Legal Status

In 1943 the USSR Supreme Soviet Presidium issued a Decree No.5 dated 26 January 1943 whereunder the Kemerovo region was separated from the Novosibirsk region and declared an independent Russian Federation territorial entity.

In compliance with the Constitution of the Russian Federation the Kemerovo region is considered to be an equitable constituent territory of the Russian Federation. It possesses all powers of government (Legislative, Executive and Juridical) all over the territory except for the powers given to the Federal Government Bodies by the Constitution of the Russian Federation.

The status of the region is determined by the Constitution of the Russian Federation and by the Articles of Agreement of the Kemerovo region.

Symbols of the Kemerovo region were approved by the Law of Kemerovo region dated 07 June 2002 No. 42-ОЗ “Kemerovo region Symbols Act”.

As on 31.12.2018 – the population of the region numbered to 2674,3 thousand people (accounting for 15,6 % of the Siberian Federal Okrug and 1,8 % of the Russian Federation population).

Territory and environment

Territory

The Kemerovo Region is located in the southeast of Western Siberia. The total area is about 95,7 sq. km, which accounts for 4% of Western Siberia and 0.6% of Russia.

The region has only land boundaries. It borders the Tomsk Region in the north, Krasnoyarsk Krai and the Republic of Khakassia in the east, the Republic of Altai and Altai Krai in the south (the boundaries run alongside the main ranges of Gornaya (Mountainous) Shoria and Salair Ridge), the Novosibirsk Region in the west.

The most important feature of the geographical position of the Kemerovo region is that it is located in proximity to the center of Eurasia at the junction of Western and Eastern Siberia and in the distance from seas and oceans.

Natural conditions (Relief peculiarities)

The Kemerovo region is situated in the southeast of Western Siberia; southeast of West Siberian Plain constitutes the northern part of the region, Kuznetsk Alatau - the western and northwestern part, Salair Ridge and ranges of Gorrnaya (Mountainous) Shoria – the southwestern part and Kuznetsk Depression – the central part of the Kemerovo region.

Kuznetsk Alatau – the biggest mountain system of the region. The total length exceeds 500 km. The highest point – Amzas-Taskyl (Upper Tooth) – 2,178 meters above sea level. The main ridge and few spurs are covered with eternal snowfields on the northern slopes, with surviving mountain tundra and alpine flora. There are vast territories covered with preserved dark coniferous and leaf forests.

Salair Ridge is an ancient chain of mountains. It stretches from the South to the North for about 300 meterswith breadth of about 15-40 km. The ridge is smooth; its average altitude reaches 400 meters above sea level.

Gornaya (Mountainous) Shoria is also called as Siberian Switzerland for its ski resorts, alpine meadows and incredibly fresh air. Gornaya Shoria is situated at the junction of the ridges of northeast Altai, Kuznetsk Alatau and Salair Ridge.

The territory of the region comprises mountainous-taiga, forest-steppe and steppe landscapes.

The relief of Kuznetsk Depression is predominantly flat.

General information on climatic resources

The Kemerovo Region has a severely continental climate with cold and long winters and short, hot summers.

An average monthly temperature in January amount from -18°C to -22°C, in July – from +17°C to +22°C.

The highest temperature observed in summer is +38°C and the lowest winter temperature reaches to -54°C in the South and -57°C in the North. Annual rainfall constitutes 300-500 mm, in mountainous area – about 900 mm.

Natural resources

Mineral resources

The Region has a great raw materials potential. On the territory of the region about 500 mineral deposits are explored and registered by State Register of Mineral Reserves of the Russian Federation.

The Kemerovo Region is considered to be a unique coal-bearing basin that accommodates coal deposits of different grades: coking coal, high quality steam coal. The total geological coal reserves of the Kuznetsk Basin down to a 1800-meter depth are estimated at 370,82 billion tons, meeting the requirements for mineable deposits, namely for seam thickness and ash content of coal, accepted conditions of deposits subject to commercial exploitation.

According to the prospecting work results conducted in the beginning of the 21st century, about 69,1 billion tons of A+B+C1+C2 coal reserves laying on the depth of 600 meters including 32,9 billion tons of coking coal with 15,2 billion tons of rare grades are counted by the State Register of Reserves. Methane resources in coal beds are estimated at 15 trillion cubic meters. In the North-East of the Kemerovo Region there is a western part of Kansk-Achinsk lignite basin that accommodates 5 deposits: Itatsky, Uriupsky in Tyazhin district; Barandatsky in Tisul district; Tisulsk and Dudetsk deposits are relatively small and are of regional nature.

The total potential of reserves is estimated at 52,65 billion tons. Despite the fact that coal is a well-spread mineral, the majority of investments come to the development of considerable coal deposits: Elegestsky (Tyva), Elginsky

(Yakutia), Chitinsky, Buryatsky and Irkutsky, Krasnoyarsk part of Kansk-Achinsk lignite basin, there is no heavy competition on the market of coal delivery. In general, it is formed by the delivery of law-quality bituminous coal predominantly designed to domestic market. Moreover, the competition is relative because as a rule, the work of power assets is based on a particular grade of coal and, as a consequence, on cooperation with certain importers.

The Kemerovo Region’s total potential reserves of iron ore are estimated at 4,61 billion tons, of which commercial reserves (A+B+C1+C2) with 34-48% of pure iron reach 1,37 billion tons. The most significant reserves of iron ore are the iron ore basin in Gornaya Shoria (3,950 million tons, including 999,7 million tons of commercial reserves) and Kuznetsk Alatau (commercial reserves reach 370.1 million tons). Moreover, there are considerable reserves of raw materials in proximity to the Kemerovo Region in Khakassia and in the southern Krasnoyarsk krai. In the Tomsk Region projected resources of iron ore reach 393 billion tons with average iron ore content in mines of Bakcharsky deposit exceeding 40%.

Few reserve iron ore deposits: Inskoy, Belorestky (Altai krai), Kholzuevo (Republic of Altai) are situated within a 500-km radius of Kemerovo region’s steel plants. A part of iron ore raw materials were traditionally imported into the Kemerovo Region from Korshunovsky mineral processing plant in Irkutsk region.

A Resources Portfolio of nonmetallic mineral resources of the region comprises 6 fluxing limestone deposits (Tyazhinskiy, Guryevkskiy,Tisulskiy, Belovskiy and Novokuznetskiy districts), 3 quartzite deposits (Gornaya (Mountainous) Shoria, Yaya district), 2 dolomite deposits (Gornaya (Mountainous) Shoria), 8 fire-clay deposits (Kemerovskiy, Novokuznetskiyand Guryevkskiy, ) and 3 moulding sand deposits (Chebulinskiy and Izhmorskiy districts). Thus, the metallurgical complex of the Kemerovo Region has a great raw materials potential for development.

About a half of all explored reserves of Russian black iron ore are situated in Kuzbass, the greater part of which is centered in Usinsk deposit located in 85-90 km from Mezhdurechensk (commercial reserves of Usinsk deposit reach 106,4 million tons against the total commercial reserves of Russia amounting to 230,2 million tons).

Kemerovo region accommodates 20 gold ore deposits and 151 gold placer deposits. Commercial reserves of ore gold deposits reach 33,3 tons and of placer gold deposits – 31,1 tons. In 2018 gold ore mining (depletion of the ore reserves) is estimated at 1115 kg, including 1115 kg of extracting from placer gold deposits; ore gold deposits were not excavated.

In the territory of the region (especially in the area of Gornaya (Mountanous) Shoria and Kuznetsk Alatau) more than 90 deposits and 20 ore mineralizations are discovered (gold, silver, iron, manganese, zinc, lead, copper, titanium, chromium, tungsten, molybdenum, mercury, stibium, uranium, thorium). Apart from that, there are aluminium ore deposits

(7 – nephelines and 17- bauxites), one of which - Kia-Shaltyrskoy eurtite deposite - is being developed now in the Northern part of Kuznetsk Alatau.

The Kemerovo Region has a great non-metallic mineral resources potential: there are about 264 deposits of construction materials (about 109 are being developed now), mineral water, and peat (230 peat deposits with total peat reserves of 199.9 million tons including 163 large deposits counting over one million tons and 67 unexploitable deposits), considerable reserves of talc and phosphorites.

Landresources

Total land area is above 9,6 million hectare.

Forest resources

Total forest area – 5,7 million hectares (59,8 per cent of the total area of land of the Kemerovo region).

Total stock of main kinds of timer - 753,1 million cubic.Allowable Annual Cuts –8,98 million cubic meters.

Special conservation areas

26 special conservation territories are organized on the territory of Kuzbass, where:

3 have federal importance – the Public natural reservation “Kuznetsky Alatau”, Shorsky National Park and natural monument “Lipovy Island” ;

20 specially protected natural areas of regional importance – 16 public natural reserves and 4 natural monuments;

3 specially protected natural areas of local importance. Total area occupied by the protected natural areas is more than 15 per

cent of the territory of region which is the highest index for Siberia. 12 specially protected areas of regional importance including two

natural parks are planned to be created in the territory of the Kemerovo region, up to 2030 year, for which widening of total area of specially protected areas of regional importance is provided from 482 thousand hectare to 605 thousand hectare.

Economy

In 2018 the gross regional product amounted to 1213,4 billion rubles in per capita – 452 thousand rubles.

Industry

Industry has a leading role in the economy of Kemerovo region. The share of industry in gross regional product of Kemerovo region totaled 58,4 per cent in 2018.

In 2018 industrial production index amounted to 103, 5 per cent to the level of 2017.

The share of the Kemerovo region is 58,1 per cent of coal mining in Russia and 73,1 per cent of the whole metallurgical coal mining, 10, 6 per cent of rolled ferrous metal products, 10,9 per cent of steel, 58,5 per cent of silicious iron, 20,3 per cent of coke are produced in the Kemerovo region.

The main types of economic activity (listed in conformity with the actual Russian National Classifier of Economic Activities):

fuel and energy resources mining;processing industries; electrical energy, gas, water and steam production and distribution;airconditioning;water supply; water disposal, waste management, pollution discharge

elimination.

Agriculture

In 2018 545 agricultural enterprises carried out agricultural activity in the Kemerovo region.

35,1 per cent of gross agricultural output is produced by households of population. The share of agricultural enterprises in bulk of agricultural products amounted to 52,2 per cent, peasant (farm) households - 12,7 per cent.

The most important branches of agriculture of Kemerovo region are crop production and animal breeding.

Main types of activity in crop production are grain and potato production, vegeculture.

The acreage of vesture amounted to 869, 6 thousand hectares in 2018. 536, 1 thousand hectares of acreage are occupied with grain and pulse

crops, 217, 9 are occupied with forage crops, 31 hectare are occupied with potato and green crops.

Kemerovo region animal breeding specializes in breeding of cattle, sheep, pigs and bird.

In 2018 the volume of this branch of agriculture totaled 25.5 billion rubles.

The share of the Kemerovo region in the volume of animal products of Russia amounted to 1,1 per cent in 2018.

The share of agricultural production volume, produced in Kemerovo region, in bulk of Russia agricultural production, is 0,9 per cent of meat, 1 per cent of milk, 2, 6 per cent of eggs.

Volume of investments according to the types of activity: agriculture, forestry, hunting, fishery amounts to 2,650 billion rubles.

Retailing trade

In 2018 the volume of retail trading turnover amounted to 376,6 billion rubles.

The Kemerovo region takes the 3rd place in the volume of retailing trade in the Siberian Federal District and the 23rd place in the total volume of the Russian Federation.

The structure of a regional market of retailing trade formation is characterized by the following data:

Trading companies and private business outside the market - 98,9 per cents, sale of goods on retail markets and fairs – 1,1 per cent.

Retailing trade turnover by the form of ownership is the following: Private ownership – 87,8 per cent of the total retailing trade turnover; State and municipal ownership - 0,4 per cent; Other forms of ownership – 11,8 per cent. In 2018 the share of food products including drinks and cigarettes of the

total volume of retail trade amounted to 47,4 per cent.

Foreign trade

The Kemerovo region is an export-oriented region.In 2018 the foreign trade turnover amounted to 17, 3 billion USA

dollars, including export- 16,4 billion USA dollars, import-0,9 billion USA dollars.

In 2018 the Kemerovo region carried out a foreign trade activity with 106 countries of the world. The leading partners in carrying of export-import operations were non-CIS countries and trading with them provided 88,1 per cent of total value of foreign trade distribution (Taiwan, The Republic of Korea Japan, Turkey, the Great Britain, the Netherlands, China, Germany, Poland , Latvia, Ukraine and Kazakhstan).

Goods turnover with CIS-countries amounted to 11, 1 per cent of the whole goods turnover of the region.

The bulk (98 percent) of export operations falls on the enterprises of coal, petroleum, metallurgical and chemical industries

The region exports more than 50 per cent of coal and of metallurgical and chemical products.

Machines, equipment and transport facilities (63,6 per cent) and the chemical products (16,6 per cent) were the prevailing share in the total volume of products imported to the Kemerovo region in 2018.

Transport infrastructure and communication

Transport infrastructure

The Kemerovo region has one of the most developed transport systems in Russia behind the Urals.

Sections of the Trans-Siberian Railway and highway road pass through the territory of the region, which form the basis of transport system of the Russian Federation.

Railroad transportation

The Kemerovo Region has well developed train system with access to the Trans-Siberian Railway and Central Asia.

Sections of railways of latitudinal direction of international importance pass through the territory of the region: Trans-Siberian Railway on the north, South-Siberian Railway on the south. The greatest railway junctions are Mariinsk, Taiga, Yurga, Topki, Belovo-Artyshta, and Novokuznetsk. The Kemerovo Region has railroad service through all the regions of the country.

The length of public railways is 1 681 kilometers, though Kuzbass is almost equidistant from eastern and western borders of the Russian Federation. The density of public railways is 176 kilometers to 10 thousand km2 of the territory (50 km in Russia, 28 km in Siberian Federal District). The region occupies the 1st place in Siberian Federal District in the density of the railways.

In the borders of Kemerovo Region, West-Siberian railway is a powerful transport system that has no equal in cargo dispatching in Russia. It provides 84,7 per cent of traffic and 20, 6 per cent of network-wide loading of the whole Russian Federation. The special feature of Kuzbass railways is that long-distance transport works not only with railway enterprises, but with coal and energy industries, iron and non-ferrous metallurgy, engineering, chemical industry and construction enterprises. The growth of industrial production has a positive impact on railway service, which transported 263, 1 million tons of cargo for 2018, which is 0,3 per cent more than in the previous year, where coal- 228,6 million tons.

Highway transport

Transport system of the Kemerovo region includes at least 300 transport operators carrying out passengers on regular routes including 17 public (including 2 bus columns), 3 municipal, 5 joint stock companies, 3 limited liability companies who provides for the trips for population in and outside the region.

Conveyance of passengers is realized on 961 regular route where the state-owned legal entities service 535 routes where 107 lines are inter-city,

258 – suburban and 180 – intracity lines. Municipal enterprises service 232 routes, private entrepreneurs - 194 routes (23 routes in Kemerovo and 33 in Novokuznetsk).

About 40 interregional routes function in Kemerovo Region nowadays. This allows the citizens of Kuzbass to reach such cities as Novosibirsk, Barnaul, Biysk, Tomsk, Abakan, Belokurikha, Krasnoyarsk etc.

Also 3 international bus routes were organized: “Kemerovo-Karagandy” (the Republic of Kazakhstan), “Novokuznetsk-Karagandy” (the Republic of Kazakhstan) “Mezhdurechensk- Temirtau” (The Republic of Kazakhstan”). In October 2018 it was received the license to organize traffic to the

international route Kemerovo –Pavlodar (The Republic of Kazakhstan) in 2019.

Up to 30 thousand passengers set off from bus terminals and bus stations daily. This network is one of the most developed in Siberian region: 9 bus terminals, 17 bus stations and 3 automated (on-line) ticket windows.

We realize an active work on providing fairness in services of transport infrastructure (bus terminals and bus stations) for the disabled and handicapped people.

About 2 000 units of motive power enters the route network daily.From the total amount of motive power that works on route network as

part of government and municipal contracts with provision of social support, about 1350 units of highway transport and 290 units of city electric transport are active.

Bus service covers 20 cities, 36 work settlements and 600 rural settlements (71.2 per cent of the total number). City electric transport is represented in such cities as Kemerovo, Novokuznetsk, Leninsk-Kuznetskii, Osinniki and Prokopyevsk.

In 2018 passengers were conveyed:By city transport- 172,7 million passengers; By suburban transport- 31, 6 million passengers;By intercity transport- 4, 6 million passengers.The highway transport is leading in conveying passengers, particularly in

the form of bus service- 63 per cent from the whole passenger transportation, and then follows tram transport (23 per cent) and trolleybus transport (14 percent).

Department of transport and communication of the Kemerovo region constantly works on the development of the route network and efficient allocation of transport resources in order to make the quality of conveying passenger’s services better.

In 2018 with a view to improve transport accessibility for the population of Kemerovo region:

- adjustment of the bus table by time of departure for 6 suburban and 6 intercity bus routes;

- according to the claims received from the population of the region the route schemas were adjusted by way of changing of 2 suburb and 1 intercity bus route.

So a schema of traffic intra city line was changed for 1 suburb route, th other route was enlarged up to the recreation area in weekends. The schema of traffic of intercity route in evening time was organized on the road with the largest coverage of rural settlements. Some definite runs to settlements were organized on 5 intercity routes.

- for convenience of passengers the additional bus stops were organized on 3 intercity and suburb routes in urban settlements Plotnikovskiy, in Yaya and Krapivinskiy;

the volumes of transport activity on 4 suburb and 2 intercity routes were increased;

- 1 suburb bus rout was opened by agree with the department of transport and communication of the Kemerovo region.

Due to performed work the population of the region took a possibility to select the preferred schedule of departure for the trip to the regional center, to the popular resting places, to the neighboring regions. Also the transport accessibility enlarge due to additional bus stops and change of routing.

In 2018, like in the previous years, the social support in public transport was provided to the population of the region in order to realize regional and federal legislation. 33 categories of citizen use travel privileges. In 2018 - 208 million passengers used the public transport, where 37 per cent used public transport for free.

Air transport

3 airports function on the territory of Kemerovo Region: in Kemerovo (since 1998 has the status of international airport), in Novokuznetsk (since 2012 has the status of international airport) and in Tashtagol (local airport).

Kemerovo International Airport named after Alexey Leonov (OOO “Kemerovo International Airport named after Alexey Leonov”) has an artificial airport runway, which allows accommodating all of the types of airplanes and equipped with modern lighting system. Border control, customs clearance, sanitary control and migration control services function in the airport. The airport has in its disposal two air terminals: of domestic airlines (with capacity 500 passengers per hour) and international airlines (with capacity 200 passengers per hour), modern equipment for passenger, baggage, post and cargo maintenance.

International Airport of Novokuznetsk (Spichenkovo) provides for air traffic for the population of southern Kuzbass with Russian and International cities. Air enterprise performs passenger traffic to the difficult-to-reach areas of Gorgnaya Shoria and realizes air ambulance tasks and special works for life necessities of population of the Kemerovo region.

“OOO Aerokuzbass”- main airport operator- is a complex air enterprise including air company, airport, BFT, flight catering area, hotel, foodservice center, air terminal, parking area, ambulance station, aviation security service, local airport in tourism and recreation area of Tashtagol.

Tashtagol Airport functions as helipad. A helicopter Mi-8 is based on the airdrome, which carries out flights for government contracts with purpose to convey residents of distant mountain settlements, to provide medical assistance, to search and rescue the injured, and also performs individual chartered flights on delivery of tourists to a ski resort.

The Airports performs continuous work on the flights geography enlarge.

Today the airports of Kemerovo region provide for the regular flights to Moscow, Novosibirsk and Krasnoyarsk, and irregular seasonal flights to Saint Petersburg, Simpheropol, Anapa, Sochi. Increased a number of international flights, including the flights to Turkey, Thailand, Vietnam and China.

A special vehicle park and additional equipment is constantly renews to raise passengers’ security and maintenance.

Communications

The wide range of modern services with usage of the newest telecommunication technologies is presented by communication providers on the territory of Kemerovo Region

440 thousand subscribers use the services of the local telephone communication, and total installed capacity is 930 thousand numbers.

The number of subscribers of mobile wireless communication in public network amounts to 3.9 million. Mobile communications companies implemented the 4G technology-high broadband Internet (more than 100Mb/s) in their networks in all cities of the region. Modern communication technologies are used: 3G, 4G, WI-FI, WI-MAX.

The number of communication hubs for provision of communication data services exceeds 16 thousand. Mobile communications coverage of cities is 93 per cent.

28 communication providers provide services for broadcasting (terrestrial television) on the territory of Kemerovo Region, services for cable casting (cable television) – 35 providers.

As part of the subprogram “The development of satellite multiservice network of Kemerovo Region” of government program “The optimization of development of transport and communication of Kemerovo Region” the telephone communication with distant cities of the region and seismological stations was organized.

In conformity with Federal Target Program “The development of television and radio broadcasting in the Russian Federation for 2009-2018”, the branch office of federal state unitary enterprise “Russian television and radio network” “Kemerovo Regional TV and Radio Transmitting Center” constructs

a network of the first and the second multiplex of digital television broadcasting.

The scope of the territory of digital television broadcasting exceeds 95 per cent.

As part of the federal project “The elimination of digital inequality”, the construction of fiber-optics links in 162 towns of Kuzbass with population 250-500 residents began in 2014 on the territory of Kemerovo Region.

Today, due to this project, the service of access to the Internet is realized in 107 towns of Kemerovo Region.

Construction

In 2018 the construction activity in the region was realized by 3341 construction enterprises, where:

billion rubles. The depreciation of fixed assets is 49,4 percent.In 2018 the volume of work, performed by the type of activity

“Construction” amounted to 130, 6 billion rubles, where according to form of ownership

Governmental–0per cent,Municipal – 0,1per cent,Private – 96,7 per cent,Mixed Russian – 0,1 per cent,Joint Russian and foreign – 2,4 per cent,Foreign –0,7 per cent.The focus area is house building.In 2018 – 639,824 thousand m2 of total area of residential building was

brought into use. The share of individual housing in total input of residential building was 60, 2 per cent. Residential houses of total square 385,461 thousand m2 were built at the expense of population’s own and borrowing costs.

In 2018 the average actual value per one m2 of total square of residential houses of apartment type on new homes market amounted to 41 083 rubles, on existing homes market- 38 153 rubles.

Investment

In 2018 260,5 billion rubles of investments were directed to capital stock for the development of economy and social services of the region

(including estimates for small business and informal sector) i.e. by 12,5 per cent higher the level of 2017.

The bulk of investment was directed to the mineral resources mining (50, 9 per cent), to transportation and storage was transferred about 14,3 per cent of total volume; to the development of manufacturing about 10,5 per cent.

The own funds of large- and medium-sized business occupy a significant share in investments, which are directed to capital stock (66, 9 per cent).

The ratio of the volume of investments to the volume of gross regional product in Kemerovo Region is about 20 per cent.

Investment potential of Kemerovo region is mostly defined by raw-material orientation of economics.

By the results of 2018 Kemerovo region took the 17th place between the Russian Federation subjects and the 3rd place in the Siberian Federal district by the absolute index of investment volume to the capital stock.

Finances and Taxes

Financial results of enterprise’s business activity

In 2018 the balanced financial result of enterprises’ business activity was amounted in total to 234,8 billion rubles of profit.

67, 3 per cent of enterprises operated at a profit. The income of paying enterprises amounted to 357,2 billion rubles.

In 2018, the ratio of unprofitable enterprises amounted to 32, 7 per cent from total number of enterprises. The amount of loss formed in the amount of 122,4 billion rubles.

Accounts payable amounted to 708,1 billion rubles, where overdue accounts payable – 28,9 per cent. Accounts receivable formed in amount of 732,6 billion rubles, of which overdue accounts receivable – 23,3 percent from total amount of receivables. The amount of payable exceeded the amount of receivables on 3,5 per cent.

Tax system of Kemerovo region

In 2018 taxpayers of Kemerovo region transferred to the Consolidated Budget of the Russian Federation revenue from taxes in total of 183,1 billion rubles, including revenues to the federal Budget reaching 25,7 billion rubles and 134,0 million rubles to the consolidated budget of Kemerovo region.

Main tax sources for revenue of the Kemerovo region budget are: corporate profit tax taking 42,4 per cent of total amount of tax revenue of the consolidated budget of the region, personal income tax – 32,3 per cent, corporate property tax – 7,9 per cent, excise tax – 4,9 per cent, Mineral Extraction Tax – 4,6 per cent.

The largest taxpayers of Kemerovo region who transferred about 25,6 per cent of tax revenue to the budget of Kemerovo region are the following companies: JSC “EVRAZ ZSMK”, JSC “SUEK-Kuzbass”, JSC “Coal company “Kuzbassrazrezugol”, JSC “MEZHDURECHIE”, JSC “RZHD”, JSC “OUK “Youzhkuzbassrazrezugol”, LLC “Razrez Kiizasskiy”, PJSC “KTK”, LLC “Razrez “Berezovskiy”.

Regional banking system

As of 31.12.2018, banking operations were effectuated by 6 local credit institutions and 6 bank branches, parent organizations of which are situated in other cities. Apart from this, 477 internal structural units conduct their financial activity all around the region.

Deposits of population and funds received from the legal entities and placed on deposit, settling and other accounts shall be deemed as a main source of attracted funds.

The attracted funds of credit institutions increased by 15,6 per cent compared with 2017 and amounted to 399,8 billion rubles as of 31.12.2018. Private deposits took the first place among the attracted funds and are the significant source of economic development of the region. As of 31.12.2018 the private deposits totaled to 281,5 billion rubles which is 9,5 per cent higher than in 2017.

In 2018, a volume of newly issued loans to the real sector of economy amounted to 560,2 billion rubles which is 24,2 per cent higher than in 2017.

Volume of loans issued to small and medium business increased by 25,5 per cent in 2018 as compare with 2017 and amounted to 54,2 billion rubles.

In 2018, a volume of newly issued loans to population amounted to 197,2 billion rubles which is 39 per cent higher than in 2017.

As of 31.12.2018, total loan indebtedness reached 830 billion rubles, including 586,2 billion rubles (70,6 per cent) of real sector of economy and 243,8 billion rubles of natural person’s debt (29,4 per cent).

In 2018, the overdue indebtedness of organizations belong to the real sector of economy increased by 32,2 per cent and totaled to 32 billion rubles.

As of 31.12.2018, total loan indebtedness of population reduced by 18,8 per cent in 2018 as compare with 2017 and totaled to 15,1 billion rubles.

In 2018, an active mortgage issue continuously grew. As of 31.12.2018, the volume of indebtedness of mortgage amounted to

97,9 billion rubles and increased by 20,1 per cent. In 2018, 29053 mortgages were issued to the total amount of 43,4

billion rubles. The number of loans provided increase by 35,7 per cent and the volume by 49,1 per cent as compare with 2017.

As of 31.12.2018, the overdue indebtedness over the mortgages amounted to 1, 15 billion rubles and reduced by 4,2 per cent as compare with

2017. The share of the overdue indebtedness reduced by 0,3 per cent as compare with 2017.

Social sector

Professional education and science

In 2018 in the territory of Kemerovo region 68 professional educational institutions of secondary professional education effectuated their activities on personnel training on 180 educational programs of secondary professional education.

41 technical school and college realize 24 professions (specialty) from the list of top 50 new and perspective professions on the labor market, approved by the Order of the Ministry of Labor and social protection of the Russian Federation Nr 831 dd. 02.11.2015.

The amount of students studying at colleges and technical school reached 58 220 people, including those studying on programs of 2nd class specialist training – 46960, on qualified worker and specialist training programs – 11260 people; on professional retraining programs – 862 peoples; on secondary education programs (evening school) – 569 peoples

Of which 50415 are full-time education students (86.6%), 1632 -students of evening classes (2.8%), 6173 - off-campus education students (10,6%).

9329 young specialists and 3590 qualified workers graduated from vocational educational institutions of the Kemerovo region in 2018.

In 2018 the amount of students of higher professional education institutions are estimated at 49 420 people, including 52% of full-time education students, 9% of students of evening classes and 39 % of off-campus education students.

In 2018, the number of specialists graduated the higher professional education institutions amounted to 11028.

The number of higher-education teaching personnel of higher professional education institutions in 2018 reached 2521, including doctors of science – 447, candidates of science – 1541.

In 2018, 44 minor innovative enterprises conducted their activities in higher professional education institutions.

№537 dd. 30.04.2019 “Of the measures of state support the world-class research centers on the base of integration of educational institutions of higher education and research institutions and of its cooperation with the organizations acting in the real sector of economy” the Research and educational center of world-class “Kuzbass” (hereinafter referred to as the SRC “Kuzbass”) was created in the Kemerovo region.

Creation and development of SRC “Kuzbass” will allow to join the opportunities of educational organizations of higher education and the organizations acting in the real sector of economy.

Education

Organization of pre-school education

906 organization of continuous pre-school education operated in 2018. The number of children, taking classes at organizations of pre-school

education reaches 142352 people. The rate of availability of age-appropriate pre-school educational

organizations for children amounts to 61.9%, for children living in cities and town settlements – to 57, 8%, for children living in rural areas – to 84.3%.

The educational facilities coverage rate for children aging from 3 to 7 is estimated at 100%.

In 30 from 34 territories of the region the queue was liquidated in full volume. Accessibility of pre-school education for children in age from 2 months up to 3 years amounted to 86 per cent in 2018.

Residential facility system

The number of residential facilities in 2018 reaches 45, including:Infant orphanages – 8, accommodating 197 orphan children and children

deprived of parental care;Residential care homes - 3 accommodating 320 children deprived of

parental care; Orphanages – 30, accommodating 1486 orphan children; Boarding schools for orphan children and children deprived of parental

care – 3, accommodating 153 children;Orphan home school – 1 accommodating 196 orphan children and

children deprived of parental care.

Public and Municipal Institutions of General Education

The number of institutions of general education in 2018 amounts to 661 including those in cities and town settlements – 409, and those in rural areas – 252.

The number of students, taking classes at institutions of general education reaches 313,1 children, of which 253,8 children (84,75%) study on morning shift.

The number of teachers – 18 people. 6 governor institutions of general educational operate in the Kemerovo

Region. The total amount of students is 990 people.

Additional Education Organizations

The number of additional education organizations in 2018 reaches 116. The number of students, taking classes on the base of additional

education organizations is estimated at 214153 people.

Health care

The number of health care institutions in 2018 reaches 118, the number of day care institutions – 559 (including its branches and subdivisions).

The number of swing-beds – 24,4 units. In 2018 the provisions of population of Kemerovo region with swing-bed was 91,3 units per 10 thousand people.

Capacity of day care institutions – 77,9 thousand visits per shift. The number of emergency wards - 29. The number of health care institutions, which provide medical care to

the elderly citizens and adults with disabilities,-23. The number of physicians of all specialties- 11, 9 thousand people, of

nursing staff- 28, 2 thousand people. The provision of population of Kemerovo Region with physicians

amounted to 44, 5 per 10 thousand people, with nursing staff – 105,5 to 10 thousand people.

Primary morbidity by main disease classes amounted to 861, 3 per 1 thousand people.

The number of patients, registered in oncologic dispensaries, - 63, 4 thousand people; the level of morbidity per 100 thousand people- 2371,9.

The morbidity of population with active TB, registered in medical organizations amounted to 196, 8 per 100 thousand people.

Social protection

In 2018 29 governmental and 90 municipal organizations of social services functioned in Kemerovo Region.

There were available 5798 of beds in nursing homes, including special care units- 1 466 beds.

More than 406 thousand elderly citizens and people with disabilities received social services in the centers of social services for population of Kemerovo Region.

Institutions working with families and children provided services to more than 181, 7 thousand people.

27985 families with children received on a free base the objects of daily necessity in the rental, exchange and buddy centers, including agricultural products.

In 2018, according to the current legislation, 263, 7 thousand federal benefit recipients, 260,7 regional benefit recipients, 79,6 thousand recipients of the monthly child support, benefit for child care up to one and a half year recipients, benefit for children of military personnel, serving on an appeal recipients received social services.

In 2018 the Kuzbass people received target aid on a free base (coal – 10,8 thousand people; vegetable suits – 5,5 thousand people; alarm backpacks – 1,8 thousand people).

Physical training and sport

In 2018 1119 thousand people (44,5 per cent) of population of Kemerovo Region were embraced by physical training and sport.

8 445 sports facilities with simultaneous visitor capacity of 215,8 thousand people, including 27 stadiums at 1, 5 thousand and more places, 1 066 gyms, 123 swimming-pools, 4 4484 planar sports facilities functioned in Kemerovo Region.

As of 31.12.2018 107 organizations of additional educations of sport orientation (74906 people) functioned in the municipal settlements of Kemerovo region, including:

1. Institutions of additional education: Youth Sports School - 55 pcs.; 2. Sport training institutions:Sport training institutions - 23 pcs.; Sports school of Olympic reserve – 26 pcs.; Olympic reserve Academy– 2 pcs.; Sport training centers – 1 pcs. 28 Youth sports schools subordinate to the governing bodies of

education; 78 institutions belong to the governing bodies of physical training and sport, including 26 Youth sports Schools, 23 Sports Schools, 26 Youth Sports Schools of Olympic reserve, 2 Olympic Reserve Academies, 1 Sport training centers.

One of the most important factors of the attraction of population to regular exercises and sports activity is an arrangement of mass complex physical training and sports events.

Major all-Russia and international events (Freestyle Wrestling International Tournament “Miner’s Glory”, All-Russia Cup of mining climbing, All-Russian Cup of Wrestling, Russian Snowboarding championship, Russian national Judo competition, all-Russia Weightlifting Competition in memory of Alexander Voronin, all-Russia Artistic Gymnastics competition “Siberian Cup Open for Kemerovo Region Governor Prizes”);

Competitions among people with disabilities (Regional Championship among people with locomotor system damage (swimming, powerlifting), Regional Championship among the hearing impaired (athletics), Regional; Championship among the blind and visually impaired (Ping pong).

247 sportsmen of Kemerovo Region are members of national sports team of Russia.

Youth policy

Institutions of youth policy sector

Today 17 institutions of youth policy sector function in Kemerovo Region, including 3 government institution: i.e. SI “Regional center of students and youth”, SAI of Kemerovo region “ Agency for development of public projects and initiatives” and SAI of Kemerovo region “Regional center of Youth and children”, and 14 municipal (7 city and 7 country institutions).

Engagement

One of the most priority work with youth is creation of a temporary occupancy and engagement by way of creation of working groups and youth teams.

The Student (youth) teams numbered more than 3 thousand peoples teen-aged labor teams numbered at least 5 thousand people were formed in beginning of summer period 2018 in all 34 municipal districts of Kemerovo region.

The special attention was paid to the occupancy of troubled minor citizens.

Totally in 2018 8332,4 thousand rubles were expensed for teenagers occupancy from the federal budget.

Student teams

The patriotic action “Snow Force of Kuzbass -2018” was organized traditionally in winter period within the limits of All-Russia patriotic action “Snow force of Russian student groups”. During 10 days, 195 Kuzbass students helped to the population with snow removal on the territory of 82 towns of Kemerovo region.

Also in summer period by the direction of the youth all-Russia public institution “Russian Student Groups”, 17student construction brigades from Kemerovo region worked on construction sites of Russia. , 1 student group of passenger car attendants worked in service department of passenger railway cares.

In Kemerovo region an interregional students construction site was organized. The Refreshment Park “ Central” in Belovo city was elected as an object for the unique labor landing forces which required capital repair and complete improvement. 30 soldiers worked one month and half in this territory improvement.

Student’s spring

Regional festival “Student’s Spring in Kuzbass” traditionally took place within the period from March till May the Kuzbass. It’s one of the most popular and large scale events of the region’s cultural life which join at least 10 thousand students annually. The festival of 2018 was consecrated to t the 75th anniversary of Kemerovo region.

In May 2018 the delegation of Kemerovo region took part in the Anniversary XXVI All-Russian festival “The Russian student’s spring -2018” held in Stavropol.

Over the results of the festival the Kuzbass students took second place in nomination “Regional concert program” and the honesty first place in team classification of the festival.

Patriotic education

One of the priorities is the patriotic education of youth. The significant event is the regional voluntary action “1418 steps towards the Victory!” (the Great Patriotic Was lasted 1418 days) which aimed to make 1418 good actions on the territory of Kemerovo region. In the run-up of the Day of the Great Victory we spent our regular actions “Georgian ribbon” and “Memory

candle”. In 2018 at least 10000 peoples took participation in the traditional actions.

Grant support

Since 2008 the activity on support of talented and socially oriented youth was organized on the territory of Kemerovo Region. Annually the students of higher and secondary professional institutions receive 50 Governor’s grants for realization of socially important projects in amount of 10 thousand rubles per each student.

Also the regional acceleration program “START” was launched which contains the competition of youth projects between the socially oriented nonprofit organizations and natural persons. The funds granted to the winner’s projects amounted to 2,5 million rubles.

KVN «Kuzbass»

The one of the major youth movement of our age is the Kemerovo Region Club of the cheerful and sharp-witted teams. There are 8 permanent KVN leagues and about 100 active teams of KVN in Kuzbass. Their games take place in 7 cities of region and near 70 KVN games and festivals are held for the game season with 40 thousand viewers. The cup of children teams of KVN and the Cup KVN of working youth of Kuzbass stand apart as the most brightly event of youth life in Kuzbass.

The Parade of Russian studentship

On September 15th, in the capital of the region the Kuzbass Students came out for the Parade of Russian Studentship which gathered about 3 thousand students of Kemerovo universities and colleges. The first year students gave the Russian studentship oath. It’s notable that it’s the 4 th all-Russian parade in which the first year students of Kemerovo region take part.

Regional Youth Forums (convents)

The most notable and outstanding events in 2018 are: regional Youth Forum “START-2018”, regional convent of pedagogic teams “I am a counselor”, regional contest «Leader of the XXI century”, regional youth forum “Kuzbass №1”, regional youth camp “Your position”. At least 2,5 thousand of youth and teen-aged Kuzbass people were gathered by the abovementioned events.

Within the scope of preparation and realization of summer forum campaign 2018 it was organized informing and organizational supervision of educational intuitions, committees for Matters Concerning Young Persons and youth organization over the issue of their participation in the all-Russian youth educational forums “Territory of sense on Kliazma”, “Tavrida”, Baliysky Artek”, “Iturup”; local youth forums “Altay. Points of growing”, “territory of initiative youth “Biriusa”, and interregional youth forum “Baykal-2020”.178 representatives of Kemerovo region took participation in summer forum campaign.

Regional counsel of income-earning youths A regional counsel of income-earning youths was created in 2016 in

Kuzbass. It included 8 large scale industrial holding companies and enterprises. For two years of work of the counsel of income-earning youth it was enlarged and now it includes 14 large scale industrial companies of Kuzbass and 1 organization.

Some socially significant events including the Volleyball charity event, environmental campaign for waste extract “Paper boom”, ecomarathon “Zubochistka” were spent within the limits of work from the beginning of 2018.

It is worth noting individually that 7 representatives of the regional counsel represented Kuzbass on the VI All-Russian forum of income-earning youth took place in Nizhniy Tagil.

Competition “Young family of Kuzbass- 2018”

22 young families – the winners of city and district competitions took participation in the competition “Young family of Kuzbass-2018” in 2018. By the results of the competition the young family of Pavel and Anastasia Karpov from Belovo became the winners and were empowered to represent the Kuzbass region at the All-Russian competition “Family 2018”, where they were awarded as laureates in nomination “Young family”.

Rest and health improvement

We maintained the all-year cooperation with the all-Russian child centers “Orlenok”, “Ocean” and international child center “Artek” . 631 child participated totally for the year 2018 in specialized sessions. Besides, 56 children were sent to the camps by a special quote (suffered in a fire in the TAC “Zimniaya Vishnia” took place on 25.03.2018.

Prevention of infraction

In collaboration with the executive authorities and law-enforcement agencies of Kemerovo region we realize a complex of measures aimed to form reliable relation of youth to themselves and own health for which we spend thematic actions, away events, flashmobs, festivals, training events by the system “equal to equal” etc.

Creation of United free cybertroop of Kemerovo region became very important event. The participants of cybertroop performs monitoring of internet space with a view to search extremist materials and materials propagating drug distribution and consumption.

Culture and national policy

Due to the Resolution of the President of the Russian Federation Putin V.V. in 2018 the Kuzbass became the fourth region which will create the newest cultural object – cultural and educational and museum and exhibition complex which will render to Kuzbass people the most popular culture oriented services. This complex will contain: filial of the State Russian Museum, the theatre of opera and ballet, educational complex including the filial of the Higher School of theatre and music arts, filial of Moscow State Academy of choreography, filial of FSBPEI “Central music school near the Moscow State Conservatory of P.I. Chaykovsky” and the Kuzbass Centre of Arts.

7 theatrical entertainment organizations functioned in Kuzbass in 2018 (SAIC “Kemerovo regional recipient of the Order of the Badge of Honour theatre of drama of A.V. Lunacharskiy, SAIC “Novokuznetskiy Theatre of Drama”, SAIC “Prokopievsk theatre of drama of Lenin Komsomol”, SAIC of Kemerovo region “State Music theatre of the People's artist of Russia A.K. Bobrov”, SAIC “Kemerovo regional Puppet Theatre of A. Gaydar”, SAIC of Kemerovo region Novokuznetsk Puppet Theatre “Skaz”, MAIC “Theatre for children and Youth” ) and SAIC of Kemerovo region “ Kemerovo State regional Philharmonic Hall of B.T. Shtokolov”.

The number of theatre-goers was 796,6 thousand people. 43 museums, 619 public libraries, 561 institution of culture and leisure type, 101 cinemas (141 movie halls) functioned for Kuzbass people in 2018.

10 new municipal digital movie halls (district People’s hall in urban settlement Krapivinskiy; culture and leisure centre “Tsementnik” in Topki town; cultural center “Bachatskiy” in urban settlement “Bachatskiy”; People’s Hall of miners in urban settlement Novy Gorodok; small hall of district culture and leisure complex in urban settlement Promyshlennaya; district People’s Hall in urban settlement Yashkino; culture and leisure center “Krasnobrodskiy” in urban settlement Krasnobrodskiy; movie hall “Molodezhny” in Kaltan; healtht complex “Solnechny” in Mezhdurechensk; People’s Hall of Lenin in Leninsk-Kuznetsky) were opened in 2018 in Kemerovo region.

Due to participation in the federal project “Culture of Small Matherland” of Russian political party “United Russia” 10 village halls were repaired and reequipped.

Two educational institutions received the names of Russian celebrities : Prokopievsk college of arts was named after the people artist of the Russian Federation, honorary freeman of Kemerovo region D.A. Khvorostovskiy and Kemerovo regional college of culture and arts was named after the people artist of USSR, honorary freeman of Kemerovo region I.D. Kobzon.

Musical and chorographical collectives, who have a sonorous title “Gubernatorial”, are fortune of Kuznetsk region: dance theatre “Siberian kaleidoscope”, Kuzbass symphony orchestra, chamber choir, choir of youth “The Morning”, jazz club “Gelikon”. They represent Kemerovo Region on top international and all-Russia festivals and contests and foster the cultural image of the region. Gubernatorial center “Young talent of Kuzbass “successfully functions, searches and supports inventively gifted children.

9105344 rubles were directed to cultural sector from all sources of financing in 2018.

In 2018 in the lead-up to 100 years anniversary of Kemerovo and of 400 years anniversary celebration of Novokuznetsk.

The series of large scale cultural events was consecrated to the anniversary events sponsored by the Ministry of Culture of the Russian Federation and the Administration of Kemerovo region, i.e.: The world premier of Oratory “Siberia land” played by the artists of SAIC of Kemerovo region “Kemerovo State regional Philharmonic Hall of B.T. Shtokolov”, international festival “Jazz near the old fortress”, international festival of children puppetries “The puppet in child’s hands”, interregional arts exhibition “SIBERIA-XII” with participation of famous Siberian artists, interregional museum and exhibition interactive project “City of my dream” and research conference “Kemerovo in the tricentennial history of Kuzbass”.

Kuzbass people visited the unique exhibitions: “Pieter Paul Rubens and his époque” from the collection of Irbit’s State Museum of Arts, “Peterhoff summer: Empreror’s taste” from the funds of the famous Russian museum – State memorial estate “Peterhoff” and “Kuzbass. Transformation” representing the work of the famous Russian Sculptor and Artist, the author of “Golden Shoria” Sculpture Dashi Namdakov established in Tashtagol of Kemerovo city.

For the first time in the history of Kuzbass region we spent the Moscow Days in Kemerovo region with the holiday concert of Moscow State folklore theatre “Russian song” guided by the people singer of Russia Nadezhda Babkina with participation of the theatre of dance “Siberian kaleidoscope”.

In the public holiday The Day of Russia “Kuzbass National cohesion khorovod” took place where were engaged numerous representatives of all nations and nationalities residing in Kemerovo region. On the Nation Unity Day in the region was held the forum of popular arts and folklore “Nations friendship – Kuzbass Unity» gathered at least 600 people.

In 2018 declared as the year of V.D. Fedorov, the readings from Fedorov consecrated to the 100 year anniversary of the famous Kuzbass poet were held. Also the all-Russian action “Pushkin’s Day of Russia” took place where all cultural publicity of Kuzbass took participation.

In 2018 the issues of improvement of works on interaction with civil society through the creation of the network of national social associations, centers of national culture and different kinds of councils with a participation of representatives of national authorities and public figures were in the basis of realization of regional national policy.

According to the data of the Administration of the Ministry of Justice of the Russian Federation in Kemerovo region, as of 08.08.2018 45 public national organizations were registered: where 42 national public unions and 3 indigenous communities of small-numbered peoples of Kemerovo region who pay significant role in the process of saving and development of authentic ethnic culture, strengthening of interethnic relations, and formation of civic society in the region.

Every year projects are realized in Kemerovo Region in order to save and develop national cultures and traditions: festival of national cultures “We live as a whole family”, Gubernatorial national New-Year show, annual regional literature leadings “Torbokovskaya Star”, national holidays: Sabantui, Chyl-Pyzhi, Pardakai, Olgudek pairam, “Beauty of Shoria” and others. The advisory boards on issues of the nationalities were made and act in the administrations of city and district executives.

Turism

Tourism in Kuzbass is one of the high-priority economic sectors of the region. For today a touristic infrastructure able to accommodate hundreds of thousands tourists is developed in the Kemerovo region. Due to the region’s high recreational potential it is possible to organize different types of tourism: from mountain skiing to ecotourism.

The State Budgetary Institution of Kemerovo region “Agency for tourism of Kemerovo region” was established in September 2018.

In accordance with the Strategy of social and economic development of Kemerovo region up to 2035 the priority directions for tourism development on the territory of Kemerovo region are the following 3 clusters: “Creation of tourism and recreation cluster “Sheregesh”, “Podnebesnye Zubia (Sky-scraping Teeth), and “Northern Kuzbass”.

At the present time many mountain ski resorts operate in the territory of the region: Sheregesh in Tashtagolsky Municipal District, Tanai in Promyshlennovsky Municipal District, Gornaya Salanga in Tisulsky Municipal District and “Yugus” in Mezhdurechensk county are the largest ski complexes.

Hundreds of thousands holidaymakers visit Kuzbass annually and the flow of tourists increases constantly. Thus, in 2008 about 450.000 people went

on holiday to Kemerovo region. In 2018 the number of tourists reached 1.57 million people.

Many highways were built from the federal and local budget resources: Chugunash - Sheregesh, Gorno-Altaysk – Turochak – Tashtagol. They were designed to integrate the flows of tourists and to connect Altai Krai, the Republic of Altai and the Kemerovo region into one cluster. Highway Kuzedeevo-Mundybash-Tashtagol by-passing the village Kaz is constructed. Put into operation of this highway area allows not only reduce the travel time to the mountain ski resort “Sheregesh” but also makes it safer for drivers and inhabitants of the district.

Electric train Novokuznetsk-Chugunash with transfer to Grim Mountain (SC “Sheregesh”) was launched on 17.11.2018.

The object Podnbesnye Zubia located in the Kuznetsky Alatau is deemed as a summer tourist center of Kuzbass. This tourist resort is very popular in children tourism and sport organization.

The unique museum places are located in the territory of Kuzbass, much of them don’t have the analogues in the other regions. Large number of touristic and excursion programs was created on the base of the richest cultural and historical potential of the region.

Industrial tourism is deemed also a tourist destination in the home tourism. A museum build in real mine is located in Leninsk-Kuznetskiy. Additionally the excursions to the talc mineral open cut, candy factory, surface mine and many other industrial enterprises are organized in the region.

The Northern part of Kuzbass is represented by Shestakovskiy complex known as by its archeological monuments as paleontological. It consists of complex of monuments of archeology, history and unique natural objects (paleontology, geology, zoology and botany).

The open air museum “Mariinsk historical” is known by his rich history. It represents the town keeping his wooden and stoned constructions of different age. Mariinsk is a sole town in Kemerovo region visited by the last Russian emperor Nikolay II.

Due to Trans-Siberian Railway and Federal highway P-255 “Siberia” crossing the northern part of Kuzbass, this cluster posses high transport accessibility and large development potential.

Public and Religious Organizations

According to the Administration of Ministry of Justice for Kemerovo region as of 01.01.2019, 2116 nonprofit organizations are registered in the Kemerovo region, including:

Public Organizations – 941, including trade unions – 302;Religious organizations – 355;Regional offices of political parties – 28;Other organizational and legal forms of non-commercial organizations –

792. Nonprofit organizations (hereinafter NPO) of Kemerovo region render

services to the Kuzbass population and represent interest and legal protection of rights of different group of population and attract publicity to resolve social problems through the mechanisms of public expertise and control.

The most important dialogue sites for interaction between the power and civil society institutions are:

Civic Chamber of the Kemerovo region functions in Kemerovo region established by the Law of Kemerovo region dd. 30.01.2017 № 15-OZ “On Civic Chamber of the Kemerovo region” including 45 members, 10 commissions, expert board and public monitoring commission;

youth parliament of Kuzbass created at the Counsel of people’s deputies of Kemerovo region;

interconfessional counsel of Kuzbass. Public counsels were established in Kemerovo region to perform public

control by 31 body of representative and executive authorities. Cooperation between government and community in the Kemerovo

region is industries-based. State government bodies of the Kemerovo region dealing with industries constantly interact with relevant non-governmental associations concerning questions of conducting their activities, render organizational and methodological, information assistance and organize common initiatives and events.

Pupils, students, volunteers, veterans, representatives of public organizations, political parties members, professional technical and engineering employees, public center and commercial organizations officers, deputes of the Counsel of People’s Deputies on each level, government employees in regional, city and district administrations traditionally take part in all the regional initiatives initiated by the state government bodies.

With a view to build an effective dialogue between the state authorities and publicity, the region introduced public hearings into a practice of

government control need for consideration of draft laws regulating the problems concerning the Kuzbass people.

Also the different forms of public opinion examination, collection and processing were developed to attract the civic society representatives to discussion, proposal and initiatives generation, such as a bank of ideas for official sites of executive and local authorities of Kemerovo region.

State support of socially oriented NPO is one of the most priority directions of the Government authorities of Kemerovo region. The system of measures of moral and financial rewards including awarding of the distinguished citizens with certificates of honor, orders, medals of region, assign a title of honors was created in Kuzbass for stimulation of public institutions to intense activity. It takes positive effect to gravitas of leaders and volunteers of nonprofit organizations.

NPO of Kuzbass participate in tendering procedures to receive financial support for socially significant projects on local, regional and federal levels.

Financial support within the limits of public targeted programs realized on the regional level:

«Development of the Kuzbass Education system “;«Youth, sport and tourism of Kuzbass”;«Development of Kuzbass public health system”; «Social support of Kuzbass population”; «Kuzbass culture».On the federal level the realization of socially significant projects of

NPO was effectuated within the limits of competitions for grants realized in conformity with the legal acts of the President of the Russian Federation.

Number of NPO – winners of President’s grants grows annually. The biggest and the most powerful confession in the Kemerovo Region

is the Russian Orthodox Church, including 3 eparchies – Kemerovo, Novokuznetsk and Mariinsk. The last two were formed in 2012 by separation from the Kemerovo eparchy.

22 Islamic organizations operate in the Kemerovo region under the authority of Spiritual Directorate of the Muslims of the Kemerovo Region.

There are 16 confessions in the Kemerovo region.
