ROLE PROFILE

Job Title: HR Manager

Work Base: Cardiff or Bangor

Reporting to: Head of Learner Services and Resources

Job Purpose: Working as a member of the College Management Team, the HR Manager is responsible for delivering a comprehensive, effective and efficient HR service across the organisation. Acting as the trusted advisor on all HR issues, and primary interface between HR, managers and employees, diagnosing organisational and personnel issues and executing HR solutions to build capability to enhance people and organisation performance.

Length of contract: Permanent

Hours of work: 35 hours per week

Pay scale: UPS 1 - MG4 (£29,065 - £36,636 per annum)

Main duties and responsibilities

1. Build effective working relationships with staff at all levels, providing advice and guidance on all HR and staffing matters and policies to support understanding and ensure effective communication of good HR practice across all areas of the organisation.

2. Develop, maintain and implement all HR policies in accordance with legal requirements and good management practice, ensuring that all HR issues are dealt with within the stated timescales set out in procedures

3. Assist with the development and implementation of the HR strategy, operational plans and HR projects and initiatives.

4. Support the development of strong communication and feedback channels with all staff and through a variety of mechanisms to support employee engagement

5. Oversee the management of recruitment and selection for all posts ensuring a consistent values-led application and selection process supports effective decision-making.

6. In partnership with managers, co-ordinate the development, implementation, monitoring and evaluation of the annual training plan and budget.

7. Be a collegiate member of the organisation’s College Management Team, contributing to all cross-college operational planning activities and promoting a positive culture.

8. Directly line manage the HR Officer and HR Assistant, carrying out the full range of management duties as required

9. Arrange, develop and deliver relevant training programmes to managers and staff to support the development of knowledge, skills and confidence in effective people management practice and compliance with HR related policies and procedures.

10. Develop and oversee the organisation’s induction process for both teaching and non-teaching staff

11. Oversee the accurate and effective maintenance and development of the HR database to support the availability of reliable Management Information to support organisational performance understanding and decision-making.

12. Oversee the accurate monthly processing of all payroll instructions and contractual documentation.

13. Assist the Head of Learner Services and Resources with the development of employment terms and conditions.

14. Attend and participate in meetings of the Joint Consultative and Negotiating Committee and Resources Committee, providing and presenting reports to the Committees as required

15. Manage employee relations issues such as disciplinary, grievance and capability, providing advice and guidance as required

16. Take an active role in the job evaluation process

17. Demonstrate a commitment to continuous professional and personal development

18. Lead HR business process excellence initiatives and participate in / facilitate cross- functional process improvement teams.

19. Ensure HR procedures and practices are compliant with the Data Protection Act and ensure that all data protection concerns are reported to the organisation’s Data Protection Controller

20. Contribute to staff meetings, organisational initiatives and developments

21. Comply with all organisational policies & procedures, keeping abreast of changes and making any necessary changes to administrative systems

22. Ensure that all aspects of the organisation’s financial instructions and standing orders are followed

23. Ensure that safe working practices are used and are appropriate and that Health & Safety legislation is adopted

PERSON SPECIFICATION

EDUCATION, TRAINING AND QUALIFICATIONS

Degree or equivalent

CIPD recognised qualification – minimum Level 5

Level 7 Diploma or MSc in HRM

EXPERIENCE Minimum of 3 years HR generalist experience within a unionised environment

Strong experience in recruitment, training and development, disciplinary and grievance

A detailed knowledge of employment law and contemporary HR best practice

Experience of dealing with complex and sensitive ER issues

Proven ability to build productive relationships at all levels of the organisation.

Experience of working within the FE Sector

Experience of reorganisation and management of change
