1.0 ALBERTA MAINLINE AREA

1.1 Area Overview

The Alberta Mainline operating area starts at KP 272.37 near Fox Creek, AB and proceeds to

Mainline KP 835.95 at the Alberta/Saskatchewan border, including lateral tie-in points. The first

65.97 km (from Mainline KP 272.37 to KP 338.34) is 42” mainline pipe with the remainder being

36” pipe. The mainline pipe has the following specifications:

Diameter 1067 mm (42”) & 914 mm (36”)

Operating Pressure 8274 kPa (1200 psi) & 12 000 kPa (1740 psi)

Thickness 0.621” (14.275 mm)

Rich Gas System Up to 44.2 MJH/m3 (up to 1188 btu/cf)

The Alberta Mainline Area has the following compressor stations:

3A - Windfall Compressor Station, Windfall, AB

AB47 - Carson Creek Compressor Station, AB

AB48 - Whitecourt Compressor Station, AB

5A - Morinville Compressor Station, Morinville, AB

7A - Irma Compressor Station, Irma, AB

compressor station fenced area: a station control building and the utility building which are joined,

a maintenance shop, a fuel gas building and a compressor building. There is also a barrel storage

unit on site. The mainline enters at the northwest corner of the facility and exits at the southwest

corner. The south end of the facility has a station blowdown.

1.9 Paddle River Compressor Station AB49 (Decommissioned)

The Paddle River station has been decommissioned and demolished as of September 1, 2013. The

only above ground facilities remaining on the site are the Paddle River lateral Pigging skid and the

interconnect line from the plant. Both of these lines have been completely purged of

Natural gas and currently have a Nitrogen blanket of 20PSI each. The facility will continue to be

monitored by the area for environmental impacts from weeds etc. as well as monitoring the blanket

pressure on the above mentioned lines for integrity reasons.

1.10 Customer owned facilities- Station Overview

AB43 is owned, operated and maintained by and as such any emergency in or

originating from the facility will be responsibility. Alliance Pipeline is sole

owner, operator and maintainer of the inter-connect and side valve facilities and as such, is fully

responsible for any emergency response within or originating from these facilities. In view of

Alliance Pipeline’s limited access and responsibility at this facility, it is anticipated that

will be fully responsible for any emergency response in the absence of the mutual aid

agreement.

AB50 is owned and operated by Alliance Pipeline supplies maintenance as

contract support for this facility and as such all emergency response within or originating from the

facility is responsibility of Alliance Pipeline is sole owner for the inter-connect

and side valve facilities and as such, fully responsible for any emergency response within or

originating from these facilities.

1.11 Waste Heat Facilities Overview

NRGreen Power’s waste heat facilities are operated by Alliance Pipeline. The cyclo-pentane and

thermal oil are closed loop systems. Leaks and low levels detected by our sensors will cause an

alarm to be sent to the HMI and Gas Control. In the unlikely event of an undetected leak, our

current site containment will prevent any liquids from exiting the site as the system is within our

site perimeter. The system is sloped towards our current drainage ditch which runs inside our fence.

This ditch directs all run-offs into the on-site retention pond. The on-site retention will contain the

entire volume of both the pentane and thermal oil systems.

This project will have cyclo-pentane gas monitors placed at strategic points where a cyclo-pentane

leak may occur. Should any of these monitors detect a leak; the system can shut down immediately.

Leak detection information will be monitored from both the compressor station as well as Gas

Control in Calgary. The waste heat system can be shut down manually on site or remotely by an

operator or Gas Control, if required. The EPZ for waste heat is 800 m.

1.12 Fort Saskatchewan Meter Station Overview

The Ft Saskatchewan facility receives natural gas liquid products from various producers in the Ft

Saskatchewan area. The product arrives via 4 different interconnecting pipelines and it is either

compressed or diverted into a common header, which connects into the Ft Saskatchewan lateral

pipeline (10 inch), taking it into the Alliance mainline.

1. AB52 received liquid product from The product is metered on site

and diverted into the common header and enters the Ft Saskatchewan lateral.

2. AB53 is an offsite metering facility and the liquid product arrives into the Ft.

Saskatchewan facility from ). It then passes through a pigging

receipt skid and into the Ft Saskatchewan lateral.

3. AB55 received product from either

This product is further compressed by Pumps 300 and 350 at the AB55 site,

then metered and diverted into the Ft Saskatchewan lateral.

A release of High Vapour Pressure Liquid (HVP) can be a very dangerous situation. The vapor

“plume” often looks like a thin fog with a slight “propane” smell. The vapor is heavier than air and

can follow ditches or trenches for hundreds of meters to an ignition source. With the prevailing

west winds at this site a plume would most likely flow to the main access road.

It is important to note that a large percentage of massive pipeline releases ignite simply from the

energy of the initial release event. If it does not ignite immediately, an ignition source (e.g., a

vehicle) within the area between the upper and lower flammable limits of the gas has a very good

probability of igniting the cloud.

It is recommended that, during the time of a breach, individuals at the Fort Saskatchewan Meter

Station egress the site or, if not able to do so, to seek shelter. Additionally, if an operator was

1.16 Edmonton Area Pipeline and Utility Operators Committee (EAPUOC)

Alliance is not a member of any mutual aid groups in the Alberta Mainline area, but is a member of

EAPUOC. The primary rationale for Alliance’s association with EAPUOC is to develop and

maintain industry contacts. EAPUOC has an IVR (Interactive Voice Response) system—a web-

based “fan-out” system that member companies can use to distribute messages to each other,

ranging from operations messages (e.g., work in the Edmonton area that might result in odor

complaints) to actual emergencies.

1.21.2 If you are trapped by fire or smoke:

Close your door and leave it unlocked for the Fire Department.

Dial 911 and tell them the building address and your exact location. Listen for

instructions conveyed by the 911 Operator.

Seal cracks around the door with fabric or wide tape.

If smoke enters, move to the most protected area and crouch low. Wave a brightly

coloured object or sheet of paper in the window.

1.21.3 Evacuation

Gather essential belongings and put on good walking shoes (if available). Do not go

back to your office to retrieve any articles. Ensure that the log book is taken.

Check all areas—washrooms, storage area, shops, warehouse, offices, meeting

rooms—for persons and suspicious items, and close all doors behind you. Note: If you

cannot access the room, knock loudly and declare that a floor evacuation has been

initiated.

Walk outside our front door to the northeast corner of the chain link fence, near the

Canada Post super mailbox (muster point) and account for Employee-Partners,

contractors, and visitors.

1.22 Site Evacuation

Each compressor station has a unique document detailing site evacuation procedures and

information about evacuation routes, muster points, and the location of emergency response

equipment (first aid kits, fire extinguishers, etc.).

For Whitecourt Compressor Station, refer to HSE-MANL-0018.

For Morinville Compressor Station, refer to HSE-MANL-0011.

For Irma Compressor Station, refer to HSE-MANL-0007.

For each hard copy of the Emergency Response Plan located in the Alberta Mainline Area, please

include a hard copy of the most up-to-date version of HSE-MANL-0011, HSE-MANL-0007 and

HSE-MANL-0018.
