Sa gitna mismo ng misa, inilabas ni Celdran ang isang placard na may nakasulat na “DAMASO” na sa interpretasyon ng marami ay pasaring sa pakikialam ng mga pari dahil sa kasaysayan ng Pilipinas, si Damaso ay isang immoral na paring Kastila na pakialamero sa pamahalaang Pilipinas. Hati ang opinyon ng mga tao tungkol sa ginawa ni Celdran.

Para sa akin, may karapatan man si Celdran na ipaglaban ang kanyang paniniwala, hindi ako sang-ayon sa mga Katoliko na nagsasabing tama ang ginawang pag-protesta ni Celdran sa gitna ng isang sagradong misa. Oo, epektibo ang ginawa nya kung ang paguusapan ay atensyon. Sumikat sya at sumikat ang laban para sa pagsusulong ng RH Bill sa Kongreso.

Pero ano ang nagawa nito sa itinuturo nating paggalang sa religious rights, ano ang damage nito sa itinuturo ng mga Katoliko sa kabataan na pagpapahalaga sa kasagraduhan ng Misa? Pwede naman sana na tumayo na lang si Celdran sa harap ng Simbahan dala-dala ang kanyang placard na “DAMASO,” pareho din ang atensyong nakuha nya sana, hindi nga lang siguro sya nakulong. Maraming tanong sa isip ng mga katoliko ngayon.

Ma-imagine mo ba na may gumawa ng kagaya ng ginawa ni Celdran sa loob ng Simbahan ng Iglesya ni Cristo? O kaya ay sa isang Mosque ng Islam? O kaya ay sa isang Monas-teryo ng mga Monks? Mas malaya ba ang mga Katoliko sa pagpapahayag ng kanilang damdamin o mas maluwang sa pagdisiplina?

May iba naman na nagsasabi na baka kasi sumosobra na rin sa panghihimasok sa pulitika ang ating mga kapariang Katoliko kaya ganito din ang balik sa kanila. Pero ako, iba ang nasa puso ko sa mga oras na ito. Noon kasing ipinagla-ban namin ang RH Ordinance sa QC ay may nagtanong sa akin – “Paano kung tama ang Simbahan, Ariel? Paano kung may impyerno at mapupunta ka doon dahil sinuway mo ang gusto ng mga pari?”

May sagot na rin naman ako, at ito ay galing sa pabori-tong kanta ni Ninoy Aquino – “I am willing to march into hell, for a heavenly cause.” Dahil sa nakikita kong kahirapan ng ating mga kababayan, lalo ang kababaihan, na kulang sa pagkalinga ng pamahalaan sa usapin ng kalusugan at maternal health, naniniwala ako na panahon na ng RH Law, kailangan natin ngayon ang matibay na batas para sa Reproductive Health!

Youngest district collector reappointed Port of Manila District Collector Atty. Rogel C. Gatchalian has been reappointed by President Aquino due to his exemplary performance that made him the top collector in the entire Bureau of Customs (BOC) with a January to September surplus collection of P4.4 billion. Gatchalian, who took his oath of office before Senate President Juan Ponce Enrile on Sept. 29, was also effective in the anti-smuggling drive. Prior to his appointment as district collector of the POM in November 2009, Atty. Gatchalian was the Chief of the Prosecution & Litigation Division and the Run After the Smugglers (RATS) Group of the BOC.

FOLLOWING the official visit of President Aquino to the United States, the government succeeded in reviving the interest of US investors, particularly in the power sector.

Energy Secretary Jose Rene Almendras said US investors have expressed keen interest in 32 energy projects offered by the Aquino administration during the President’s recent visit to the US.

Almendras said that most of the 32 energy projects that were offered to US investors for possible invest-ments were for “power generation” comprised of tra-ditional and renewable energy power projects. Some of the projects also involve oil and gas exploration.

“I think the real success of the US trip beyond the numbers is the attention we seem to have gotten back to the Philippines. The sense of focus that people are taking notice of the Philippines again and there are analysts say-ing, ‘yes, we're back in the ball’,” the energy chief said.

The government succeeded in bringing in com-mitted investments of worth US$ 2.8 billion during the President's recent trip to the US.

Of the total investment, AES Corp. of the US committed US$ 1 billion for the expansion of the 600 MW Calaca coal- fired project to produce an-other 600 MW.

RP back on US business radar“Assuming that they (AES) get the permits, they

hope to start construction next year and the plan will be ready by 2014,” Almendras said.

Almendras admitted that AES had long wanted to expand its operations in the Philippines but hesitated due to some unknown concerns.

He said AES officials visited him prior to the US trip and asked about the Aquino government's reform programs and how government intends to encourage investments.

“After that meeting, they said they are willing to commit (the expansion),” Almendras said.

Almendras said Aquino wanted to announce only committed projects even if the US trip succeeded in generating strong foreign investor interest.

The Energy Department has been courting in-vestors to finance power generation projects that would secure the government's long-term energy requirements.

The Philippines needs around 16,550 megawatts of additional capacity by 2030, of which around 11,900 MW will have to be put in place in Luzon. At around US$ 1.5 million per MW, that would need an investment of a staggering US$ 24.825 billion between now and 2030. Angela Nolasco

THE Bureau of Im-migration (BI) ordered the review of all contracts entered into during the previous administration, including the printing of arrival and departure (A/D) cards being dis-tributed to international passengers, to determine their legality and effec-tiveness in contributing to the achievement of the bureau’s goals.

Immigration offi-cer-in-charge Ronaldo Ledesma said the re-views are meant to en-sure that the contracts do not cause undue harm to the government and the public.

In the case of the A/D cards, Ledesma said the government does not spend a single centavo for their printing. He said the supplier merely relies on the advertisements that are printed on allot-ted portions of the cards to generate income.

“At any rate, we are reviewing the contract to check if there are indeed irregularities as alleged by some sectors,” the im-migration chief said.

A LAWMAkER has filed a bill that seeks to rid the medical profession of so-called misfits, or those who are negligent in their practice, through a strong collaboration with the Philippine Medical Association (PMA).

Under House Bull 413 authored by Rep. Juan Edgardo Angara (Lone District, Aurora), the PMA will become the integrated professional medical organization and all physicians wanting to practice medicine shall be required to become members of the organization.

The PMA, an umbrella organization of doctors licensed to practice medicine in the Philippines, currently has 28,000 physician-members. It was established on September 15, 1903 and is registered with the SEC.

Angara said verified complaints may be filed before the PMA against a doctor based on certain grounds, including gross negligence, ignorance or incompetence in the practice of their profession resulting in death or

physical injury to a person, and convic-tion by a court of any criminal offense involving moral turpitude, immoral or dishonorable conduct.

Other bases of complaints are insanity, fraud, addiction to alcoholic beverages or drugs, false, performing or aiding in criminal abortion and is-suing false medical certificate.

Also prohibited are the issuance of statement or spreading news or rumor derogatory to the character of another physician, aiding or acting as a dummy for unqualified or unregistered persons in practicing medicine, and violation of the PMA Code of Ethics.

“The negligent acts of doctors lead to a spate of incidents wherein patients either died, were maimed, scarred or suffered physical injuries,” Angara noted.

Penalties include reprimand, sus-pension or expulsion. All cases may not be discussed or taken in any forum until resolved with finality.

Bill to rid medical practice of misfits

FOUR new trainer aircraft are due for delivery to the Philippine Air Force this month, a development which authorities said will help solve their problem on the growing number of officers waiting for their turn for an actual flying course.

Air Force spokesman Lt. Col. Miguel Ernesto Okol said the four SF-260F Marchetti will be a boost to the training capability of the Air Force, which he said has only about 20 trainer aircraft in its inventory at present.

Okol said the four aircraft is part of the 18 propeller-type aircraft which the Air Force is acquiring from the Agusta of Italy, through the military’s modernization program. The 14 oth-ers, he said, will be delivered in the coming months.

Okol said Air Force chief Lt. Gen. Oscar Rabena will most likely receive the four aircraft. “Hopefully this month, four will be delivered…We are still waiting for the final word on when this will be received (by the Air Force),” he said.

Okol amitted that the Air Force is lacking in trainer aircraft, causing at least 150 to 170 Air Force officers to line up for an actual training to fly an aircraft.

Okol noted that officers, prior to their formal commissioning into the Air Force, are only exposed to simulators and given education on aerodynamics and other lessons that are related to flying. After entering the Air Force, he said they wait their turn for the actual flying course. Ronnie Santos

ACTRESS Alyssa Milano is tired of crit-ics blaming Lindsay Lohan's problems on the fact she had act-ing success as a child, insisting that discredits her and the work her parents did when she was a young star.

The star insists early stardom doesn't turn youngsters into wild things -- bad parent-ing and poor judgment does.

And Milano would like to be remembered as one child star who never lost her way.

She tells HollyScoop.com: “I kind of feel like everyone is on their own path. Growing up in this business is hard but it shouldn't be your identity. The people that struggle in this industry would have struggled no matter what they did in life.

“I had the best cir-cumstance in the world, my parents have been married for 42 years, I started acting when I was seven and my par-ents gave me this really strong foundation.

“I was able to come home and have dinner. My mom cooked dinner every night, it was very normal and it was still hard growing up in this business. They instilled priorities, what was im-portant in life and I think that really saved me.”

NSO citizen service joins the Kasalan 2010

THe social security system (sss) has upgraded its salary loan program to collect long-overdue loans from delinquent borrowers, which have ballooned to P27.51 billion in the past few years, a top official said.

SSS president and chief executive officer Emilio de Quiros Jr. said the pension fund strictly implemented existing salary loan policies to address the problem and planned to collect P19 billion from past-due loans within three years, including the P4.54 billion in 2010.

“There are no changes in our policies on salary loans,” he said. “We are following guidelines that have been existing since 2004. These are found at the back of sss’ application forms that members and employers agree to comply with when they file salary loan applications.”

Under existing policies, loans are charged 10 percent interest annually for a term of two years and a one percent penalty for overdue payments. Unpaid loans incur continuing interest and penalties.

SIMPLY by adjusting the price classification of cigarettes and liquor to current market realities, the government will be able to generate more revenues from these so-called sin products without the need to raise their taxes.

This is the contention of Rep. Hermilando Man-danas (2nd District, Batangas) in filing House Bill 3059 amending Sections 141, 142, 143 and 145 of the National Internal Revenue Code (NIRC) by using the current net retail prices as basis for classifying alcohol and tobacco brands.

“We are presently stuck with 1996 prices. The net retail prices being used since 1996 are still used to classify brands and excise taxes are being increased by programmed regislated provisions, completely ignoring current market realities,” Mandanas, chair of the House committee on ways and means, said.

Mandanas said the bill intends to delete an-nexes A-D of the NIRC containing the classification of brands of distilled spirits, wines, liquors, and cigarettes and their net retail prices as of October 1, 1996.

THE Department of Trade and Industry (DTI) will make it easier and eventually less costly for in-dividual entrepreneurs to register their enterprises, Trade and Industry Secretary Gregory L. Domingo announced.

A territorial scheme for business name (BN) registration, he said, shall be established based on four geographic divisions namely: barangay, city/municipality, regional, and national.

“A BN registrant shall be authorized to make use of the said BN within the territory he or she may choose regardless of the number of branches/outlets said registrant may set up within the given territory,” Domingo said.

The new registration scheme amends the Revised Implementing Rules and Regulation of Act No. 3883 as amended (The Business Name Law).

Also, barangay-based entrepreneurs who con-stitute 95 percent of businesses registered with DTI will be benefited with the reduced search time for BN registration.

Individuals with multiple outlets in different lo-cations will surely benefit from this new scheme by cutting down on man-hours spent in registering their business. It allows firms resources to be allotted to more productive endeavors, the trade chief said.

The “BN-MADE-EASY” scheme targets to en-courage prospective micro entrprenuers to pursue the putting up of businesses and avail of many benefits that a legitimate enterprise is entitled to such as obtaining loans and other assistance from the government, Secretary Domingo added. Declare Oct. 25 a holiday—Comelec

THE law says every election day should be a holiday. So October 25—the barangay and Sangguniang Kabataan (SK) elec-tion day—should be declared as a holiday also.

This is the main argument of the Commission on Elections (Comelec) in asking Malacanang to declare October 25, 2010 as a holiday to allow voters ample time to elect their barangay leaders.

Comelec spokesman James Jimenez, in an interview over DZMM, said the Comelec will formally ask Malacanang to issue an executive order so on the day of the barangay and SK elections will be officially declared as a holiday.

In the same interview, Jimenez also called on Filipinos to vote according to the competence of the candidates and not on their popularity.

And according to the law, one requirement for a barangay candidate is he should not be illiterate.

Solon says there is no need to raise sin taxes

THE Department of Environment and Natural Resources (DENR) said it is study-ing the possibility of having an alternative source of water for Metro Manila.

DENR Secretary Ramon “JP” Paje said the DENR is proposing to President Aquino the development of alternative water source for Metro Manila so that when Angat Dam in Bulacan is not available, there is a back up system.

Paje said operations of Angat dam had normalized after state-owned National Power Corp. (Napocor) completed repairs at the facility.

Napocor said that the repairs it conducted on Metro Manila’s primary water source was concluded as scheduled at 6 a.m. last Wednesday.

The Angat dam supplies around 97 percent of Metro Manila’s potable water supply. Napocor, which owns a hydroelectric power plant attached to the facility, operates the reservoir.

Repair works at the dam started Tues-day to maintain the integrity of the level of control over the facility’s water supply. This was to prevent over releases to Ipo dam, which acts as impounding area for water released from Angat.

TWO-time national open champion Lee Vann “The Slayer” Corteza of the Philippines got a final-round berth in the 2010 Sangsom Pattaya 9-Ball Invitational Pool Competition at the Royal Garden Plaza in Pattaya, Thailand yesterday.

The 31-year-old Corteza whose stint here is backed up by Kopiko and Energen subdued Liu Hui Chang of Chinese-Taipei, 10-4, to arrange an all-Filipino final of the match that dangles 300,000 Baht prize money for the champion.

“Masayang-masaya po ako kasi nakapasok ako sa finals dito sa Pattaya,” said Corteza, top player of Jonathan Sy's Negros Bil-liards Stable (NBS).

Corteza routed all pool nemesis and scored back-to-back vic-tories on Saturday to advance to the semifinal round.

‘The Slayer’ assures all-Pinoy Pattaya pool tilt

ROOKIE team Meralco took its maiden appearance yesterday when the 36th season of the Philippine Basketball Association (PBA) opens at the Araneta Coliseum.

Under the wings of veteran coach Ryan Gregorio, the Meralco Bolts faced Barangay Ginebra Kings in the lone opening game.

Although in the basketball industry for quite a long time, this is the first time in 13 years Gregorio is coach-ing a team not named Purefoods or Derby Ace after deciding to take on the challenge of handling a franchise trying to make a comeback in the local basketball scene.

“Our team is still a work in prog-ress,” said Gregorio, the same man who led Derby Ace to the Philippine Cup crown last year following a stunning four-game sweep of Alaska. “We are still trying to adjust and finding out ways to strengthen our roster.”

How strong the Bolts have become in the brief time that they were as-sembled will be tested by no less than the Gin Kings.

Unlike the Bolts, the Kings didn’t go through massive line-up changes in the off-season, with Jimbo Aquino, Robert Labagala and John Wilson as the only new additions to their roster.

Wilson will even have to sit it out for at least 10 weeks after suffering a right ankle injury in a tune-up game.

But the Ginebra veterans will still be there, led by former MVPs Jay-Jay Helterbrand, Erik Menk and Willie Miller.

Ginebra coach Jong Uichico will now have by his side long-time part-ner and sometimes counterpart Siot Tanquingcen, shipped to the Kings as an assistant mentor after his head-coaching job with sister-team San Miguel Beer was cut short when he failed to lead the Beermen to the title against Alaska in the Fiesta Conference last season.

The Kings are one of the ball clubs fancied to reach the deeper stages of the tournament, which starts the PBA’s return to the three-conference format since 2004.

Pacquiao pummels big sparring mate

POUND-FOR-POUND king Manny Pacquiao spent another four rounds of sparring against a taller fighter, who ended up with a slight bruise on his face in Baguio City.

The six-foot Michael Medina sustained a small bruise over his left eye due to his exchanges with Pacquiao at the Cooyesan Sports Complex in Ba-guio City.

“He was fast and strong,” said the Mexican Medina, who is helping Pacquiao prepare for his bout against a taller boxer from Mexico, Antonio Margarito.

“I gave him my best work. I tried to go forward and tried to fight like Margarito,” said Medina, a professional boxer with 24 wins under his belt.

Pacquiao said he is happy with his training, and that he has learned a lot about how to fight taller guys like Medina.

Pacquiao said the sparring sessions will definitely help him evade Margarito’s “pressure attack.”

“Reach advantage [of Margarito] ay first concern…kailangan lang naka-focus [kung] paano counterin. (Reach advantage is my first concern… we need to focus on how to counter-punch),” said the reigning World Boxing Organization (WBO) welterweight champion.

His trainer, Freddie Roach, is also pleased with how his prized fighter adjusted against Medina.

However, he said they still have work to do, and the techniques that will be employed have to be perfected.

“It takes time to get everything back to timing,” said the boxing coach.

Saturday's session was made in full view of his fans and several media people. The attendees, however, were prohibited from taking pictures and videos.

The night before Saturday’s sparring session, Pacquiao again played basketball and showed no indication of the leg pain he earlier complained of.
