Concessional loans for reconst-ruction of the Nuku’alofa central business district in 2008 and for road construction and rehabilitation in 2010 have been rescheduled with Amendment Agreements signed in June 2014. In Nov. 2018, Tonga has signed agreement with China to defer the repayments of two concessional loans for another five years. Tonga also signed a Belt and Road memorandum of understanding.

設立3周年を迎えたアジアインフラ投資銀行（AIIB）

•Our institution is getting stronger. We formulated a comprehensive set of policies for AIIB’s operations and established three thematic priorities: sustainable infrastructure, private capital mobilization and cross-border connectivity. In 2017, we received the highest credit ratings from the top three ratings agencies •Our investment portfolio is growing. By end-2018, we approved over USD7.5 billion for projects in 13 members, covering various infrastructure. AIIB now has 40 percent stand-alone projects and 60 percent in cooperation with other multilateral development banks. We continue innovating in our approach to project financing by approving USD500 million for the Asia ESG Enhanced Credit Managed Portfolio which aims to develop infrastructure as an asset class and catalyze ESG investing in Asia. •Our membership is increasing. Within three years, our membership increased from 57 to 93. AIIB plans to invest USD3.5-4.5 billion in 15 to 20 projects in 2019, with more stand-alone projects. (ADB: USD32.2 billion in 2017)

2015年の「国連持続可能な開発サミット」で習近平国家主席が発表

した構想にもとづき、中国の対外援助資金で2016年に設立。主に他

の途上国からの修士課程（1年）、博士課程（３年）の留学生に中国の

開発経験をはじめ国家開発について学ぶ機会を提供するプログラム。

修士課程の学生は途上国の政府機関からの派遣が中心。2018年9

月に第3期生が入学。入学式でCIDCA王暁濤署長がスピーチを行っ

た。

HU Angang, ZHANG Junyu & GAO Yuning (Tsinghua University) Abstract：The international development assisance system experienced profound transformation in 2015. To understand and tackle these changes and challenges has significant importance for China to play a leading role in this system. Although China's foreign assisntance has grown very fast and become the fourth largest in the world, it still lacks commensurate proportion with China's share of GDP, foreign trade and foreign direct investment in the world. We believe that China should establish the long term program of foreign assistance and increase its total amount, especially those to human resource, under the pronciple of "respect, lnon-condition, non-privilege". China should improve the criteria of foreign assistance and create statsitical method to adopt new interational stand of broad official definition (*Total Official Support for Sustainable Development (TOSSD)). China should also set up its independent international development agency led by the Ministry of Foreign Affair and expand the field of international cooperation for dvelopment assistance. In summary, China should actively cope the challenge of 2030 Sustainalbe Developmemt Goals to donor countries through international cooperation.
