Technical Specifications for Manufacture of WPAT

Scope:

This enquiry calls for the following works in total

. Design & Manufacturing of lnjection Moulding Tools for WPAT as per

Annexure-A (1 Set consisting of 17 Tools)'

o Moulding and supply of Plastic components for WPAT. All the required

injection molding iooti manufactured by supplier itself as per Annexure-B

(Table i ) have to be used for moulding of Plastic components'

o lntegrate / Assemble the moulded components by using mentioned

hardwarsas per Annexure-B ( Table i to iv ), convert them into a single entity

of WpAT and dispatch them io ECIL at the rate of 1000 nos' (minimum) per

day.

. The tools manufactured by supplier, should be returned back to ECIL in

proper *orling condition *itn piop"r packing & Marking after completion of

production. Ai undertaking to this effect should be provided along with the

tools OV if,e supplier. TIe expenses incurred towards this are in the

suPPlier's scope.

All the bidders shall have relevant experience in Manufacturing of injection moulding

Components for industrial products'

Bidders shall have Advanced Computerized lnjection Moulding machines for

production.

5 (Five) Sample sets of Trial (T0)- have to-b9 submitted by the supplier

within B weeks to ensure prop"r fitment. Further 100 sets (T1) shall be

submitted at free of cost'within 2 weeks after acceptance of (T0) and

texturingoftools.Bulksuppliesshouldstartwithinlweekfromthedateofclearance of T1 samPles'

Third party inspection is required for the above said scope of works' Detailed Quality

Assurance pran (OAp) for the items is to be followed as per Annexure-D'

Base: c45 and for both core & cavity: IMPAX SUPREME (P20;1.2738) a.nd needs to

procure from reputed oEM brands, ihe supplier has to submit test certificate for the

same from the reputed laboratories/approved NABL laboratories'

Raw material used for production of WPAT units should be virgin material and needs

to be procured from reputed OEM brand. The make should be intimated to ECIL' For

the raw material useO, the supplier has to submit test certificate from the reputed

laboratories/approved laboratories for at least two lots of material procured.

M3 Threaded Brass inserts have to be provided for items as mentioned in Annexure-

B Table (i).

The weight listed in Annexure B Table ( i ), for all individual parts are tentative, any

variation of weight shall be in the supplier's account'

Items that are to be joined by Ultrasonic Welding as indicated in the respective

Jr"*ingr should be slpplied in welded condition during delivery by the supplier'

Horns and Fixturei requiied for Ultrasonic welding are in the supplier's scope' ltems

that are to be joined by using adhesives as mentioned in the respective drawings are

be fixed using proper iOn"tiu" to suit the requirement' Grade of adhesive should be

intimated to fjtl and should be used on approval from ECIL'

color: sample shade coupons should be approved jointly by supplier and QC/Design

ingineers tietore outk production supplies start. variations in color from batch to

screen printing on required components are in the scope of the. supplier' Details and

color of screen printing are provided in the drawings attached as per Annexure-B'

Table ( iv ). samples of-items with screen printing should be approved by ECIL before

bulk production suPPlies start.

Assembly instructions are available in the Assembly drawings as per Annexure-B'

Table ( iv ). Moulded plastic components, Metal .components, Hardware' Packing

Covers etc., as mentioned in Annexure-B, Tables (i), (ii), (iii) are in supplier's scope

and should be assembled to complete WPAT for delivery.

Fully Assembled WPAT Unit shall be packed by using polyethylene packet during

supply to EMSD.

A-1 Scale of SamPling

A- 1.1Lot

ln any consignment, all the WPAT cabinets of same size and type made from same raw materials and

manufactured under similar conditions shall be grouped together to be considered as a Lot

A-t.2

For ascertaining the conformity of the VVPAT cabinets to the requirements of the specification, samples

shall be tested from each lot separately

A- 1.3

The number of wpAT cabinets to be selected from a lot shall depend on the size of the lot and shall be

according to Table 3.

A-1.4

The wpAT cabinets shall be selected at random from the lot, ln order to ensure the randomness of

selection procedures given in lS 4905: 1968 may be followed'

A-2 Number of Tests and Criteria for Conformity:

A-2.1 Visual, Dimensional, Requirements, Color, Weight, Marking

Each of the wpAT cabinets selected and shall be examined for the tests' VVPAT cabinets failing to

satisfy one or more of these requirements shall be considered as defective. The lot shall be deemed to

have satisfied these requirements if the number of defectives found in sample is less than or equal to

the corresponding acceptance number'

A-3 Physical & Mechanical Characteristics

3.1 lmPact Tests:

3.1.1 lzod lmPact Test:

The lzod lmpact test for WPAT cabinets when tested as prescribed in ASTM D 256 thereshould not be

any damage, crack or permanent deformation or any other failure of the cabinets after the test'Relevant

data sheets and test certificates to be submitted from any NABL approved/ accredited lab'

3.1.2 Hardness Test:

The Hardness test for vvPAT cabinets when tested as prescribed in AsTM D 785there should not be any

damage, crack or permanent deformation or any other failure after the test'Relevant data sheets and

test certificates to be submitted from any NABL approved/ accredited lab'

3.1.4 Weathering & Performance Test

The weathering & performance test for vvpAT cabinets to be tested as per AsrMG 155 or equivalent for

a minimum service performance of the product of 10 years. Rerevant data sheets and test certificates to

besubmittedfromanyNABLapproved/accreditedlab.

3.1.5 One Time Qualification test

A, the tests ,sted in tabre 2 are to be conducted on the wpAT cabinets before and after conditioning

given below (condition ll and condition lll) in any NABL approved/ accredited lab and test reports to be

submitted.

3.1.6 Conditioning

Condition the WpAT Cabinets as per rs 7031:2002 in the conditioning chamberfor24 hours priorto

test conducted at -18 + 2 "C and 55 + 2 "C

Condition l: Ambient Temperatur e (27 t2"Cfor 24 hours)

Condition ll: Elevated Temperature (55 t 2"Ctor 24 Hours)

Condition lll: Low Temperature (-18 t 2 "Cfor 24 Hours)

Scope:

This enquiry calls for the following works in total

o Design & Manufacturing of lnjectiotr Moulding Tools for WPAT-CC as

per Annexure-E (1 Set consisting of 6 Tools)'

. Moulding and supply of Plastic components for WPAT-CC' All the

required injection molding tools manufactured by supplier itself as per

Annexure-f grnt" i ) havJto be used for moulding of Plastic components.

. lntegrate / Assemble the moulded components by using mentioned

hardwarsas per Annexure-F ( Table i to iv ), convert them into a single entity

of WpAT-Ci and dispatch them to ECIL at the rate of 1000 nos. (minimum)

per daY.

o All the tools that are manufactured by supplier should be returned back to

EClLinproperworkingconditionwittrproperPacking&.Markingaftercompletion oi proOuctioi. An undertaking to this effect should be provided

along with the iools by the supplier. The expenses incurred towards this are

in the suPPlier's scope.

All the bidders shall have relevant experience in Manufacturing of injection moulding

Components for industrial products.

Bidders shall have Advanced computerized lnjection Moulding machines for

production.

5 (Five) Sample sets of Trial (T0) have to-be submitted by the supplier

within 6 weeks to ensure proper fitment. Further 100 sets (T1) shall be

submitted at free of cost within 2 weeks after acceptance of (T0) and

texturing of tools. Bulk supplies should start within 1 week from the date of

clearance of Tl samPles.

Third party inspection is required for the above said scope of works' Detailed Quality

Raw material used for Manufacturing of Moulding Tool for WPAT-CC should be,

Mould Base: C45 and for both Core & Cavity: IMPAX SUPREME (P20; 1.2738) and

needs to procure from reputed OEM brands, the supplier has to submit test certificate

for the same from the reputed laboratories/approved NABL laboratories.

Raw material used for production of WPAT-CC units should be virgin material and

needs to be procured irom reputed OEM brand. The make should be intimated to

ECIL. For the raw material used, the supplier has to submit test certificate from the

reputed laboratories/approved laboratories for at least two lots of material procured.

The weight 1isted in Annexure F Table ( i ), for all individual parts are tentative, any

variation of weight shall be in the supplier's account.

Items that are to be joined by Ultrasonic Welding as indicated in the respective

drawings should be supplied in welded condition during delivery by the supplier'

Horns and Fixtures required for Ultrasonic Welding are in the supplier's scope. ltems

that are to be joined by using adhesives as mentioned in the respective drawings are

be fixed using proper iOfresive to suit the requirement. Grade of adhesive should be

intimated to ECIL and should be used on approval from ECIL.

Color: Sample shade coupons should be approved jointly by Supplier and QC/Design

Engineers before bulk production supplies start. Variations in color from batch to

batih of the items supplied will not be accepted'

Screen printing on required components are in the scope of the supplier. Details and

Color oi screen printing are provided in the drawings attached as per Annexure-F,

Table ( iv ). Samples of-items with screen printing should be approved by ECIL before

bulk production suPPlies start.

Assembly instructions are available in the Assembly drawings as per Annexure-F,

Table ( i; ) Moulded plastic components, Metal components, Hardware, Foam etc.,

as mentioned in Annexure-F are in supplier's scope and should be assembled to

complete WPAT-CC for deliverY.

Fully Assembled WPAT-CC Unit shall be packed by using polyethylene packet

during supply to EMSD.

Scale of Sampling and Criteria for Conformity for Routine Tests

A-1 Scale of Sampling

A- 1.1Lot

ln any consignment, all the VVPAT carry cases of same size and type made from same raw materials and

manufactured under similar conditions shall be grouped together to be considered as a Lot

A-t.2

For ascertaining the conformity of the WPAT carry case to the requirements of the specification,

samples shall be tested from each lot separately

A- 1.3

The number of WPAT carry case to be selected from a lot shall depend on the size of the lot and shall be

according to Table 3 below for WPAT carry case

A-1.4

The WPAT carry case shall be selected at random from the lot. ln order to ensure the randomness of

selection procedures given in lS 4905: 1968 may be followed.

A-2 Number of Tests and Criteria for Conformity:

A-2.1 Visual, Dimensional, Requirements, Color, Weight, Marking

Each of the WPAT carry case selected and shall be examined for the tests. WPAT carry case failing to

satisfy one or more of these requirements shall be considered as defective. The lot shall be deemed to

have satisfied these requirements if the number of defectives found in sample is less than or equal to

the corresponding acceptance number.

A-2.2

Transport Worthiness Test is onetime test which will be carried out during qualification stage. lf the

transport worthiness testing facility is not available at Manufacturer's premise, it can be conducted at

llP, Mumbai.

A-3 Physical & Mechanical Characteristics

3.1 Stack Load Test:

The stack load test for WPAT carry case when tested as prescribed in lS 7028 part -1,2002 there should

not be any damage, crack or permanent deformation or any other failure after the test. Stack 04 No's of

WPAT carry case for a period of 24 hours with load equivalent to WPAT carry case assembly (Max of

7.5 Kgs). After Test Duration examine the test item for any permanent deformation or failure etc.

3.2 Vibration Test:

The vibration test for WPAT carry case when tested as prescribed in lS 7028 part -2 2OO2 ( Method B)

there should not be any damage, crack or permanent deformation or any other failure after the test at

fixed low frequency.

3.3 Impact Tests:

3.3.1 Horizontal Impact Test:

The Horizontal lmpact test for WPAT carry case when tested as prescribed in lS 7028 part -3 2002 there

should not be any damage, crack or permanent deformation or any other failure after the test.

3.3.2 Vertical !mpact Drop test:

The Vertical lmpact drop test for WPAT carry case when tested as prescribed in lS 7028 part -42002

(1.0 meter Height) along with load equivalent to one WPAT carry case assembly ( Approx 7.5 Kgs) there

should not be any damage, crack or permanent deformation or any other failure after the test.

3.3.3 Water Spray Test

The Water Spray test for VVPAT carry case when tested as prescribed in lS 7028 part -8 2002 water

should not enter into the WPAT carry case observed by filter paper and should not show any

damage/crack failure or difference in color of the VVPAT carry case.

3.3.4 De-latching Test

Carrying case should be de-latched and latched for 50 times (Minimum - 25 cycles) there should not be

any crack, damage to the latchet and shall not be in loose condition which may damage WPAT.

3.3.5 Handle PullTest

The handle Pull test to be carried on the WPAT carrying case along with load equivalent to one WPAT

carry case assembly (Approx 7.5 Kgs) at ambient temperature for 30 minutes. After the test there should

not be any visual deformation, crack, damage or failure.

3.3.5 Weathering & Performance Test

The weathering & performance test for VVPAT carry case to be tested as per ASTMG 155 or equivalent

for a minimum service performance of the product of 10 years. Relevant data sheets from NABL

approved/ accredited lab and test reports to be submitted.

3.3.7 One Time Qualification test

All the tests listed in table 2 are to be conducted on the WPAT carry case before and after conditioning

given below (Condition ll and Condition lll) in any NABL approved/ accredited lab and test reports to be

submitted.

A-4 Conditioning

Condition the carrying case as per lS 7031: 20O2in the conditioning chamber for 24 hours prior to test

conducted at -18 t 2'C and 55 t 2'C

Condition l: Ambient Temperature (27 ! 2 'C for 24 hours)

Condition tl: Elevated Temperature (551 2"Cfor 24 Hours)

Condition Ill: Low Temperature (-18 t 2"Cfor 24 Hours)

B-1 Construction of carrying case

WPAT Carry case consists of Top & Bottom Housings assembled with hinge pin and latches. The case is

used for packing, storage, transportation and handling of WPAT printer with suitable locking/ sealing

arrangements and fitted with handle and proper cushion in the box.
