Invitation of public comments

Sub: Proposal for accommodating/laying ft crossing of water pipe line utility services

along Rajnandgaon road section of Old NH No.06 (New NH No.53) from Ch:340+299

to 341+040 (RHS) parallel to the service road ft crossing of water pipeline at

Ch:341+500, 342+515, ft 343.817-Reg.

The Commissioner, the Municipal Corporation, Rajnandgaon vide letter No. NH:

NOC/WATERPIPELlNEI70, dated 27.06.2018 has requested permission for

accommodating/laying of water pipe line utility services at the locations as mentioned in

the above subject. The proposal was forwarded to PD, NHAI, Raipur for submission of site

inspection report. Accordingly, PD NHAI, Raipur vide letter No.11019/PD/PIU/RPR/Durg

bypass/PP/2019/512 dated 27.05.2019 has forwarded the proposal with certified the

drawings and checklist.

2. As per Ministry's Circular No. RW/NH-33023/29/2015/SftR(R) dated 22.11.2016, the

Highway Administration will make available the proposal seeking permission for utility

services for public comments for 30 days on ground of public interest.

3. In view of the above, the comments of public are invited on captioned proposal and

the same should reach to below mentioned address/Email id till 13.07.2019 beyond which

no comments will be considered.

Sir)Reference may please be made to your letter under reference wherein the proposal for

granting permission to accommodating/laying of water pipe line utility services on NationalHighway has been forwarded to this office for verification w.r.t. Ministry's guidelinesdt.22.11.2016.

2. The proposal has been examined in compliance with the guidelines of Ministry vide CircularNo.RW/NH-33023/29/2015/S&R(R) dt.22.11.2016.

3. The following documents were submitted by the applicant:-

(i) Dully filled in check list.

(ii) Signedcopies of Agreement regarding granting of ROWpermission for laying utilityservices on National Highways)05Nos. of Undertakings) Affidavit-1 No.

(iii) A certified copy of layout plans showing the route and crossing of water pipelineincluding details of crossing.

(iv) The agency has furnished an undertaking of Rental that the agencywill paynecessaryfee for the useof National Highway land whenever the fee is asked by theHighwayAuthorities in future and undertaking that the agency shall shift the utility

services within 90 days from the date of issueof the notice by the ConcernedAuthority to shift! relocate the Utility services in case it is so required for thepurpose of improvement/widening of the road/route-Highway or construction offlyover/bridge and restore the road/land to its original condition at his own costand risk.

(v) The agency has furnished an undertaking that water pipeline would be laid keepingin mind future expansion of 4/6 lane of the National Highway and shall providesafety measures like barricading, danger lighting and other necessarycautionboards while executing the work.

(vi) The agency has furnished an undertaking that they shall lay the water pipelineunder the guidance of the department and the department shall not be responsible,in case the water pipeline comes in the area under development in future at anytime. In such an eventually shifting of the water pipeline etc. shall be the liabilityof Municipal Corporation, Rajnadgaon, e.G.

(vii) The agency has furnished an undertaking that in the event of any mis­happening/accidents etc. while laying water pipeline shall be liable to pay any typeof compensation so claimed and shall not cause any damage to the carriageway ofthe highway structure like bridge, culvert, drain, building etc. and in caseof failureMunicipal Corporation, Rajnadgaon, e.G., shall be liable to make good the losscaused to the department .

4. The applicant has proposed the crossing of water pipeline on NH-53(Old NH-6) atCh:340+229to Ch:341+040(RHS)parallel to the service road ft crossing or water pipeline at threelocations i.e.Ch:341+500,342+515 ft 343+817. The crossing of NH at the three locations shall onlybe carried out by HDD(Horizontal Directional Drilling) method. The corrections marked on drawingwith red ink may kindly be noted.

5. In view of the above, the proposal is forwarded along with all documents for furthernecessary action at your end as per MoRTftH Circular No. RW/NH-33023/2912015/SftR(R)dt.22.11.2016.
