LANSING, Mich.(AP), Dec. 3: Gov. Jenni-fer Granholm on Wednes-day signed into law a billmaking March 31 CesarE. Chavez Day in Michi-gan.
The day commemo-rates the late Hispaniccivil rights and laborleader , who d ied in1993.
“Cesar Chavez servesas an inspiration not onlyto the Hispanic commu-nity, but to all peoplewho work to improvetheir communities byfighting discrimination,working for economicequality and ensuringsafe and fair working con-ditions,” Granholm saidin a release.
The governor signedthe bill at the Cristo ReyCommunity Center ,which provides programsand services to the area’sHispanic community.
Hundreds of peoplecrowded in to celebrate thebill signing.
Chavez founded theUnited Farm Workers ofAmerica in 1962 as a wayto help farm workers im-prove their working condi-tions and wages. He em-ployed nonviolent tacticssuch as boycotts, strikesand pickets to make peoplemore aware of the inequi-ties farm workers faced.
The bill was sponsoredby state Sen. Buzz Thomas,D-Detroit.
The new law also setsaside July 30 as HenryFord Day to commemo-rate the Ford Motor Co.founder and July 14 asGerald R. Ford Day tocommemorate the formerpresident and Grand Rap-ids congressman.

investigación formal realizadapor la Iglesia sobre los sucesos,las InformacionesGuadalupanas de 1666, JuanDiego parece haber sido unhombre muy devoto yreligioso, aún antes de suconversión. Era muyreservado y de un místicocarácter, afecto a largossilencios y frecuentespenitencias, solía caminardesde su poblado hastaTenochtitlán, a 20 kilómetrosde distancia, para recibirinstrucción religiosa.
Su esposa María Lucíaenferma y luego fallece en1529. Juan Diego entonces setranslada a vivir con su tíoJuan Bernardino en Tolpetlac,que le quedaba mas cerca de laiglesia en Tlatelolco -Tenochtitlán, solo 14kilómetros.

In June, 14 people werenamed in a 58-count indict-ment alleged various countsof harboring and transport-ing illegal immigrants.
Nine of those named inthe indictment have been ar-rested while five others re-main fugitives. Ashcroft alsowill consider the death pen-alty at a later date againsteach of the fugitives, Hous-ton U.S. Attorney’s officespokeswoman NancyHererra said.
Ashcroft is still review-ing the government’s caseagainst the truck’s driver,Tyrone Williams. A decisionwill be made by Feb. 1
whether to seek the deathpenalty against him.
The government filed amotion earlier this monthinforming the court itwould not seek lethal in-jection against FatimaHolloway, 29, who is ac-cused of riding along withWilliams in the truck’s cab.
Ali Reza Fazel, who rep-resents Carrizales, said theevidence wasn’t there forAshcroft to seek the ulti-mate punishment againsthis client. Each of the de-fendants still faces up tolife in prison if convicted.
“We were pretty com-fortable thinking that theywere not going to seek thedeath penalty on her,”Fazel said. “If they had ... itwould have been a grossinjustice.”
Wendell Odom, whorepresents Sánchez, saidfederal prosecutors arelumping all the defendantstogether.
“Clearly some of thesepeople have done nothingmore than trying to arrangepeople coming into thiscountry,” he said. “It is astretch to say they shouldbe held accountable forsomebody’s death.”

The Toledo Museum ofArt needs a few good people… a lot of good people, actu-ally. “Docents are short sup-ply,” says Susan Palmer, whohas been a docent at the Mu-seum of Art for over 20 yearsand also serves as the docenteducation coordinator.
What does a docent do? Adocent is a teacher, generallyspeaking. In the case of themuseum, a docent is a combi-nation of a teacher and guide.Most of the tours that themuseum’s docents conductare for area school children.
“We connect art with thevisitor,” says Palmer. ButPalmer stresses that docents,who are volunteers, do nothave to be teachers and donot have to be experts in arthistory. The museum’s ex-tensive training provides theknowledge necessary to be a
docent.What a prospective docent
does need is an ability to workwell with people.
There are presently 92 do-cents on the job and another13 in training. But the mu-seum is already looking aheadto the spring of 2006 when theGlass Pavilion is complete andmore docents will be neededto cover tours in both build-ings. Palmer is trying to recruita class of 45 and the museumis particularly anxious to reachout to minorities to help fillfuture training classes.
Willie Green, a retiredteacher and administrator withToledo Public Schools, hasbeen a docent for nine years. “Ilove it,” Green told La Prensalast week. “It’s an extension ofmy former career as a teacherand an administrator.”
Green’s only regret, he
said, is that he did not dis-cover the position until fouryears after he had retiredfrom TPS.
Docents undergo a train-ing period of 18 months al-though they start leadingtours after the first ninemonths of that period. Andalthough the position is vol-untary there are perks, asPalmer tells us, which in-clude flexible scheduling,vacation and travel to muse-ums in other cities, for ex-ample.
The museum will be hold-ing an open forum on Febru-ary 1 in the Little Theatrefrom 2:00 to 3:30 p.m. forthose interested in learningmore about becoming do-cents.

OSCAR MARTÍNEZOscar Martínez, age 60, of the Shoreland area, passed away Friday, December 5, 2003, in his residence surrounded by his
loving family. He was born in Laredo, TX, on March 18, 1943, to Nieves and Guadalupe (García) Martínez.A proud and dedicated Toledo Police Officer veteran, Oscar began his 30-year career as a patrol officer, working the streets
downtown then continuing on to the traffic bureau at the Central District Station (downtown), retiring on October 1, 2003.Prior to his police career, he worked at the Lehn & Fink Industrial Products Co. and Vallet Paint Store. Oscar served as a sergeant
in the U.S. Air Force (10 years) during the Vietnam era and the Air National Guard (4 years).He was a member of the TPPA and former member of the F.O.E. A parishioner of St. John the Baptist Catholic Church, Oscar
coached instructional baseball for St. John’s Elementary School team “St. John’s Rebels.” He will be fondly remembered asa loving husband, father, and grandfather.
Oscar is survived by his wife, Cynthia Martínez; daughters, Anna, Jessica and Felicia Martínez; sons, Oscar J. “OJ,” Tomas(Michele) and Marcos Martínez; stepdaughters, Jennifer and Michelle Schupp, all of Toledo; sister, Cuca Martínez of FreeportTX ; brothers, Luis (Elia), Tomas (Angela) and José Martínez, all of Laredo, TX; grandchildren, Amanda, Madison, Marquis,and Tomas Jr., Martínez.

On or about December 23, 2003, the Toledo-Lucas County Port Authority (TLCPA) will request the U.S.Department of Housing and Urban Development (HUD) to release Federal funds under VA-HUD-IndependentAgencies Appropriation Act of FY 2003 (PL 108-7) for the following project:
PROJECT: Modernization of the Toledo Shipyard
PURPOSE: The project will involve the construction and equipping of a high bay building and otherimprovements capable of supporting shipbuilding at the facility.
LOCATION: 2245 Front Street, Toledo, Ohio 43604
HUD AMOUNT: $894,150.00OTHER AMOUNT: $9,105,850.00TOTAL AMOUNT: $10,000,000.00
FINDING OF NO SIGNIFICANT IMPACT
It has been determined that the project will have no significant impact on the human environment. Therefore,TLCPA has decided not to prepare an Environmental Impact Statement under the National Environmental PolicyAct of 1969. The Environmental Review Record is on file at the Department of Economic and CommunityDevelopment, One Government Center, Suite 1800, Toledo, Ohio, 43604 and is available for public examinationand copying upon request between the hours of 8:30 a.m. and 4 p.m.
PUBLIC COMMENTS ON FINDING
All interested agencies, groups and persons disagreeing with this determination may submit writtencomments for consideration to the Department of Economic and Community Development. Such writtencomments should be received at this department on or before December 22, 2003. All comments received willbe considered prior to authorizing submission of a request for release of funds.
RELEASE OF FUNDS
The Toledo-Lucas County Port Authority will undertake the project described above with funds from the U.S.Department of Housing and Urban Development under the VA-HUD-Independent Agencies AppropriationsAct of FY 2003 (PL 108-7). The Toledo –Lucas County Port Authority is certifying to HUD that the agency andWarren McCrimmon, Seaport Director, consent to accept the jurisdiction of the Federal courts if an action isbrought to enforce responsibilities in relation to the environmental review process and that these responsibilitieshave been satisfied. Upon approval of the certification, TLCPA will use the funds, and HUD will have satisfiedits responsibilities under the National Environmental Policy Act of 1969.
OBJECTIONS TO HUD RELEASE OF FUNDS
HUD will accept an objections to its release of funds and acceptance of the certification only if it is on oneof the following bases: (a) that the certification was not executed by the chief executive officer or other officerof applicant; (b) that applicant’s environmental review record for the project indicates omission of a requireddecision, finding, or step applicable to the program in the environmental review process; (c) the applicant hascommitted funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds byHUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding thatthe program is unsatisfactory from the standpoint of environmental quality. Objections must be prepared andsubmitted in accordance with the required procedures (24 CFR Part 58), and shall be addressed to HUD at U.S.Department of Housing and Urban Development, Community and Planning Development, 200 North High Street,Columbus, Ohio 43215-2499. HUD will not consider objections received after January 12, 2004.

NOTICE IS HEREBY GIVEN by the Board of Directors that Sealed Bids will be received by the Toledo-LucasCounty Port Authority for:
Installation of Security Fencing at Toledo-Lucas CountyPort Authority’s Seaport Facility No. 1
This contract is for all labor, material, insurance, and equipment necessary for the installation of securityfencing at the Toledo-Lucas County Port Authority’s Facility No. 1, in accordance with the approved plans andspecifications.
Bid documents may be obtained from the Toledo-Lucas County Port Authority offices at Toledo ExpressAirport. Bids will be received at the Port Authority administrative offices at Toledo Express Airport, 11013 AirportHighway, Swanton, Ohio 43558 until Wednesday, December 17, 2003, at 2:00 PM, at which time and place allbids will be publicly opened and read aloud.
A Pre-Bid Meeting will be held in the Seaport Conference Room located at Toledo World Industries, Inc., 3319St. Lawrence Drive, Toledo, Ohio 43605, at 2:00 p.m. on Monday, December 8, 2003. Following the Pre-BidMeeting, a walk-through of the project may be conducted.
The project consists of approximately 5,500 linear feet of new chain link fence, 4,500 feet of fence and gateremoval and installation of numerous new swing and cantilever gates. The project will also consist of fence lineclearing and site restoration.
Plans, Specifications, Instructions to Proposers, and Forms of Proposal and Contract are on file at bothlocations of the Toledo-Lucas County Port Authority: (1) Toledo Express Airport, 11013 Airport Highway,Swanton, Ohio 43558; or (2) One Maritime Plaza, 7th Floor, Toledo, Ohio 43604-1866, and may be obtained duringnormal business hours upon a non-refundable payment of $10.00. The plans will also be on file in the plan roomof McGraw-Hill Construction-F.W. Dodge.
Proposals must be submitted on the form included in the Specifications and shall be accompanied by acertified check or an acceptable Proposal Bond with satisfactory surety specifying the Toledo-Lucas CountyPort Authority as the obligee, in the sum of not less than ten percent (10%) of the total proposal amount.
Any bid may be withdrawn prior to the scheduled closing time for receipt of bids.
The successful bidder will be required to submit a Contract Bond, Maintenance Bond, and Certificate ofInsurance.

The Toledo-Lucas County Port Authority intends and requires that the project be completed no later thanseventy-five (75) calendar days from the date of Notice to Proceed.
Bidders must comply with the Prevailing Wage Rates on Public Improvements in Lucas County, Ohio asdetermined by the Ohio Bureau of Employment Services, Wage and Hour Division, (614) 644-2239.
The Port Authority’s goal for minority participation in the project shall be eighteen percent (18%) and biddershall provide documentation of its ability to achieve that goal or, if the Port Authority’s goal is not attainable bybidder, bidder shall provide an affidavit detailing why that goal was not attained. A bid that fails to meet thisrequirement will be considered non-responsive.
The lowest responsive and responsible bid shall be determined in accordance with the Port Authority’sResolution No. 68-00 as found in the General Conditions.
The Port Authority reserves the right to reject any or all bids and to waive any technicalities as it may deembest for their interest. The Port Authority also reserves the right to add or subtract from quantities shown inthe proposal.
