Road Initiative (FRI)?
FRI is a grassroots community-based organization made up of 37 area Neighborhood Associations and Crime Watch groups, nonprofits, apartments, businesses, faith-based organizations, schools and other concerned groups and individuals -- all working towards accomplishing our mission.
The FRI service area covers:
73,298 residents, 26,986 households and 2,000 unique businesses.
The FRI area represents broad ethnic and cultural diversity. The overall FRI area is divided between
African-American (20%), Hispanic (46%),
Asian/Other (5%) and Caucasian (30%) residents.
Economically diverse, our community is comprised of high, medium, and low income residents. The average household income $35,000, based on the 2010 Census.

When the White Rock East area joined FRI, the area crime rate was among the highest in the city. Through the Weed & Seed federal grant funds, FRI achieved
61% reduction in violent crime and a 25% reduction in overall crime in targeted areas.
Academic Achievement and Social Services are on the rise!! FRI works with area schools and apartments to provide:
after-school mentoring;tutorial programs;cultural field trips for entire families; drug and gang prevention education;
health, safety programs; and social services.
Our first Safe Haven site, Bayles Elementary School, has improved from Low Performing in 1992 to Recognized in 2009.
We have now expanded our services to include Conner and Truett Elementary, and Lang Middle Schools.

Economic Development attracts area investments and stabilizes home values: FRI has facilitated more than $200 million dollars of investment in high, middle and affordable housing and retail along Ferguson Road. Overall property values have increased by 30% over the last 15 years.
$30 million in bond funding since 1998Capital improvements improve quality of life for all: FRI’s Bond Committee, composed of dedicated residents and businesses have successfully secured bond program funds that have improved our neighborhood streets, bridges, parks and provided flood mitigation. We celebrate the grand opening of White Rock Hills Branch Library and the White Rock Hills Community Recreation Center is in the works!
