specialist expertise and capitalises on the expert knowledge and skills of others. Contributes own expertise to achieve outcomes for the business unit.

2.3 Establishes key performance indicator, clear plans and time frames for project implementation and outlines specific activities. Responds in a positive and flexible manner to change and uncertainty. Shares information with others and assists them to adapt.

2.4 Sees projects through to completion. Monitors project progress and adjusts plans as required. Commits to achieving quality outcomes and ensures documented procedures are maintained. Seeks feedback from stakeholders to gauge satisfaction.

Essential Work-Related Requirements (Selection Criteria)

1. Demonstrated high level of experience in corporate communications with the ability to develop and implement complex internal and external communication strategies.

2. Demonstrated experience and proven capacity in managing communications for high-level, strategic and public-facing projects involving multiple government and non-government stakeholders.

3. Experience in managing human and organisational resources and budgets for a range of communications and associated initiatives.

4. Demonstrated team development and leadership skills with the ability to motivate, develop and direct people in their role and support productive working relationships.

5. High level of interpersonal and negotiation skills, with the ability to work closely with senior management and ministerial offices, and build and maintain strong links with internal and external stakeholders.

6. High level of verbal and written communication skills, with the ability to write and edit media statements, media responses, briefing notes and speeches.

7. Highly developed conceptual, problem solving and analytical abilities.8. Excellent organisational and time management skills, with the ability to work well under

pressure and meet concurrent deadlines.

Desirable Work-Related Requirements (Selection Criteria)1. Possession of, or progress towards, a relevant tertiary qualification. 2. Project management experience.

Essential Eligibility Requirements / Special Appointment Requirements 1. Appointment is subject to a satisfactory National Police Clearance.2. Candidates possessing international qualifications must provide assessment by the

Overseas Qualification Assessment Unit (OQU) from Department of Workforce Development and Training WA or OQU assessment from another state for approval as an equivalent by the Executive Director, Department of Commerce.

3. Available to attend offsite meetings outside of normal working hours.
