This document is an overview of Michigan Public Health Institute’s (MPHI) Learning Management System (LMS). The LMS tracks individual training progress, and allows for reporting. The following

First Time User?
Business RulesInternet Exploreris needed to access the LMS.
You need to have Javainstalled on your computer for the training courses to work properly. If you do not have it, go to www.java.com and click on the Free Java Download button.
CIVIL RIGHTS –New Staff Web Training Module
Access the site at https://learning.mihealth.org/SOLO/default.aspx
Click on the “First Time User” button.
Complete the five required fields, User Name, Password, First Name, Last Name, and Email.
Click “Register”. The
page will refresh, click on the “Close Window” button. Your User ID and Password will be immediately emailed to you.
From the LMS login screen, enter your User Name and Password.
CIVIL RIGHTS –Getting to the Web Training Module
Click the Go button. The page will refresh to the home page.
Click on the “My Learning Path” tab in the upper right hand corner. A list of all of the courses will display. You will have to click on the page numbers at the bottom of
the course name grid to advance to the page that lists the course you want.
Click on the course name hyperlink. A new window will open. Click on the “START ONLINE CLASS” button.
Click on the “GO TO ONLINE CLASS’ button.

Questions on how to conduct compliance investigations? ‐
Resources First responsibility in conducting an investigation is to attempt to contact the client involved in fraud case.
Must determine through an interview with the client whether the client intentionally committed fraud.
Client was read and understood WIC Client Agreement, etc.
Did the client have a true understanding that her actions constituted WIC fraud?
Conducting Investigations
When client cannot be located to interview, place an alert in the chart notifying staff not to issue new benefits until interview occurs.
If intent cannot be substantiated during an interview with the client, issue a Warning Letter along with Fair Hearing Flyer and copy of signed WIC Client Agreement.
Conducting Investigations
• Use client interview as opportunity to provide education regarding what constitutes WIC Fraud.
• Review and highlight the fraud language in the most recently signed WIC Client Agreement regarding use of WIC benefits.
• Educate client. If getting too much WIC food, package should be tailored, etc. Client is not entitled to these benefits
Educate the Client
Do Not send out a warning letter to the client until the interview has been conducted!Client may never come back to WIC and you won’t be able to complete an interview Vendor may be tipped off if a potential case of trafficking
Conducting Investigations
• If trafficking is suspected (EPPIC Records), do not contact the client. Notify State WIC office.
• When client is found guilty and sanctioned, children and infants may remain on program under a proxy not connected to the fraud case.
• If client is sanctioned and fined by a judge in a court setting (OIG sting), State staff will enter the complaint and monitor restitution payments

• When client is found guilty and required to pay restitution, payments are sent directly to the MDCH accounting division. L. A. WIC staff is not involved.
• MDCH Accounting Division address is in letter, informing client where payments are sent.
• Clients who do not pay their restitution are referred to the Treasury Department, Collections Division to garnish the payment at tax time.
Conducting Investigations
Online attempts to sell WIC benefits are exploding! Can respond to postings with a warning regarding selling WIC foods online. Example: “It is against the law to attempt to sell WIC Program benefits online”.
In the past two months, 21 of 26 cases involve a client who is attempting to sell WIC benefits
In Closing
• Keep your eyes and ears open regarding potential cases and keep State WIC staff informed of anything suspicious going on in your area.
• Some policy decisions regarding compliance still being made by State WIC Office. Watch for future updates.
• Compliance Monitoring is going to be ramped up by State WIC Division shortly. Watch for more to come on this.
