EXECUTIVE SUMMARY

10 order to addrell$ the S&\I9f8Iy deficient solid waste management (SWM) situation in Antipolo City, the city government has sought assisIance from the 1JSCOP,aWorid tiank assisted prnject implemented by UDAthrough!he Municipal Dewlopment 0fIica ~ the DeparIment ~ FIIIStlCe. Sanitary landfill project with MRF Component is an 0\Iefdue project requiring immediate implementation. August 31, 2009, the -... tor the dis<:on!inuanca of open dumpsites and controlled disposalfacilily is fast ~ and the City still had to construct ns landfill and rehabirda!e the existing facility to comply with the precepts of RA. 9003 or the Ecological Solid Waste Management Ad. of 2000.

The ISWMP comprises three ~ which includes the provision of material recovery faciHty and the reh8biIiIaIia1IcIoisu'e ~ the existing open dump site wnh a sanitary landfill. In order to satisfy the requirements and be eligible to apply for funding to implement the SWMP. the City ~ AntipoIo is required to prepare a Environmental ManagernenI Plan tor 1his project

Key Objectives of the Proposed Project

The oVOOllI objective of the proposed project is the development of an integrated solid waste management facility to _ the City ~ AntipoIo which wiD provides the environmentally responsible, socially accepIabIe, cost elfective and affordable altemative(s) tor a 15 yeano plaYing period and qualifies tor funding from LlSCOP-LLDA and other commercial banking institutions.

The key objectives of the proposed pWjecl:

• To datermine the waste disposal requirement of !he study area tor the selected planning period;

• To prepares detailed engineering design tor the facility, assess potential impecis on the natural and socio-«:cnomic envirmment and develop necessarymitigation measures;

• To prepare cost estimates tor capital works and facility !o serve as basis forllpplying for bank financing; and

• To undertake a public ~ ",ocess and incOIporate public participationinlo !he decision making process and the oVOOIIl study.

The project consists of estabfisIjng. a Material Recovery Facility, in preparation for a Level III sanitary IandfiU in oonformance to the DENR-HSWMC T ed1nical Guidatines for the Construction ~ Lardill projects. A Level III landfill is particulal1y recommended for cities. The construction and installation ~ the component MRF project is desiIJIed to acftieve the City's waste segregation and diversion la"geIs as it seeks to provide a anraI facility to address recyclablas and limil the di5pOllal to the residuals and Ihemby prolong !he litesp!l'l of the di5pOllal cell.

The Study Area

The desaiption of the existing environment is based on the results of comprehensive baseline data collection ~ The data collection covered the proposed slle and lis lmmedlale vldnlly. Where 8jJpfOpIiaIe, some of the baseline data was collected beyond this rationale. In partictJIar, the data collection focused on !he physical, biological and socicreconomic characteristics as il influenced by the proposed landfill developmenl

Project Needs

The future wasle generation in !he City was caIaJIated as part of the site selection process in Ofder 10 delamine the lin:! area requirements for !he proposed landfill for the planning period, A SU1IfI\8IY of this calculation exercise is presented in the repat and the details are presented in the Sale Closure and Rehabilitation Plan (September 2008). The SU1IfI\8IY includes: Population projection, Estimated FuIU'e WasIe Ol&'llities and Required Landfill Area and Wasle Collection and Transport,

Prefenred Sofid Waste Management Syetem

A systematic approach 10 !he identiIication and evaluation of !he aIIemative waste management system compooenIS was completed and, togeIher with a public consultation, the preferred waste management system approad1 was ideoIiIied.The City of AnIipoIo ClrfI!ItIy OCiIIecis aIlolI163.8lpd of residential and commercial waste from !he urban barangays and operaIeS a disposal sites on an approximately 101,004 square rneIenI paroeI of IanIlhat commenced operations in 2001. In 2008 the City implemented openiItiIlfIaI practicas that are laking the site through a transition from an open cUnpsiIe towads a controlled landfill as prescribed in DEHR DAD 98-49. There was an organized recovery of recydables from the disposal site by waste picIcefs.
