Mandate of the Friends of the Chair (FRoCH) group I
In 2011 the FRoCH group was mandated to(1) Drafting a revised preamble of the Fundamental Principles (completed in 2013).(2) Carry out together with the UN Statistics Division a global review of the implementation of the Principles by UN Member States in 2012/2013.(3) Explore ways to effectively address perceived violations of the Fundamental Principles. (4) Reflect upon how the applicability of the Principles could be extended beyond the realm of official statistics, specifically to the private sector.(5) Formulating guidelines on how to strengthen implementation of the Fundamental Principles. (6) Formulating guidelines on how to ensure the full independence of national statistical systems.

(1) Drafting a revised preamble of the Fundamental Principles (completed in 2013).
Why was such a revision necessary?
To adapt the preamble to new global developments of the past 20 years
Critical role of high-quality statistical information
Necessity to ensure public’s trust in official statistics
Legal and institutional frameworks need to guarantee fundamental statistical values and principles

(2) Carry out together with the UN Statistics Division a global review of the implementation of the Principles by UN Member States in 2012/2013.
Has the global review been undertaken and if yes, what were the results?
In 2012 a global review was conducted revealing for example that

Revision process is ongoing: National Statistical Offices/Agencies outside the FRoCH group can
comment the guidelines and
send further good practices until 3rd November 2014.
Finalization of the guidelines until the next session of the UN Statistical Commission
