Recurring Amateur Radio Nets Amateur radio operators are encouraged to participate in the Coastal CERT Nets, held the second and fourth Thursdays of
each month at 7:00 PM. We start on the Del Mar repeater 446.880 – (114.8 PL) and then move over to 146.550 (simplex).

CERT PICNIC
Things are really shaping up nicely for next month’s extravaganza! Since this event qualifies as a “more the merrier” type
event, we are hoping to see a park filled with CERT folks. You have a spouse? Bring them along! Kids? Bring them too!
All we need YOU to do besides show up is to R.S.V.P. to newsletter@enccert.org! We want to be sure we have enough
food for everyone!
The picnic will begin at noon. There will be plenty of food and water. Please no alcoholic beverages, and per city
ordinance, no glass containers allowed. Don’t forget that there is a refresher class at 9a.m. that morning as well.

ANOTHER SUCCESSFUL SPRING ACADEMY!
We had a great turn out for this latest academy! 20 new team members for the coastal CERT groups (Quad-Cities?) New
blood, ideas and … just more team members! Thanks to the instructors Engineer/Firefighter/Paramedic Troy Duncan
(RSF-FD), Captain Josh Gordon (EFD), Firefighter/Paramedic Charles Mead (SBFD) and of course Arnie Lewin. Let’s
hope these guys never lose their enthusiasm for teaching new recruits how to become effective team members. Some of
these folks will be part of our neighboring CERT groups, but we all need to keep bringing in more people. Not only is
there strength in numbers, but for us there is increased capability as well!

FLOWER FIELDS AT CARLSBAD RANCH
The Flower Fields feature 50 acres of Giant Tecolote Ranunculus that are in bloom for six to eight weeks each year. In
addition, there are new walking paths, a new picnic area, and you can get tips on gardening and composting while you’re
there. The Flower Fields have been around now for more than 60 years, but you only have May 13th to enjoy them this

EARTHQUAKE EARLY WARNING SYSTEM
The California Office of Emergency Services (Cal OES) has been working with both governmental and non-governmental
organizations to bring earthquake early warning to California. Millions of dollars have been spent to install or upgrade
hundreds of sensors throughout the state that will be capable of transmitting real-time data. The system could be
functional as early as 2020.
Cal OES believes it may be possible to provide up to a 90 second warning for earthquakes depending on various factors.

For those of you lucky enough to be attending the county drill don’t forget to mark your calendar! Also, the newsletter
staff has a favor to ask. We would love it if someone could provide us with a first-hand report on how it went or anything

VISTA STRAWBERRY FESTIVAL
The Vista Strawberry Festival is the only festival in San Diego County that celebrates all the joys and pleasures of the
Strawberry. Vista was once the "Strawberry Capital of the World" and still boasts many strawberry fields. Enjoy the
celebration of the 'berry. There will be over 300 vendors, athletic competitions, pie eating, costumes, carnival rides,
music, food, and much more together in Historic Downtown Vista. It’s FREE!

SPRING STREET FAIR
Well the Spring Street Fair was a massive success! The number of people that stopped by our booth was nothing short of
amazing. We signed up 25 people for the next Are You Ready presentation and we signed up over 70 people for the
CERT academy. Some of the “draftees” were from the surrounding cities (Solana Beach, Del Mar, Carlsbad, etc.) but all
will be welcome additions to their local CERT chapters.
We educated people about preparedness (as we always do) and conducted an interactive sidewalk CPR demonstration that
will hopefully inspire folks to take a class. A BIG thank you to all our volunteers! You helped make this year’s street fair
what is was, OUTSTANDING!! Thanks to George Schneider of Solana Beach CERT for volunteering and bringing his
knowledge and positive attitude! Special thanks to our Event Coordinator, Brie Cardosa for doing a wonderful job with all
details that made this year’s Encinitas Spring Street Fair the best anyone can remember!

REMINDER OF THE MONTH
ADDITIONAL TRAINING FOR CERTS*
After completing initial CERT training, many CERT members seek to expand and improve their skills – through
continuing CERT modules offered locally, courses offered through the American Red Cross, or programs from other
sources. Some CERT members have sought additional training opportunities in:
• Advanced first aid
• Animal issues in disasters
• Automated External Defibrillator (AED) use
• Community relations
• CPR skills
• Debris removal
• Donations management
• Shelter management
• Special needs concerns
• Traffic and crowd control
• Utilities control
There are also Independent Study (IS) courses available online from the Federal Emergency Management Agency
(FEMA) that will (be) of interest to CERT members. Some of these include:
• IS-100a Introduction to Incident Command System
• IS -200a ICS for Single Resources and Initial Action Incidents
• IS-700a National Incident Management System (NIMS), An Introduction
• IS-800b National Response Framework, An Introduction
