► The Government of Uttarakhand has laid huge emphasis on business facilitation by creating an
enabling environment for industries to set up and start their operations in the State
► The State government houses a dedicated ‘Investment Promotion & Facilitation Centre
(IPFC)’ which acts as a centralized one-stop-shop for the investors / businesses and provides
complete handholding support in a structured, focused and comprehensive manner. IPFC
focuses on investment promotion, facilitation, direct engagement and consultation with investors /
stakeholders and ensures investment realization and sustainable industrialization in the state
► ‘Uttarakhand Right to Service Act, 2011’ & ‘The Uttarakhand Enterprises Single Window

USD*) in 2015 to INR 150, 000 Cr (21.11 bn USD*) in 2020)
➢ Alternate Therapy (Ayurveda treatments, Homeopathy, Unani etc) are expected to grow at
around 7%, while the fitness sector (which includes gyms and slimming centres) is expected to
grow by more than 18%. (2015 – 2020)
➢ India's medical tourism sector, estimated to be worth INR 21000 Cr. (3 bn USD*) in 2015, is
projected to grow to INR 50,000 Cr – INR 64000 Cr. (7-9 bn USD*) by 2020.
➢ India is the second largest exporter of Ayurveda and alternative medicine in the World, with
its biggest markets being Western Europe, Russia, USA, Kazakhstan, UAE, Nepal, Ukraine,
Japan, Philippines and Kenya.

➢ The country has developed vast AYUSH infrastructure comprising of 686,319 registered

The word Ayurveda derived from AYU and VEDA. AYU means life VEDA means
science or knowledge. Ayurveda means the science of life. Ayurveda believes that
positive health is the basis for attaining four cherished goals of life (chaturvidh
purushartha) viz., Dharma, Artha, Kama, Moksha.
According to a recent report by CII, The Indian Ayurveda market is poised to register
16% growth (CAGR) till 2025. At present, the size of the domestic market is INR
30,000 Cr ($ 4.4 billion), and Ayurveda’s market penetration is increasing in both rural
and urban areas. The report also conveys that 77 % of Indian households are using
Ayurvedic products as against 69% in 2015. The major chunk of the domestic
revenue(75%) comes from the sale of Ayurveda products whereas
services/consulting contribute only 25 per cent to the total business.
On the other hand, its massive popularity in the West is auguring a bright future of
Ayurveda on the global landscape. The industry whose total worth was $3.4 billion in
2015 is expected to reach $9.7 billion by 2022. Growing awareness among masses
about potential side effects of conventional treatments on various media platforms
has compelled them to switch to natural, safer, and holistic alternative, Ayurveda. The
future of Ayurveda is looking fabulous as more and more players are entering the
market with innovative products, quality packaging, and strategic marketing activities.

YOGA
Yoga can be defined as a means of uniting the individual spirit with the universal spirit
of God. According to Maharishi Patanjali, Yoga is the suppression of modifications of
the mind.
It was Swami Vivekananda who introduced yoga to the Western world. Though
initially yoga was considered mainly as a spiritual practice with rilegio - philosophical
underpinnings, by the 1980’s, it became popular as the system of physical exercise
across the Western world. But only one component of yoga - Hatha Yoga or the
physical practice of the postures (asanas) - was understood.
Ever since the UN recognised the importance of yoga through International Yoga Day
in 2014, thousands of yoga schools and academies have cropped up everywhere.
With over 170 countries supporting this proposal, little wonder that the estimated
value of yoga industry globally is at around US$80 billion.
Health and Wellness as an industry is proving to be one of the major contributors in
boosting the economy. Yoga today, is viewed as an avenue for holistic business.
Positions have opened up for the roles of teachers, instructors, lecturers, professors,
private tutors and freelancers. With change in lifestyles & not limited to classes, yoga
related products have witnessed a big jump in demand. Yoga clothes, props such as
bricks, ropes, wheels, hammocks for aerial yoga, chanting beads, yoga mats, books
and more have also gained popularity.

NATUROPATHY
Naturopathy is a system of man building in harmony with the constructive principles
of Nature on physical, mental, moral and spiritual planes of living. It has great health
promotive, disease preventive and curative as well as restorative potential.
According to the manifesto of British Naturopathic Association, "Naturopathy is a
system of treatment which recognizes the existence of the vital curative force within
the body." It therefore, advocates aiding human system to remove the cause of
disease i.e. toxins by expelling the unwanted and unused matters from human body
for curing diseases
The common naturopathy modalities include counselling, diet and fasting therapy,
mud theory, hydrotherapy, massage therapy, acupressure, acupuncture, magnet
therapy and yoga therapy. Naturopathy believes that entire universe is composed of
five basic elements Panchamahabhutas viz. Eather (akasha), Air (vayu), Fire (Agni),
water (jala) and Earth (prithvi) and so is the human body
In the Western countries, At present only six fields are educationally accredited, they
are osteopathy, chiropractic, acupressure, massage, naturopathy & homeopathy.

UNANI
Unani is the science of which we learn the various states of body, in health and when
not in health, and the means by which health is likely to be lost and, when lost, is
likely to be restored.
The Unani system of medicine has passed through many countries, getting enriched
along the way, before introduced in India around the 8th Century. Since its
introduction in India, many centuries back, India’s contribution to the further
development of the Unani System of medicine has been globally recognized.
Today the country has adequately growing infrastructure of academic, research &
healthcare institutions of Unani System of Medicine. In the area of public healthcare,
a large network of Unani hospital & dispensaries is functioning across the country,
predominantly through Central & State Government Initiatives.

SIDDHA
Siddha system is one of the oldest systems of medicine in India . The term Siddha
means achievements and Siddhars were saintly persons who achieved results in
medicine. Eighteen Siddhars were said to have contributed towards the development
of this medical system. Siddha literature is in Tamil and it is practised largely in Tamil
speaking part of India and abroad. The Siddha System is largely therapeutic in
nature. The uniqueness of Siddha System is evident by its continuous service to the
humanity for more than 5000 years in combating diseases and also in maintaining its
physical, mental and moral health while many of its contemporaries had become
extinct long ago.
There has been a resurgence of traditional medical systems the world over, based on
the holistic nature of their approach to healing. The efficacy of indigenous systems
has been proved in various contexts. They tend to use locally available, cost effective
materials for treatment. Hence, the Siddha system which also has strong cultural and
historical bonds with the people

HOMEOPATHY
The word ‘Homoeopathy’ is derived from two Greek words, Homois meaning similar
and pathos meaning suffering. Homoeopathy simply means treating diseases with
remedies, prescribed in minute doses, which are capable of producing symptoms
similar to the disease when taken by healthy people.
During the last 60 years, Homeopathy has been successfully institutionalized in India.
Government encouraged reasonable infrastructure in the form of education
institutors, research facilities, drug development and quality standards and hospital /
dispensaries. Homeopathy is said to be practiced in over 100 countries around the
world and is said to be largest amongst the CAM therapies grouped by World Health
Organization. The system has unique strength in the curative, preventive and
promotive care and is based on strong medical philosophy of vitalism.
Homeopathy gained a massive following in United States and in American continent
during the late 19th century. In 1844, the American Institute of Homeopathy was
formed, becoming the first national medical organization in the United States.
India leads in terms of number of people using homeopathy, with 100 million people
depending solely on homeopathy for their medical care. There are over 200,000
registered homeopathic doctors currently, with approximately 12,000 more being
added every year.

► Govt of Uttarakhand would strive to upgrade the existing infrastructure facilities and develop new
infrastructures. The AYUSH infrastructure refers to the Hospitals, Specialty Hospitals and
Dispensaries
► The infrastructure facilities in existing Government Ayurveda Hospitals, Government aided
dispensaries would be upgraded to National Accreditation Board for Hospitals & Healthcare
Providers (NABH) standards to improve the quality services and augment the patient load. The
Govt of Uttarakhand shall also make efforts to introduce the Uttarakhand Accreditation Standards
for Health Care (UASH) for AYUSH systems
► The feasibility of starting Siddha and Naturopathy Hospital in the State would be assessed and
developed in a phased manner. Based on the patient load, the dispensaries and hospitals would
be upgraded to the next level
► Under the Ayushman Bharat Yojana, the wellness centres shall be identified
► Special Outpatient Department OPD would be introduced based on the study conducted on the
disease surveillance in the particular local body
► AYUSH health care centers would be introduced under government and public sector institutions
in places of public interest

AYUSH Programmes
► Government shall intervene to enhance or develop AYUSH Health Programmes focusing on
Public Health Care, Tribal Health Care, Palliative Care, Cancer Care, Maternity Care, Child
Care, Geriatric Care, Sports Care, Communicable and Non-communicable Diseases and
Lifestyle Management. Sufficient funds would be earmarked for including AYUSH programmes
in health policies and programmes introduced under local bodies within the allocated budget
► Public Health Care - Service of AYUSH doctors would be utilized in various aspects of Public
Health Service Delivery and various National Disease Control Programmes. The community-
based AYUSH interventions would be initiated for preventive and curative healthcare and it would
be linked with the local self help groups.
► Tribal Health Care – The tribal health care programme can be propagated to nearly 3 lakhs tribal
which constitutes about 3% of the Uttarakhand population (based on Census 2011). There are
five notified scheduled tribes in the state, namely Tharu (found in Udham Singh Nagar, Pauri and
Hardwar), Jaunsari (Dehradun, Uttakarshi and Tehri), Buksa (Dehradun, Nanital, Udham Singh
Nagar and Hardwar), Bhotia (Almora, Chamoli, Pithoragarh, Bageshwar and Uttakarshi) and Raji
(Pithoragarh and Champawath). Necessary steps would be taken to provide AYUSH health care
to the tribal population by distributing AYUSH medical kits through local self help groups and tribal
promoters.
► Palliative Care - As the treatment concept of each system of AYUSH encompasses curative,
preventive and supportive therapies, the palliative care programme would be extended across the
state by ensuring the participation of the local bodies
► Cancer Care - State level propagation programme for cancer awareness, early detection,
prevention and treatment would be conducted based on the strengths of each system of AYUSH.
Awareness programme on Ayurveda diet regime, Yoga practices and Naturopathic life style would
be introduced for the prevention of Cancer. AYUSH Cancer Treatment Centre would be started
and an integrated protocol for management of cancer would be developed.
► Maternity Care - AYUSH Maternity Awareness Program would be conducted to provide holistic
care to the expectant mothers in promoting natural birthing, benefits of pre-natal and post natal
care and counseling on natural diet and lifestyle through yoga & naturopathy.
► Child Care - Pediatric Healthcare Programmes would be introduced which would include
distribution of child health care kit and awareness programmes aimed at developing healthy
lifestyle.
► Geriatric Care - Special programmes would be introduced for the management of old age
problems based on the strengths of each AYUSH systems through dispensaries and hospitals.
► Sports Care – Siddha Varma Therapy would be introduced for treating sports injuries considering
the Siddha treatment scope in healing injuries to the energy points in the body. The modalities of
Yoga & Naturopathy would be explored in National Sports Institutes.
► Communicable Diseases - An integrated AYUSH programme would be launched for the
effective control, prevention and management of communicable diseases by introducing AYUSH
regional communicable disease prevention programme where recurrent communicable disease
outbreaks are noted.

► Non-Communicable Diseases - Separate program for prevention of lifestyle diseases would be
conducted by integrating the role of each systems of AYUSH in all districts. Yoga & Naturopathy
clinics would be integrated with the existing AYUSH hospitals and clinics for management of non
communicable diseases
► Lifestyle Management - The state government would facilitate in conducting an integrated
programme on lifestyle diseases management and prevention though public health activities.
Various programmes like the ‘Ayushmabhava’ the state-level programmme to treat the lifestyle
diseases shall be introduced to all AYUSH Hospitals and the knowledge of ‘Science Of Healthy
Living’ shall be propagated to the public domain. De-addiction specialty clinic would be
introduced by leveraging the strengths of Ayurveda and Homoeopathy. A joint AYUSH Fertility
Centre and Intervention Programme would be launched to reduce the causes for high incidence
of infertility
AYUSH Education
► Strong focus would be given on AYUSH in Medical Education, School Education and Paramedical
Education
► Medical Education – Government of Uttarakhand shall establish AYUSH University by
upgrading the existing Faculty in Uttarakhand Ayurved University (UAU) in Dehradun to
enhance the quality of AYUSH education in the state. Different streams of AYUSH Medical
Colleges with UG, PG and PhD Programmes would be augmented based on the feasibility study
and post graduate, post graduate diploma courses and doctoral programme in all recognized
disciplines to promote specialty health care. Feasibility of starting an All India Institute of
different AYUSH System and thereby the Centre of Excellence under Central Govt. Schemes
would be assessed based on the needs.
► School Education - AYUSH subjects including yoga would be incorporated in various levels of
school syllabi.
► Paramedical Education - The diploma and degree programme in pharmacy, panchkarma
therapy, AYUSH nursing and other specialized courses in AYUSH would be strengthened.
► Capacity Building - Efforts would be taken to update the practitioners and paramedics on new
research and scientific method of treatment and medicinal plants in all systems of medicine
through Continuous Medical Education (CME) programmes and reorientation programmes.
Key institutions with national and international collaboration would be developed for giving proper
training to practitioners, educationalist, researchers and students from different systems of
medicines.
► Certification Course in all streams of AYUSH, Wellness and others shall be introduced for
accreditation.

Research
► Academic Research – The department had sanctioned Charak International Research
Institute of AYUSH to be setup in Kotdwar (District – Pauri, Garhwal) which will act as
meaningful interface between the research institution, academy and industry to translate research
outcomes for public use and to bridge the knowledge gaps.
► Clinical Research - Grant would be provided for research projects focusing on the efficacy of
AYUSH system in public health care programme.
► Drug Research - An inter-disciplinary research centre with international standards would be
established to scientifically revalidate the classical products and development of new products.
The above Charak International Research Institute of AYUSH shall include the Drug
Research.
► Extra Mural Research - Extra Mural Research Projects on AYUSH would be developed aimed at
developing the opportunity for scientific scrutiny of AYUSH system for the benefit of users,
researchers, practitioners, industries & common people at large.
Drugs
► Raw Materials - Medicinal Plant nurseries would be established in all AYUSH educational
institutions & hospitals with necessary assistance from the. Steps would be taken to grow herbal
garden and to cultivate sufficient medicinal plants in public premises. Govt of Uttarakhand would
initiate activities with the assistance from Herbal Research and Development Institute (HRDI),
Local Bodies, Forest and Wildlife Department and State and Central Medicinal Plant Boards to
protect the endangered medicinal flora and fauna. Subsidies would be provided for the cultivation
of rare medicinal plants and herbs as per the guidelines of National AYUSH Mission. Forward
linkages shall be adopted to motivate the farmers to cultivate the medicinal crops.
► Drug Manufacturing – The existing Rishikul State Ayurvedic Pharmacy in Haridwar shall be
strengthened in terms of infrastructure, equipments and manpower. The self sustaining model
shall be adopted to the Rishikul State Ayurvedic Pharmacy for in-house and market supply.
Measures would be taken to include more GMP certified Ayruveda & Unani drug manufacturing
unit to ensure uninterrupted supply of drugs with the aim of providing high quality medicaments to
the public health initiatives in the state.
► Quality Assurances & Control - A stringent monitoring mechanism for licensing of the raw
material dealers would be adopted to ensure the quality of raw materials. Govt of Uttarakhand
would strengthen the existing Govt Drug Testing Laboratory with necessary manpower and
testing facilities.
Investment in AYUSH & Wellness Tourism
► Government of Uttarakhand shall take concerted efforts to attract private investment and
augment private sector projects in AYUSH which is one of the focus sectors. Activities like
development / upgradation of AYUSH healthcare infrastructure, AYUSH wellness tourism and
AYUSH drug manufacturing shall be carried out through the private investment as per the eligible
schemes laid out by the Central and State Government.

Wellness is the key sector which is replacing the medicine sector all over the world. People are
preferring Better Health over Better treatment. However, modern system of medicine is unable to
contribute in better health till date. Whole world is seeking ways to attain a healthy life avoiding the
modern allopathic system of medicine and India is their biggest hope because of Ayurveda, Yoga,
Meditation and Naturopathy.
Sector potential
More than 20 million domestic and 0.1 million foreign tourist visits every year in Uttarakhand.
Uttarakhand’s tourism industry, having a turnover of nearly 13.98 billion INR (200 Million USD
approx.) contributes 1.5% to the India’s economy and there is a huge potential waiting to be utilized
in wellness sector. Rishikesh, a serene place located at the banks of holy River Ganges is already
popular as YOGA capital of the world.

network and major towns i.e. Dehradun, Haldwani and Pithoragarh have air and rail connectivity

5. Process: Uttarakhand Govt has developed an online single window system to facilitate investors.
An investment promotion Facilitation centre helps in all paper work and formalities. All clearances

Known as the “Bowl of Bivoltine silk in India” due to its high quality Bivoltine cocoons of
International grade
Uttarakhand is the only state producing all four kinds of cocoon viz Mulberry, Oak tasar, Muga
and Ericulture.
All climatic condition of the state is very suitable for silk sector with temperature and relative
moisture ranging from 4.5 degree census to 40.0 degree census and 26% to 95% in the state
respectively.

Support for Medicinal Plant Processing and Post-Harvest Management including Marketing
Market Promotion
The programmes for market promotion like media promotion,
participation in exhibitions, trade fairs, hiring display facilities are project
based but limited to INR 10 lakhs for each cluster will be eligible for
50% assistance under market promotion for the herbs/raw material
produced by the cluster.
Market Intelligence
The Action Plan may include collection, compilation and dissemination
of market intelligence to growers. Any other innovative activity relating
to market intelligence may also be supported under this component.
The assistance for this component will be project based.
Buy – Back
Interventions
The buy – back interventions in the form of buyer – seller meetings,
flexible and innovative marketing arrangements, Creation of revolving
fund at Cluster level for marketing of medicinal plants, and mobilization
assistance to SHGs, cooperatives, producer companies could be
provided under this component of the scheme
Market Infrastructure
Under this component herbal collection and retail outlets that are
proposed to be set up at the village level can be given assistance up to
INR 20 lakhs. The level of financial assistance for collection and retail
outlets through village bodies/SHGs/ Cooperatives will be INR 20 lakhs
and for State/District level collection and retail outlets upto a maximum
of INR 2 crores.
Assistance for Quality Testing, Certification and Insurance
Quality Testing
The growers will be entitled to 50% of the testing charges subject to a
maximum of INR 5000 if the herbs/medicinal plants are tested in
AYUSH/NABL accredited
Laboratories (may be proposed under flexible activities)
Certification
The certification (Organic and GAP certification) charges will be
admissible on a group basis to the limit of INR 5 lakhs for 50 hectares of
cultivation in groups/clusters
Crop InsuranceThis component seeks to provide assistance towards payment of 50%

There are 549 (544 Ayurvedic and 05 Unani) State Ayurvedic and Unani Clinics and also
the state houses two Government Medical Ayurvedic College Rishikul and Gurukul Kangdi
in Haridwar as campus of Ayurvedic University.
Also 206 AYUSH Wings are established in Allopathic hospitals, out of which 26 AYUSH
Wing are from the District Hospitals, and rest 180 AYUSH wings are operated from the
State Allopathic Dispensaries.
Additionally there are small setups include dispensaries of 5 & 15 bedded hospitals along
with Panchkarma Centres.
Under the National Health Mission (NHM), AYUSH Wing are being operated in 29
Community Health Centers and 154 Primary Health Centers, in which the amount of
medicine and decoration is provided by the National AYUSH Mission of the Department of
AYUSH, Government of India.
The Department of AYUSH is planning to promote the concept of AYUSH Gram (village) in
a big way to expand the healthcare interventions with the help of Indian streams of
medicines. These AYUSH gram in each district can be developed in PPP mode wherein
the land required will be provided by state Government and the concerned Private agency
will develop the AYUSH Gram and operate it.
