At first sight, the numbering scheme for TSs and TRs may appear chaotic. But … it is organized chaos.

Spec numbers are not allocated on a per-TSG basis or on a per-WG basis, but on a functional basis.

Of course, particular WGs are responsible for particular functional areas of the system, so it is possible to have a reasonable guess at the group to whom a given Spec belongs on the basis of its number.

commonality.

In some series, almost all available numbers had been exhausted.

So in the 3GPP numbering scheme, the range was increased from two digits after the dot to three:

02.xx → 22.xxx

So, for example, an old GSM R98 spec

02.16 “International Mobile Station Equipment Identities (IMEI)”

became, in R99, the common GSM and UMTS

22.016 “International Mobile Station Equipment Identities (IMEI)”

and 02.16 does not exist in R99 and beyond.

divided, in R99, into separate GSM and UMTS specs

and both exist in R99.

Prior to R99, the Release of a spec could be determined simply by looking at its version number:• 3.x.x = Phase 1• 4.x.x = Phase 2• 5.x.x = Phase 2+ R96• 6.x.x = Phase 2+ R97• 7.x.x = Phase 2+ R98• 8.x.x = Phase 2+ R99

But in R99 GSM systems were composed of some old, single-purpose, specs such as03.71 version 8.x.xand some new, dual-purpose, specs such as22.016 version 3.x.x

This made it difficult for outsiders without knowledge of this history to comprehend !

And, to align with the new UMTS spec number format, an extra digit was added after the dot:

05.xx → 45.0xx

So, for example, an old GSM R99 spec

05.04 “Modulation”

became, in Rel-4, the (GSM-specific)

45.004 “Modulation”

and 05.04 does not exist in Rel-4 and beyond.

This allowed harmonization of the version numbers:

05.04 “Modulation” version 8.x.x = R99

became

45.004 “Modulation” version 4.x.x = Rel-4

In Rel-4 (and beyond), all specs have a common version first digit:

45.004 version 4.x.x 22.016 version 4.x.x

… and this is why it is called “Release 4” !
