From our executive director: Engagement Welcome to the new school year!

Whether you are a veteran board

member or still getting immersed in

all that is public education, it is now

time to implement what you and

your leadership teams have worked

so hard on during the summer to

provide an exciting year of

opportunities for all of your students.

As a former teacher, I still find it

difficult to walk into any store with

school supplies and leave without crayons, markers, folders

and notebooks!

In an effort to remain a continuous learner, I push myself to

find time to read, especially in the summer. My summer reads

are usually for pleasure, but this summer I made the conscious

choice to also read for information. My picks ended up being

almost entirely related to foreign policy. I read War on Peace

by Ronan Farrow, Russian Roulette by David Corn and

Michael Isikoff, The World as It Is, by Ben Rhodes, and

From Cold War to Hot Peace by Ambassador Michael

McFaul. These choices came from a desire to better

understand how we got to where we are today, as a nation.

As education leaders, I see our responsibilities as two-fold. One,

is to make sure that our students have the best education that our

communities can provide. But, two, we need to have a thorough

understanding of what currently impacts your ability as board

members to provide for that quality education and what might

effect that ability down the road. As the stewards responsible for

helping students become knowledgeable and engaged citizens,

we all need to be knowledgeable and engaged citizens first and

recognize that what we model is as powerful a teacher as what is

being presented by our education professionals.

So, this year my columns will speak to engagement. This

November, we will have mid-term elections in Congress,

elections in the state Senate and Assembly, as well as many local

races. Those who are elected to these seats will formulate the

policies and influence the decisions that will determine how you

are able to do your work on behalf of children. At MCSBA, we

will do our due diligence to provide you with the information

you want and need in order to be informed advocates for public

education.

Thank you all for your service and we look forward to engaging

with you this year!

From our president: Timeless treasures

The other day I was cleaning out my school

board files. Since I am no longer an officer

of the school board I represent, I decided

to clean out ten years of “stuff” that may

not be needed anymore. You know –

things such as student performance results

from the year 2010, the district’s annual

report from 2011, etc. But I ran across a

few things in the files that I feel are worth

sharing, since it is good to be reminded of

things that can deepen our understanding of

what it means to be a school board member.

The first was entitled “Jody’s Truisms for Effective School

Boards.” I believe this is something I must have kept from past

executive director, Jody Siegle:

* Board members are first and foremost policy makers. You are

there to set the parameters of the work, not implement it.

* Because actions are determined by majority decision, learning

to work together is the key to your strength.

* There should be no surprise questions designed to

demonstrate how smart you are, or to humiliate someone at

board meetings.

* Board behavior is noticed and has impact. If a school board

does not model civility and effective problem solving, how can

you expect these behaviors from anyone else in the district?

* Schools are human systems. The problems that arise are

problems that at the root are about how individual people treat

each other. A good school board supports an environment and

policies that foster the best in the people who work and study

there.

The second is entitled Glover’s Rules. I don’t know where I got

it from, but I highlighted it so at one time I felt it was important.

* The Board must be the eagles.

* Identify core values – these are the only thing that never

change over time – and live by them.

* Stick together and trust one another.

* Concentrate efforts on continuous improvement – setting the

“ends, not the means.”

* Expect accountability – tangible, concrete, specific.

* Look to others.

* Never forget that you are the Board of EDUCATION.

* Thank people.

And lastly I found this page of notes from an article entitled

“John Carver on Board Leadership.”

* The board exists to be accountable that the organization

works.

* Leadership accountability requires that the Board be definite

about performance expectations. They assign expectations

clearly, and they check to see that expectations are being met.

* The board needs not control everything, but it must control the

definition of success. This consists of:

a.) One voice principle – The board does not require

unanimous votes, but does require that all board members

respect the decision that was made.

b.) Leads to clarity – statements by individual board members

are not mistaken for the will of the Board.

c.) There is never, under any circumstances, a “minority

opinion” of the board.

d.) The Board has one employee.

I believe the above are worth considering and “chewing on” for

the beginning of the school year offering up words of wisdom.

MCSBA is approved by the NYSED to offer the state-required

six hours of governance training to new board of education

members each year. At the June 9, 2018 session, newly elected

school board members learned about the following:

* Powers, functions, and duties of school boards from school

board officers Kathy Dillon (B2, CC), Mark Kokanovich (Bri),

Kim McCluski (Pit), John Piper (Pen), and MCSBA President

Mike Suffoletto (Web);

* Role of the superintendent from Greece superintendent

Kathleen Graupman;

* Powers and duties of other governing and administrative

authorities from MCSBA Executive Director Sherry Johnson;

* School board responsibilities for employee relations from Sara

Visingard, Esq of Harris Beach PLLC;

* School board responsibilities for finance and business from

Michael Leone, Pittsford Assistant Superintendent; and

* School board responsibilities as elected officers for

communications from MCSBA Program Director Beckie

Schultz.

Board Presidents & Superintendents Symposium On August 16, members of the MCSBA Executive

Committee, including 12 school board presidents

and 13 superintendents from 14 member districts,

gathered at the Monroe 2 – Orleans BOCES

Professional Development Center to discuss best

practices for dealing with leadership matters.

Student jazz bands enrich RIJFSince the inception of the Rochester International

Jazz Festival in 2001, jazz ensembles from

Monroe County public schools have helped to

draw crowds to the popular event. This year,17

jazz bands from the following Monroe County

school districts performed: Brockport, East

Irondequoit, Fairport, Greece, Hilton, Honeoye

Falls-Lima, Penfield, Pittsford, Rochester,

Spencerport, Webster, and West Irondequoit.

Earlier in the 2017-2018 school year, MCSBA established an

Affiliates group of former MCSBA members who are still interested

in issues facing public schools. One goal of the effort is to provide

updates to ‘alumni’ who are perhaps in positions to share this

information with groups to which they belong.

Affiliate members gathered on June 11 to enjoy one another’s

company and to receive updates from Executive Director Sherry

Johnson on issues created by the federal ESSA law as well as

legislation at the state level that would affect school districts.

The group is scheduled to meet next in January 2019 in time to

review the governor’s budget proposal.
