Management Summary
Corporate Profile
Manufacturing/Processing is the most highly represented business classification in this study. The following is a breakdown of respondents’ company business classifications:
Almost half of these companies are international (49%). Large companies are more likely to be international. Almost 2 in 3 (64%) companies with over 5000 employees are international while only 4 in 10 (40%) companies with fewer than 500 employees are international.
The average annual sales for all companies involved in this study is $63.6 million.
Just over one-third (35%) of the companies involved in this study employ less than 500 salaried workers. Just over another third (36%) employ 500-4999 employees, and just under one-third (29%) have 5000 or more salaried employees.

Almost 7 in 8 (87%) companies have a formal relocation policy. Due to bigger budgets and more annual relocations, companies with 500 or more employees are more likely to have a formal relocation policy than are smaller companies.
The same is true for centralized relocation departments. Almost 8 in 10 (79%) medium/large companies feel that a centralized relocation department is a necessity while only 66% of small companies have centralized the administration of employee relocations within a single department. Most of these centralized relocation departments are responsible for the following:
- Controlling Household Goods Carrier Selection (79%)- Controlling Freight Carrier Selection (67%)
- Controlling Air Carrier Selection (59%)
About half (51%) of these departments also handle air travel via commercial airlines.
For more than half (53%) of these companies, the company is the sole selector of the carrier for the employee’s move.
For about 2 in 10 (17%), the company and the employee select the carrier together. A relocation firm selects the carrier 14% of the time, and the employee selects the carrier 12% of the time.

Decision Maker (Respondent) Profile
While most respondents (73%) work in Human Resources/Personnel, there were also a variety of respondents who completed this survey – from managers (24%) to relocation administrators (28%) to other unspecified positions (29%).
A little over half (58%) of decision makers read trade publications. The most popular publications are:
- Mobility (36%)- HR Magazine (21%)- Human Resource Executive (17%)
While 74% of those employees interviewed do not belong to any relocation-related associations, almost half (47%) of those at large companies belong to such associations.
Companies allocated more money for relocations in 2000 than they did in the previous year. A little more than eight in ten (81%) relocation decision makers say that their 2000 relocation budget either increased or stayed the same, with increases outnumbering decreases more than 2 to 1.

Transferee Profile
The most frequently transferred employee is in his/her thirties with an average age of 36 years.
An average of 179 employees were transferred in 2000. Larger companies drive this number with an average of 386 employees being transferred in 2000. The following is the makeup of those employees transferred in 2000:
- 20% women (Despite societal advances, husbands are less likely to follow wives, hence fewer relocations among women)
- 52% had trailing spouses
A little more than half of respondents (54%) feel that relocation will stay the same in 2001. 23% anticipate an increase and 23% feel that there will be a decrease in the number of relocations in 2001.
Only 31% of respondents feel that external factors had a significant impact on the number of employee transfers in 2000. These people feel that the following external factors had an impact:
- Economic Conditions (85%)- Lack of Qualified People Locally (53%)

In contrast to external factors, more than half (54%) of respondents feel that internal factors had a significant impact on the number of employee transfers in 2000. Internal factors were especially likely to impact larger companies. The following internal conditions are significant:
- Promotions/Resignations (72%)- Growth of Company (63%)- Corporate Reorganization (52%)
Companies vary on the amount of time they allow employees to decide on whether to accept a relocation offer. Some employees (24%) have only one week or less to accept an offer, while others (28%) have a month or more to decide. Larger companies (those with 500 or more salaried employees) usually allow the employee more time to accept a relocation offer.
The majority of companies allow the hiring of spouses of current employees (88%). The smaller the company the less likely it is to hire a spouse.

Policy Administration
More than half (53%) of all companies outsource relocation services. Fewer than one-third (32%) of small companies outsource, while more than three-fourths (77%) of large companies outsource some or all relocation services.
Of those companies who do outsource, the services that are most likely to be outsourced are:
- Real estate (88%) - Household goods transportation (74%)- Counseling (60%)
Only 41% of decision makers say that the Internet is used for relocation-related matters. Those who do use the Internet use it for a variety of purposes:
- To communicate via e-mail with relocating employees (88%)- To research relocation-related matters (77%) - For matters unrelated to relocation (63%)
On average, employees are allowed 4.7 expense-paid house-hunting days. Spouses are allowed to accompany the employee on 1.6 expense-paid house-hunting trips.

The following are companies’ methods of reimbursement of moving expenses:
If an employee decides to buy a home in the new location, companies will cover a variety of moving expenses:
- 81% pay to pack all items - 71% pay to move an automobile- 68% pay to move exercise equipment- 66% pay to carry items down from the attic- 61% pay to move recreation and lawn equipment
If an employee decides to rent, companies cover the following:

Relocation Services
Only 34% of companies assist an employee’s spouse/partner in finding employment in the new location. These companies help in the following ways:
- 42% assist the spouse/partner in finding a job outside of the company- 35% pay job finder’s fees- 16% assist the spouse/partner in finding a job within the company- 7% pay the spouse/partner's salary until hired
On average, only 8% of employees employed by companies who offer spouse/parner employment assistance, took advantage of it in 2000.
Only 1 in 10 (10%) companies provide elder care assistance to the transferee. Assistance provided by these companies includes:
- Provides a list of nursing homes (68%)- Moves the elderly relative who does not live with the transferee (32%)- Moves the elderly relative who will live with the transferee in the new location (16%)- Allows the transferee to use pre-tax dollars for outside care (16%)- Reimburses for outside care (5%)
One in four (25%) respondents believe that an employee’s willingness to relocate is never affected by his/her spouse’s employment status. Half (50%) believe that employee’s willingness to relocate is seldom affected. 16% say an employee’s spouse’s employment status frequently affects his/her relocation decision, 9% say it almost always does.

Most (78%) respondents say that declining the opportunity to relocate does not hinder an employee’s career.
Just over 7 in 10 (71%) respondents feel that the number of employees who declined relocation offers did not change between 1999 and 2000. More than 1 in 10 (12%) say that the number of employees declining relocation offers in 2000 decreased.
Half of all companies reported at least one employee who was asked to relocate in 2000 declined the opportunity. Reasons given were:
- Family ties (81%) - Personal reasons (73%)- No desire to move (67%)
The average number of relocation carriers companies have contractual agreements with is 2.6.

A little more than 6 in 10 (62%) respondents say that their company does have preferred contract carriers.
A total of the 38% of companies included in the survey outsourced services to a relocation service or brokerage firm in 2000 which is an increase from 1999. The services most often provided by these firms were:
- Real estate sale/purchase (90%)- Contract of household goods moving company (78%)- Orientation tours in the new location (69%)
The most important attributes when selecting a contract carrier are:
- Service (95%) - Reputation (75%)- Price (75%) - Claims processing (68%)
When evaluating a carrier, 96% say that the most important attribute is service, 84% say on-time delivery, 80% say price, 73% say employee feedback, and 71% say claims processing.
From the employee’s perspective, the most important aspects of a move are:
- Claims processing (82%) - Origin Agent (70%)- Packer (78%) - Driver (68%)
Just under 2 in 10 (18%) companies use electronic transfer of funds to their contract carrier, 15% use on-line registration access with their carrier, and 12% use on-line access with their carrier for shipment records/history.

Geography
Just under 6 out of 7 (85%) companies relocated employees to the United States in 2000, while only 17% of employees were relocated to Canada, and 13% to Mexico.
When choosing a cross-border carrier, most respondents (96%) say that service is most important, followed by scheduling (80%), price (77%), and reputation (73%).

International
Among companies that did relocate employees internationally, relocations to and from the United States dominated international relocations, with foreign relocations from the U.S. being more common than U.S. relocations from abroad (27% vs. 18%). Relocations between two foreign countries were the least common (4%).
Eight in ten (80%) offer additional leave time that includes travel and at least one visit to the United States or Canada to internationally relocated employees, 77% offer additional tax considerations, and 71% offer additional leave time. Two in three (67%) offer increased allowances for permanent storage, and 54% offer allowances for children to attend certain schools.
Two in three (67%) companies have never used the electronic data interchange (EDI) interface capabilities on international shipments. EDI is seldom used by a little over 1 in 7 (15%) companies.
Almost three-fourths of companies (73%) offer no assistance to internationally transferred employees’ spouses/partners in finding employment in the new location. Of those companies who do offer this assistance, an average of 46% of internationally relocated employees in 2000 took advantage of this.
Fewer than 3 in 10 (29%) international relocations were declined or failed in 2000. Half of these failed for lack of adaptability by the employee. Another 10% failed due to lack of adaptability by the spouse/partner, and 1 in 10 failed due to lack of spouse/partner assistance.
