The Austrian Standards Institute (Österreichi-sches Normungsinstitut) is the Austrian service centrefor standards, specifications, certification and technicalregulations.In the service of business, public authorities and society.

As public-service non-profit organization –founded in 1920

is the impartial platform for the creation ofstandards and specifications in Austria;offers the know-how and the infrastructure forparticipation in European and global stand-ardization;is the centre of competence for all informationconcerning standards and their environment;offers direct access to Austrian Standards(ÖNORMEN), including all European Standards,to International Standards (ISO) as well as tonormative documents from throughout theworld;is your partner in certification of products andservices.

ON is a private association. The legal framework ofits activities is the Austrian Federal Act on Stand-ardization of 1971.

ON is the Austrian member (and founder member) ofthe European Committee for Standardization CEN(Comité Européen de Normalisation) and of theInternational Organization for Standardization ISO.

Financing of ON is mainly based on the sale ofproducts and services, furthermore on contributionsfrom the private and public sector.

Das Prinzip des New Ap-proach hat sich überauserfolgreich bewährt undder europäischen Wirt-schaft in vielen Berei-chen zu einer internatio-nalen Führungsrolle undzu mehr Lebensqualitätund höherem Schutz derVerbraucher verholfen.So der Tenor einer Podi-umsdiskussion der Wie-ner Juristischen Gesell-schaft anlässlich 20 Jah-re New Approach zumThema „Das moderneeuropäische Normenwe-sen in Recht, Technikund Politik“.

Die Idee eines konsequenten Risi-komanagements setzt sich auchim Gesundheitswesen durch. Inder Steiermärkischen Krankenan-staltengesellschaft KAGes konntedas ON im Juli 2005 den erstenAusbildungslehrgang für klinischeRisikomanager nach der ON-RegelONR 49003 abschließen.Inzwischen sind nahezu hundertPersonen im In- und Ausland alsRisikomanager zertifiziert.

Von Know-How und Kompetenz desON profitieren seit 1998 Organisa-tionen, Unternehmen und Behör-den in verschiedenen Teilen derWelt: in den neuen EU-Mitglieds-staaten, in Südostasien und inden Mittelmeerländern. In Koope-ration mit nationalen und interna-tionalen Partnern und Expertenführt das ON dort zahlreiche För-derungs- und Schulungsmaßnah-men durch.Berichte über diese Projekte wa-ren Thema einer international be-suchten Veranstaltung am 19.Jänner 2005 im ON. The idea of consistent riskmanagement also takes root inthe healthcare system. At theStyrian hospital associationKAGes, ON was able to completethe first training course for clinicalrisk managers in line with the ONRule ONR 49003 in July 2005.Today, there are already almostone hundred persons certifiedas risk managers in Austria andabroad.

Since 1998, ON’s know-how and com-petence has brought benefits toorganizations, enterprises andpublic authorities in different partsof the world: in the new EUmember states, in South-EastAsia and in the Mediterraneancountries. In co-operation withnational and international partnersand experts, ON has organizednumerous promotion and trainingmeasures there.Reports on these projects werepresented at an internationalmeeting held at ON on 19 Janu-ary 2005. The principle of the NewApproach has provenextremely well inpractice and helped theEuropean economy toachieve a leading posi-tion at the internationallevel and raised thequality of life and con-sumer protection. Thosewere the conclusions ofa panel discussion heldby the Vienna Law Societyon modern Europeanstandardization in thefields of law, technologyand policy-making.

Since 2005, the e-governmentplatform www.help.gv.at has pro-vided citizens and entrepreneurswith an unbureaucratic access toinformation on standards.

Business Excellence weiter verbessertFurther increase in business excellence

Eine weitereLeistungsver-besserung inallen Ge-schäftsberei-chen des ONhat im Mai2005 das Wie-derholungsas-sessment nach dem Standard SQS 9004 gezeigt. DieAuditoren attestierten dabei dem ON eine kontinu-ierliche Entwicklung in Richtung „Business Excel-lence“. Gleichzeitig wurde routinemäßig das Wieder-holungsaudit nach ISO 9001 durchgeführt.Als weltweit erstes Normungsinstitut wurde das ON1996 nach ISO 9001 zertifiziert. SQS 9004 legt ei-nen wesentlich höheren Level als ISO 9001 fest.

In May 2005, the re-assess-ment according to the stand-ard SQS 9004 showed that ONfurther improved its perfor-mance in all business fields.The auditors acknowledgedthat ON continuously devel-ops towards business excel-lence. In parallel, a routine

repeat audit under ISO 9001 wascarried out.In 1996, ON was the first stand-ardization body worldwide thatobtained an ISO 9001 certificate.The quality level defined by SQS9004 is much higher than the oneof ISO 9001.

hen people talk about Austria, theyoften use the attribute „small“. Withregard to its territory and population,this is well correct. But when it comesW

to economic performance, the situation is quitedifferent. Today, Austria has the fourth highest grossdomestic product per capita across the EU. With1.8%, economic growth was higher than the Euro-pean average in 2005, and exports increased by4.6%.This is a remarkable achievement demonstratingthat Austria’s companies seize the opportunitiesthat arose from the opening up of the Eastern Euro-pean countries and the EU’s eastern enlargement.Standards – be it European or International ones –are important companions for exporters. Theyensure clear conditions, define harmonizedrequirements, test methods and certification pro-cedures for products and services. In a nutshell,they provide for competence. After all, they are the„state of the art“ defined in consensus by all stake-holders interested and affected and offer solidknowledge.Austrian enterprises – and administration, scienceand consumers, too – have realized this importanceof standards and use them. With around 5,000 ex-perts co-operating in ON’s committees – preparingstandards and agreeing on the input to Europeanand international documents, Austria shows above-average commitment in the development ofcommon standards. Erhöhte Effizienz

Die Zahl der Normen und Regel-werke, die das ON pro Jahr publi-ziert, wächst kontinuierlich. Von417 (1989) ist sie auf 2 147 (2005)gestiegen und hat sich damitmehr als verfünffacht. Dem ON istes gelungen, den damit verbun-denen Arbeitsaufwand mit nur ge-ringfügig mehr an Personal zu be-wältigen. Kontinuierliche Optimie-rung der Arbeitsabläufe und mo-dernste Technik haben dieseEffizienzsteigerung möglich ge-macht.

ON publishes a continuouslygrowing number of standards andspecifications each year. Theyrose from 417 (1989) to 2,147(2005) and, thus, more thanquintupled. ON succeeded incoping with the related workloadonly with a minor increase instaff. This improvement ofefficiency was possible due to thecontinuous optimisation of workprocesses and top moderntechnology.

Das ON konnte im Jahr 2005 denDeckungsgrad - direkte Einnahmenim Verhältnis zu den Gesamtaus-gaben - weiter verbessern. Lag er1988 noch bei 64,8 Prozent, ister 2005 auf mehr als 90 Prozent ge-stiegen.

Während sich das vom ON her-ausgegebene Normen- und Regel-werk von 1997 bis 2005 mehr alsverdoppelt hat, sind gleichzeitig diefinanziellen Beiträge zur Nor-mungsarbeit zurückgegangen.Die Beiträge des Bundes liegenseit 1998 bei ca. elf Prozent. DieBeiträge der WirtschaftskammerÖsterreich lagen 2005 bei knappüber zwei Prozent.

While the standards and specifica-tions published by ON more thandoubled from 1997 to 2005,financial contributions to stand-ardization declined. Kompetenz in Europa

Der New Approach (Neue Konzeption)brachte 1985 den Durchbruch zurSchaffung des Binnenmarkts. Er istheute die Grundlage für die Überwin-dung technischer Handelshemmnisseinnerhalb der EU durch die Kombina-tion aus europäischer Gesetzgebungund europäischer Normung.Wurden zuvor alle technischen De-tails in Richtlinien geregelt, verfolgtder „New Approach“ ein anderesKonzept: In EU-Richtlinien, die vonden Mitgliedsstaaten in die nationaleGesetzgebung zu übernehmen sind,sind nur mehr grundlegende Anfor-derungen enthalten. Für die prakti-sche Umsetzung wird auf (harmoni-sierte) Europäische Normen verwie-sen. Dazu erteilt die KommissionMandate an die Europäischen Nor-mungsorganisationen.Die Europäischen Normungsorgani-sationen CEN und CENELEC habenseither mehr als 3 000 EuropäischeNormen zur Unterstützung der Euro-päischen Gesetzgebung entwickelt.

In 1985, the New Approach broughtthe breakthrough for the establish-ment of the Internal Market. Today, itis the basis for overcoming technicalbarriers to trade within the EU bycombining European legislation andEuropean standardization.While all technical details had beenregulated in directives before, theNew Approach is based on a differentconcept: EU directives that the mem-ber states have to transpose into na-tional law now only contain the es-sential requirements. For practicalimplementation, reference is made to(harmonized) European Standards.To that effect, the Commission givesmandates to the European standardi-zation bodies.Since the introduction of the NewApproach, the European standardiza-tion bodies CEN and CENELEC haveadopted more than 3,000 EuropeanStandards in support of Europeanlegislation.

Normung war auch 2005 ein heißdiskutiertes Thema zwischen EUund USA. Eine GesprächsrundeEnde Jänner 2005 mit mehr als60 Teilnehmern - darunter auchaus Österreich - hat „signifikanteFortschritte“ gebracht.Kernthemen waren Normungsinitia-tiven im Bereich Sicherheit, wobeisich Gemeinsamkeiten zeigtenund die effiziente Implementie-rung der von ISO und IEC geleite-ten Arbeiten hervorgehoben wur-de. Eingehend diskutiert wurdenauch Normen zum Thema Zu-gänglichkeit, Normungsinitiativenauf Regierungsebene und Unter-schiede im strategischen Ansatz.

Zu diesem Thema haben die eu-ropäischen Normungsorganisatio-nen CEN und CENELEC eineneuropaweiten Fotowettbewerbanlässlich „20 Jahre New Ap-proach“ ausgeschrieben. Öster-reich war durch Thomas Laimgru-ber und sein Bild «Zeichen einerneuen Zeit» vertreten.

anniversary of the New Ap-proach. Austria was representedby Thomas Laimgruber and hispicture «Signs of a new time».

Der WTO World Trade Report 2005anerkennt ISO, IEC und ITU als wich-tigste internationale Regelsetzer.

Die Welthandelsorganisation WTOhat den „World Trade Report2005“ - Titel „Exploring the linksbetween trade, standards and theWTO“ - herausgegeben. Darinanalysieren Volkswirtschafter,welche Rolle Normen im Welthan-del, bei der Information und Si-cherheit für Konsumenten, beimUmweltschutz und bei der Kom-patibilität von Produkten undDienstleistungen spielen.Die Internationale Normungsorga-nisation ISO sowie ihre PartnerIEC und ITU werden darin als diewichtigsten Organisationen bei derSetzung freiwilliger Übereinkom-men auf Konsensbasis hervorge-hoben.Die Internationale Organisation fürNormung ISO war daher auchbeim 35. Weltwirtschaftsgipfel inDavos (Jänner 2005 mit mehr als2 000 Teilnehmern aus 90 Staa-ten) vertreten. ISO-Generalsekre-tär Alan Bryden zeigte dabei auf,wie sehr Internationale Normenein Instrument sind, Dinge zu ver-einfachen und Wissen zu verbrei-ten. Etwas, das in hohem Maßden Entwicklungsländern zugutekommt, was auch in einem eige-nen ISO-Aktionsplan dargelegtist, der zusammen mit der WTOerstellt wurde.

WTO’s World Trade Report 2005acknowledges that ISO, IEC and ITUare important international regulators.

The World Trade Organization(WTO) published the World TradeReport 2005 under the title„Exploring the links betweentrade, standards and the WTO“.In this report, economists analyzethe role of standards in worldtrade, information and safety forconsumers, environmental pro-tection and the compatibility ofproducts and services.The International Organization forStandardization (ISO) and its part-ners IEC and ITU are highlightedas the most important organizationsin the definition of voluntary rulesbased on consensus.Therefore, ISO was again repre-sented at the 35th World EconomicSummit in Davos (January 2005)that was attended by more than2,000 participants from 90 coun-tries. ISO’s Secretary GeneralAlan Bryden stressed that Inter-national Standards are an instru-ment for simplifying matters anddisseminating knowledge – some-thing that is highly beneficial fordeveloping countries, which isalso laid down in a specific ISOaction plan prepared in co-opera-tion with WTO.

Safety was the motto ofthe World StandardsDay 2005 that is cele-brated by the membersof ISO, IEC and ITUevery year on 14 Octo-ber. According to theleading representativesof the three internationalstandardization bodies,standards are an impor-tant tool for meeting thesafety needs at thebeginning of the 21st

century.

Eine 2005 inLondon publizierte Studie errech-net den Beitrag der Normung mit2,5 Milliarden Pfund und 13 Pro-zent der Steigerung der Arbeits-produktivität. Sie kommt damit zuähnlichen Ergebnissen wie eine2000 in Deutschland, Österreichund der Schweiz durchgeführteUntersuchung (siehe Seite 21).Innovation findet den Markt sehroft über die Normung. Ihre Be-deutung für Produktivität und In-novation war daher Thema derISO-Vollversammlung (September2005 / Singapur). „InternationaleNormen haben strategische Be-deutung für den wirtschaftlichenFortschritt eines Landes“, so Sin-gapurs Minister für Handel undIndustrie, Lim Hng Kiang.Wichtiges Zukunftsthema der Inter-nationalen Normung ist nebendem internationalen Austauschvon Dienstleistungen „Sicherheitund Weltwirtschaft“ . Katastro-phen haben durch die wachsendewirtschaftliche Vernetzung immerbreitere Auswirkungen. Das rei-bungslose Zusammenwirken vonEinsatzkräften aus mehreren Län-dern ist damit ein Schlüsselfaktor.Dazu und zum Thema „Risk Ma-nagement“ laufen bereits interna-tionale Normungsarbeiten.

Standards make an importantcontribution to productivity andpromote innovation. A study pub-lished in London in 2005 calculat-ed that the contribution of stand-ardization amounted toGBP 2.5 billion and 13% of thegrowth in labour productivity.Thus, its results are similar to thefindings of a study carried out inGermany, Austria and Switzerlandin 2000 (see page 21). Innova-tions find their market very oftenvia standardization. As a result,its importance for productivityand innovation was a topic ofISO’s General Assembly (Singa-pore in September 2005). “Inter-national Standards are of strate-gic importance for the economicprogress of a country,” stressedLim Hng Kiang, Singapore’sMinister of Trade and Industry.In addition to the global trade in ser-vices, a major topic for the futureof international standardization issafety and the global economy.Because of increasingly closereconomic relations, disastershave increasingly large-scale im-pacts. Therefore the smooth co-operation of relief forces fromseveral countries is a key factor.International standardization pro-jects are already underway bothon this topic and on risk manage-ment.

Die Normung setzte 2005 ihre dynamische Entwicklungweiter fort. 2 147 Dokumente (+4,5 % gegenüber 2004) -die Mehrzahl davon europäisch - konnten fertig gestelltwerden und stehen damit den Anwendern zur Verfügung.

Der Bedarf an Normen und Regelwerken steigt weiter:Rund 4 200 Dokumente sind derzeit in Arbeit, wovon al-lein 2005 rund 2 000 neu hinzugekommen sind.

Österreichische Experten bestimmen die europäische undinternationale Entwicklung maßgeblich mit. Sie wirken in82 Prozent der Europäischen und 93 Prozent der Internati-onalen Technischen Komitees mit.

Setting Standards

In 2005, standardization continued its dynamicdevelopment: 2,147 documents (a 4.5% increase over2004) – most of them European ones – were completedand now are available to the users.

The need for standards and specifications is on the rise:around 4,200 documents are currently under preparation,out of which around 2,000 were added in 2005 alone.

Austrian experts have a decisive influence on the Euro-pean and international development. They co-operatein 82% of the European technical committees and in93% of the international ones.

Normen werden von jenen gemacht, die sie benötigen:Wirtschaft, Konsumenten, Verwaltung, Wissen-schaft. Ihre Vertreter investieren Zeit und Know-howin die Schaffung von Normen – im eigenen Interessewie auch im Interesse der Allgemeinheit.Diese Experten sind in den verschiedenen Komiteesund Arbeitsgruppen des ON tätig. Delegierte ausdiesen Gremien wiederum vertreten den (zuvor ak-kordierten) „rot-weiß-roten“ Standpunkt in den zu-ständigen europäischen und internationalen Komi-tees.

Der volkswirtschaftliche Nutzender Normung beträgt - so eineStudie der Technischen Universi-tät Dresden und des FraunhoferInstituts für Systemtechnik undInnovationsforschung - allein fürÖsterreich 1,74 Milliarden Euro.Der Beitrag der Normung zumWirtschaftswachstum liegt bei rund25 Prozent. Und jeder Euro, der indie Normung investiert wird, bringtungefähr den vierzigfachen Ertrag.

To put it simply, standards document good engineer-ing practices, although they are no longer con-fined to engineering fields today. They promoterationalization, permit quality assurance, supportsafety at work and outside work, harmonize testmethods and, in general, facilitate communica-tion in business, technology, science, administra-tion and the public at large.

Standards are developed by those who need them –economy, consumers, administration, andscience. Their representatives invest time andknow-how in the creation of standards – in theirown interest as well as in the public interest.These experts are active in various committeesand working groups of ON. Delegates appointedby these bodies also represent the Austrianposition (adopted beforehand) at meetings ofEuropean and international technical committees.

Sie tragen da-mit entscheidend zur Effizienz derNormung bei. Eine ihrer wichtigs-ten Aufgaben: Konsens- nichtKonfliktmanagement.

Mitarbeit an der Erstellung von Normen und ON-Re-geln heißt in erster Linie,> die Inhalte von Normen mitgestalten und beeinflussen,> heute - im Dialog und im Konsens mit anderen In-teressenten aus Wirtschaft, Verwaltung, Wissen-schaft und Verbrauchern - zu definieren, was morgenin Normen steht, welche Anforderungen an Produkteund Dienstleistungen gestellt werden, wie und nachwelchen Verfahren geprüft wird.

Wer in der Normung mitwirkt, ist in ein Netzwerk einge-bunden. In diesem Netzwerk - den Komitees - sit-zen einander nicht nur die künftigen Anwender derNormen und Regelwerke gegenüber, sondern auchpotentielle Kunden. Die Experten tauschen Wissenaus, ua. über Kundeninteressen bzw. darüber, was(technisch) machbar ist, was ökologisch und öko-nomisch sinnvoll ist, und was der Markt verlangt.Damit gewinnen sie wertvolle Kenntnisse über Vor-stellungen und Erwartungen ihrer Marktpartner.

Mitarbeit in der Normung gibt den rund 5 000 Expertenzusätzlich Einblick in die aktuelle Entwicklung ihresFachgebiets – in Österreich, in Europa und weltweit.Sie wissen somit früher als andere, in welche Rich-tung sich bestimmte Themen entwickeln, welcheNeuerungen auf sie zukommen. Das bedeutet Wis-sensvorsprung und damit Zeitgewinn. Anpassungs-,Erneuerungs- und Innovationsprozesse können da-mit früher eingeleitet werden.

Normung als strategisches Unternehmenskonzeptträgt dazu bei, die Marktstellung von Unternehmen zusichern und weiter auszubauen.

Commitment to standardizationCo-operation in the preparation of standards andON Rules primarily means that> you shape and influence the contents of standards,> you define today – in dialogue and consensus withother stakeholders from the economy, administra-tion, science and consumers – what is specified instandards tomorrow, which requirements productsand services have to meet as well as how andwhich tests are performed.Those who participate in standardization work formpart of a network. 2005 brachte im Bereich der Zertifizierung - ON CERT -wichtige Erweiterungen im Bereich der CE-Kennzeich-nung von Bauprodukten.

Auf dem Gebiet der Dienstleistungen hat das ON eine Ko-operation mit der European Underwater Federation ge-schlossen und ist damit zuständig für die Zertifizierungvon Dienstleistungen rund um die Ausbildung von Frei-zeittauchern.

Im Bereich der Personenzertifizierung gab es besondersgroße Nachfrage nach der Ausbildung zum zertifiziertenRisikomanager.

nachweisen, dass sein Produkt / seine Dienstleis-tung alle Anforderungen der Norm erfüllt?

• Wie kann der Verbraucher - jemand, der ein Produkterwirbt oder eine Dienstleistung in Anspruch nimmt- sicher gehen, dass das, was in der jeweiligenNorm steht, auch tatsächlich eingehalten wird?

Dafür gibt es die Möglichkeit der Zertifizierung, dasheißt eine Bestätigung durch eine unabhängige (sogenannte „dritte“) Stelle, dass ein Produkt oder eineDienstleistung geprüft wurde, dass die Anforderun-gen der entsprechenden Norm erfüllt und seineQualität laufend überwacht wird.

Das Österreichische Normungsinstitut ON - bzw.seine Zertifizierungsstelle «ON CERT» - ist seitJahrzehnten auf diesem Gebiet tätig und verfügtüber entsprechende Erfahrung. Seine Kompetenzist im In- und Ausland anerkannt.

Verschiedene Zertifizierungssysteme für den Nachweisder Norm-Konformität stehen dafür bereit – fürProdukte, für Dienstleistungen, für Personen undSysteme.

Standards define quality requirements for productsand services, regulate procedures and processes,and lay down test methods.

But:• How can producers or providers credibly prove

that their products/services meet all the require-ments specified in a standard?

• How can consumers buying a product or servicebe sure that the provisions of the relevant stand-ard are actually complied with?

The answer to these questions is certification,i.e. an independent (“third”) body confirms thatthe product or service has been tested, meets therequirements of the relevant standards and issubject to continuous quality control.

The Austrian Standards Institute (ON) – more spe-cifically, its Certification Unit ON CERT – has beenactive in this field for decades and, as a result,has the required experience. Its expertise isrecognized in Austria and abroad.

Various certification schemes are available forproving conformity with standards – for products,services, persons and systems.

In 2005, ON CERT, ON’s certification unit issuedmore than 100 certificates to Austrian and foreigncompanies for the CE marking of construction prod-ucts. Certification is based on numerous harmo-nized European Standards.The Federal Ministry of Economics and Labouragain expanded the notification of ON under theConstruction Products Directive in 2005. This noti-fication means that ON CERT is authorized to issuecertificates with Europe-wide validity under thesystems 2, 2+, 1 and 1+ of the Construction Prod-ucts Directive. This is a prerequisite of CE markingof construction products.

One-Stop-Certification

ON CERT, die Zertifizierungsstelle des ON, hat 2005mehr als 100 Zertifikate an in- und ausländische Un-ternehmen als Grundlage für die CE-Kennzeichnungvon Bauprodukten ausgestellt. Basis dafür sind

zahlreiche harmonisierte Europäi-sche Normen.Das Bundesministerium für Wirt-schaft und Arbeit hat die Notifizie-rung des ON zur Bauprodukten-richtlinie 2005 neuerlich erweitert.Die Notifizierung bedeutet, dassON CERT befugt ist, zu diesenNormen in den Systemen 2, 2+,1 und 1+ der Bauproduktenrichtli-nie europaweit gültige Zertifikateauszustellen. Sie sind die Voraus-setzung für die CE-Kennzeich-nung von Bauprodukten.

As an accredited product certification body underthe European Global Approach, ON CERT offersits services not only in the voluntary sector(ÖNORM…geprüft, ON Certified Product, CEN/CENELEC Keymark) but also in the field regulatedby the European Construction Products Directive.Thus, customers benefit from synergy effectsthrough „one-stop shopping“ when they want to usenot only the CE mark, but also a certification symbolof ON and thereby demonstrate that they live up tothe quality level defined in the relevant Europeanstandard.Basic information on the CE marking of constructionproducts can be obtained from a presentation (inGerman and English) at

Under the European system ofCEN/CENELEC Keymarks thatdemonstrates the conformity ofproducts with the requirements ofEuropean Standards and is large-ly identical to the ON CertifiedProduct scheme, ON is alreadyaccredited for numerous productgroups; these include thermalinsulation products, gully topsand manhole tops, portable fireextinguishers, high-pressure dec-orative laminates, ladders, fingerjointed structural timber, gluedlaminated timber, radiators andconvectors, fly ash for concrete,roof covering products, fibre-cement sheets and pipes, ironpipes as well as plastic pipingand ducting systems.

SADC

Die EU unterstützt die Tür-kei ua. durch Twinning-Projekte (zwischenbehörd-liche Partnerschaften) unddie Förderung der techni-schen Zusammenarbeit.Das ON arbeitete an derErrichtung eines Markt-überwachungssystemsfür Maschinen mit undbildete rund 300 türki-sche Beamte aus. Au-ßerdem gab es Unter-stützung für das Türki-sche NormungsinstitutTSE bei der Überarbei-tung des Normengeset-zes und beim Aufbaudes Qualitätsmanage-ments.

Süd- und Zentralafrika

The South African DevelopmentCommunity (SADC) comprises14 countries with a popula-tion of 200 million people inSouthern and Central Afri-ca. The dismantling oftrade barriers demanded byWTO also led to the foun-dation of SADCSTAN topromote co-operation instandardization. In Octo-ber 2005, a SADCSTANdelegation visited ON on astudy trip to get informationon the Austrian qualityinfrastructure.

Mit seinen Consulting-Aktivitätenwar das ON 2005 in Projekte in31 Ländern auf drei Kontinenten ein-gebunden. Dabei ging es um Unter-stützung beim Aufbau nationaler Nor-mungssysteme sowie des Prüf- undZertifizierungswesens.

2005 stand im Zeichen der Weiterfüh-rung der Kooperationen mit der Tür-kei, mit den Mittelmeer-Anrainer-staaten, mit Südostasien sowie neuerKontakte mit Partnern am Westbal-kan und in Afrika.

With its consulting activities, ON wasinvolved in projects in 31 countrieson three continents in 2005. Theprojects focused on building nationalstandardization systems as well astesting and certification schemes.

In 2005, co-operation was continuedwith Turkey, the Mediterraneancountries as well as South-East Asia,while new contacts were establishedto partners in the Western Balkansand Africa.

Im Oktober 2005 organi-sierte das ON einen ein-wöchigen Studienbe-such für ASEAN-Markt-überwachungsbehördenin Österreich. Dies warder Abschluss einer Rei-he von Seminaren undAnstoß zur Ausarbeitungeines Kooperationspro-gramms für Marktüber-wachung in der ASEAN-Region.

In October 2005, ONorganized a one-weekstudy visit for ASEANmarket surveillanceauthorities in Austria.This marked the end ofa series of seminars andprovided the impetus fordrawing up a co-opera-tion programme onmarket surveillance inthe ASEAN region.

Slowenien & Polen: In einem Kon-sortium mit Slowenien wird dasON ab Herbst 2006 ein Twinning-Projekt mit Polen zur Unterstüt-zung von Klein- und Mittelbetrie-ben bei der Umsetzung der NewApproach Richtlinien leiten.Malta & Zypern: Zwei „TwinningLight“-Projekte zu den ThemenMarktüberwachung bei Sportboo-ten, Medizingeräten, Aufzügenund Bauprodukten.Türkei: Abschluss des Twinning-Projekts zur Marktüberwachungund Vorbereitung des TürkischenNormungsinstituts für die CEN/CENELEC-Mitgliedschaft.Mittelmeer: Seminare zu Markt-überwachung, Normung und Zer-tifizierung im Tourismusbereich.

2006: Wachsende Aufgaben | Growing tasks

Das Programm CARDS (CommunityAssistance for Reconstruction, Deve-lopment and Stabilisation) soll Kroa-tien, Serbien-Montenegro, Bosnien-Herzegowina, Mazedonien und Alba-nien an die EU heranführen.

Das ON wirkte 2005 am Pro-gramm „Quality Infrastructure“mit und führte zwei „Hands ontraining“ durch: für PR und Mar-keting sowie IT-Infrastruktur.
