    [The] American business community was also very impressed with the propaganda effort.

    They had a problem at that time. The country was becoming formally more democratic. A lot

    more people were able to vote and that sort of thing. The country was becoming wealthier and

    more people could participate and a lot of new immigrants were coming in, and so on.

    So what do you do? Its going to be harder to run things as a private club. Therefore,

    obviously, you have to control what people thin!. There had been public relation specialists but

    there was never a public relations industry. There was a guy hired to ma!e "oc!efellers imageloo! prettier and that sort of thing. #ut this huge public relations industry, which is a $.S.

    invention and a monstrous industry, came out of the first %orld %ar. The leading figures were

    people in the &reel &ommission. In fact, the main one, 'dward #ernays, comes right out of the

    &reel &ommission. (e has a boo! that came out right afterwards called )ropaganda. The term

    *propaganda,* incidentally, did not have negative connotations in those days. It was during

    the second %orld %ar that the term became taboo because it was connected with +ermany,

    and all those bad things. #ut in this period, the term propaganda ust meant information or

    something li!e that. So he wrote a boo! called )ropaganda around -/0, and it starts off by

    saying he is applying the lessons of the first %orld %ar. The propaganda system of the first

    %orld %ar and this commission that he was part of showed, he says, it is possible to

    *regiment the public mind every bit as much as an army regiments their bodies.* These new

    techni1ues of regimentation of minds, he said, had to be used by the intelligent minorities in

    order to ma!e sure that the slobs stay on the right course. %e can do it now because we have

    these new techni1ues.

    This is the main manual of the public relations industry. #ernays is !ind of the guru. (e

    was an authentic "oosevelt23ennedy liberal. (e also engineered the public relations effort

    behind the $.S.4bac!ed coup which overthrew the democratic government of +uatemala.

    (is maor coup, the one that really propelled him into fame in the late -/5s, was getting

    women to smo!e. %omen didnt smo!e in those days and he ran huge campaigns for

    &hesterfield. 6ou !now all the techni1ues7models and movie stars with cigarettes coming out

    of their mouths and that !ind of thing. (e got enormous praise for that. So he became a

    leading figure of the industry, and his boo! was the real manual.
