Administration.

Historic PerspectiveThe history of the Republic of Korea is understood as the story of continuing

development. A model for advancement on a new dimension is required to carry on the legacy of historic progress, including the founding of the nation, industrialization and democratization.

Drastic Changes in CivilizationA proactive and responsive attitude is required to meet the complicated

challenges stemming from drastic developments in civilization, including globalization, the advent of an age of knowledge and information, global warming, diversification of international relations and the spread of universal values.

Demands of the PeopleThe Korean public is demanding economic revitalization and national unity. It is

necessary to nurture new growth engines, revive the economy to benefit ordinary people and overcome ideological and regional rifts.

This is the long-term national vision that Korea should pursue to

live up to the spirit of the times. The goal is to make a country

that is respected globally through the advancement of the

economy and the enhancement of the quality of life as well as

by meeting and helping to raise international standards.

Creative pragmatism emphasizes substantive results,

promotes realistic approaches to problem-solving, forges

new objectives and ways to implement them, ensures a

01. Government Policy Goal

Establishment of a New Development Framework

The Government policy goals on the left column of the

diagram are to be implemented by the Lee Myung-bak

Administration within the next five years in order to realize the

vision for the nation. The goals are aimed at establishing a

framework for advancement on a new dimension building on

the industrialization of recent decades.

02. 100 Policy Tasks of the Lee Myung- bak Adminstration

These goals are the basis for the new development framework.

The 100 policy tasks come under 20 policy strategies aimed at achieving the government's vision for economic growth. To implement the 100 policy tasks, the government also set forth about 900 detailed action plans.

The policy tasks include key policy goals highlighted in each government agency's policy programs, President Lee Myung-bak's speech at the opening ceremony of the 18th National Assembly, his speech marking the anniversary of national liberation on Aug. 15, 2008, and the remarks he made at a town hall meeting broadcast on KBS TV in September the same year. 

Government agencies will implement policy tasks assigned to them, while checking their progress in real time via the government's online "policy task management system." Each government agency will check its own implementation of tasks every month. The Office of the Prime Minister will prepare implementation updates to present to a "national policy task review council" each quarter.

In the future, the government will revise the list of policy tasks every year according to changing environments at home and abroad, making new additions and checking if the completed tasks have achieved desired goals.

In combating the latest global financial turmoil stemming from the United State's sub-prime mortgage crisis, the administration is working out comprehensive plans, including tax cuts, greater spending, deregulation, and interest rate cuts, as well as liquidity supply.

In order to prevent the worldwide financial crisis from causing the domestic economy to slump and a vicious economic cycle to occur, the Lee Administration is doing its best under an emergency management system.

If the blueprint for new growth engines is successfully implemented, the value added will amount to 700 trillion won by 2018, exports from new growth engines will increase 18 percent annually on average, and about 3.5 million new jobs will be created over the next decade.

categories: green technology

industries, state-of-the-art

fusion industries, and high

valued-added industries.

Firstly, what comes to mind when you hear or see the phrase "low carbon, green growth" on TV or in a newspaper? You may think this is some kind of environmental campaign. That is right, but some may not know the exact meaning of the term, or why low carbon is related to economic growth.

To know the background, we first need to begin with the term "low carbon." Today, the whole earth is facing the issue of global warming and climate change. Global warming is caused by carbon emissions from human economic activities. Therefore, low carbon means lowering the emissions of carbon dioxide and monoxide which cause global warming, so low carbon also means lowering the consumption of fossil fuels like petroleum or coal. To do so, we need to change our lifestyles and improve energy efficiency. Ultimately, we need to develop new energy sources that can be an alternative to fossil fuels.

To reduce carbon emissions, we need investment to upgrade energy efficiency and develop alternative sources of energy. Such investment can offer opportunities to establish businesses in new industries.

If more firms upgrade the energy efficiency of their facilities or equipments that use fossil fuels, in order to reduce emissions, this can lead to the growth of a new industry that develops energy-efficient facilities. Also, if more companies use alternatives to fossil fuels as energy sources, industries that provide facilities for alternative energy will prosper. Such new businesses are dubbed part of the "Green industry" since they are intended to protect the environment and avoid pollution of the earth. This green industry can further lead to economic growth, which is then called "green growth.“

Reflecting the significance of green industry development, in August 2008 President Lee Myung-bak put forward "Low Carbon, Green Growth" as the core of Korea's new vision in order to better cope with the energy shortage caused by recent high oil prices, and create new growth engines and jobs involving green technology and clean energy.

As development of green industry requires the creation of related technology, the Korean government is doing its utmost to coordinate efforts by launching nationwide campaigns and providing support and setting up relevant policies in developing information and communications technology, biotechnology, nanotechnology and cultural technology.

In February, 2009, the Lee Myung-bak administration launched Presidential Committee on Green Growth. The committee is to carry out tasks implementing the national vision for "low carbon, green growth".

The Korean government plans to invest 6.3 trillion won into the 17 growth engines over the next four years and make the country one of the four biggest green car manufacturing nations by 2013.
