Event Use of theClipper Club
The Clipper Club is meant to be arecreation club for Watergate
residents and their guests and is notopen to the general public. As notedin the Watergate Rule Book, theClipper Club may be used for civicpublic information sessions sponsoredby residents, at no cost, for the benefit of Watergate resident owners,their tenants, and their guests. Userscannot charge a fee or solicit donations.The Association does not have abusiness license to allow anyone tocollect fees for classes of instruction,club meetings, or non-Watergatesponsored events at the ClipperClub.
Residents must show their validWatergate ID card when signing into classes, clubs, or meetings held atthe Clipper Club. Residents mustaccompany their guests (up to fourper unit) to any class session, club
meeting, or special event, and areresponsible for seeing that theirguests comply with WCA rules.
Residents can rent portions of theClipper Club for use by their privategroup, by making a reservation withClipper Club staff. The residentreserving the facility must have avalid Watergate ID card, sign a contractto attend the entire event, and willbe responsible for deposits, fees, andgeneral cleanup for the event.
Guests attending a private party arelimited to the area reserved. Thepools, tennis courts, billiard room,and TV / TV area cannot be reservedor used by private parties.
Any misuse of or damage to facilities,furniture, or equipment by residentsor their guests will jeopardize furtherprivileges, and any damages or violations will be the responsibilityof the resident, their guests, and theowner of the unit.

This saga of a family of honey makers in the Deep South, circa1960s, borders on being sticky-sweetbut catches itself each time. Dakota Fanning stars as theheroine, who seeks refuge in a houseowned by Queen Latifah, as a beekeeper. Civil rights legislation hasjust been signed, but the movie showsthat you can’t legislate people to overcome their already-ingrained prejudices.

Director Oliver Stone attempts tocome to terms with the eight-yeartrauma known as the Bush yearswith this biopic, depicting the presidentas a family black sheep who drankaway his youth, glided on familymoney and connections, and embroiledthe country in a needless, disastrouswar. Bush fans will find the depictionby Josh Brolin offensive, and Bushdetractors will find it all too sympathetic, but the film, despiteweaknesses, is a valiant attempt athistorical and psychological perspective.

1. Call to Order. President RobertC. Blain called the meeting toorder at 7:05 p.m. Directors presentwere Mike Cartmell, JudithChoate, Murray Kane, MaxWeintraub, and Ariane Zand. NeilStraus was absent. Also present wereGeneral Manager Tim Sutherland,Controller Lisa Trabert, AssistantGeneral Manager Jeff Kiel and 11residents.
II. Approval of Minutes. Strausmoved, and Kane seconded, toapprove the January 12, 2009,Regular Session minutes, withone minor numerical correction.The motion to approve wasunanimous.
III. Secretary’s Report. The Boardmet in Executive Session prior totonight’s meeting to approve a resolution to record nine noticesof default and election to sell forthe following Assessor’s ParcelNumbers: 049-1528-251, 049-1528-326, 049-1528-421, 049-1529-002, 049-1529-198, 049-1529-235, 049-1529-270, 049-1529-311, 049-1529-350.
IV. Treasurer’s Report. TreasurerKane reported a favorable operatingbudget variance of $126,842through January 31, 2009. Kanealso reported an operating fundbalance of $97,837 and replace-ment fund balance of $2,497,243.The full report is available at theWCA office and website.
V. Manager’s Report. General ManagerSutherland reported the following:Matt Heebner has been hired asthe new Grounds Supervisor, andElizabeth Hoyt has been hired asthe new Resident Coordinator.Water, natural gas, and electricusage are slightly lower than the comparative seven-month periodlast year. The boardwalk wrought-iron railing mockup is the favorite

of residents who have left theirfeedback at the office. The Boardwill make a decision on the coderailing system at the April 2009Board meeting.
VI. Old Business. • A324 Unit Modification - Installation
of Additional A/C Roof Ducting.Work involves installing additionalHVAC ducting to the existing ductingthat supplies three rooms in the oldLathrop penthouse. Items of concerndiscussed include the impact onviews; roof policy regarding thefuture installations of skylights;and establishment of a new precedentfor other top floor units wanting airconditioning for their units. Strausmoved, and Cartmell seconded,to not approve the modificationto unit A324. The motion to notapprove the application wasunanimous.
VII. New Business. General ManagerSutherland requested Boardapproval of the following:
• Insurance Renewals - Cancellationand rewrite of the Association’sgeneral, umbrella and auto liabilityinsurance, from the period January23, 2009, through January 23, 2010,to March 31, 2009, through March31, 2010. This change will "sync"the Association’s major liabilitypolicy end dates with our propertyinsurance ending date, of March 31of each year. This change may openup new markets that may be willingto write a package deal. Kanemoved, and Cartmell seconded,to approve the cancellation andrewrite of Allied Group generalliability and auto and GreatAmerican liability umbrellapolicies at no additional expenseto the Association. The motion toapprove was unanimous.
• Pool Safety Equipment FundingReallocation - Reclassify $5,948.49
from the operating fund to thereplacement fund for safety poolequipment needed to comply withthe Virginia Graem Baker PoolSafety Act. Weintraub moved, andZand seconded, to approve thefunding reallocation request forthe pool safety equipment. Themotion to approve was unanimous.
• 4 Anchor Drive Lobby IntercomReplacement - Funds are neededfor the replacement of the 4 AnchorDrive lobby intercom. Cartmellmoved, and Zand seconded, toauthorize Sound Communications toinstall a replacement intercom, at4 Anchor Drive, not to exceed$3,800, to be funded from thereplacement fund. The motionto approve was unanimous.
• Board Resolution to Record TwoNotices of Delinquent Assessments:
President Blain read the followingresolution:
"Resolved, the Board of Directors("Board") for Watergate CommunityAssociation authorizes and instructsAllied Trustee Services to record aNotice of Delinquent Assessment,in the full amount of unpaidassessments, late charges, interest,and collection fees and costsagainst the following two propertiesbearing Assessor’s Parcel Numbers049-1528-108, 049-1529-596, asauthorized by Civil Code Sections1367.1 and 1367.4, if suchaccounts have not been reinstatedby the Notice of Intent to Lienexpiration date." Kane moved,and Zand seconded, to approvethe aforementioned two Noticesof Delinquent Assessments.The motion to approve wasunanimous.
VIII. WCA Committees.• Architectural Control Committee -
No Report.
• Landscape Committee. Chair SamFoushee reported that the committeerecommends the removal of ashrub/tree at the north end of "A"building near A104; the removal of
and Kwan Henmi Architecture andPlanning. The design competitionis scheduled for Tuesday, April 28,2009, at 6:00 p.m., in the ClipperClub. Cartmell moved, and Kaneseconded, to authorize a $10,000stipend to Huntsman ArchitecturalGroup and $10,000 to KwanHenmi Architecture and Planning,for a design presentation to theBoard, CARS, residents, and staff,on April 28, 2009, to be fundedfrom the replacement fund. Themotion to approve was unanimous.
• Renewable Energy Committee -President Blain acknowledgedreceipt of the minutes andannounced that the committee willplan for a meeting in March.
IX. Statements and Requests. Anowner also suggested that sincethe community is undertakinginterior renovations in the hallway,the design should take into accountthe possibility of adding fire suppression lines and sprinklersdown the corridors.
X. UpcomingMeetings. Thenext Budget andRegular Sessionsare scheduled forMarch 23, 2009.
XI. Adjournment.The meeting ad-journed at 8:11 p.m.

The committeerecommends a design competitionstipend amount of $10,000 each toHuntsman Architectural Group
Noise ComplaintsThe WCA office receives double, andsometimes triple, the number of noisecomplaints at this time of the year,when the weather is warm and windowsare opened more frequently. Please beconsiderate of your neighbors whengoing about your daily routines or visiting on your balcony.

In recognition of Earth Day(Wednesday, April 22nd), AAAwill collect old automotive andmarine lead-acid batteries, fromApril 17th to 24th. These batteries,which are a toxic danger to humans and the environmentwhen disposed of improperly, will be safely recycled andformed into new batteries. The proceeds from their saleto recyclers will be donated to local non-profit environ-mental organizations.
When delivering old and used batteries, please take thefollowing precautions:
• Wear gloves and safety goggles.• Place batteries in cardboard or plastic
containers, and keep them upright.• Do not expose batteries to an open flame.
