What is the State Plan?

• In order for a State to run a Vocational Rehabilitation Services program (as authorized under the Rehabilitation Act of 1973, as amended), the State must first develop a State Plan

• The State Plan demonstrates the State’s commitment to administer the Vocational Rehabilitation Program in compliance with federal statutory, regulatory and policy requirements.

What is the State Plan?

• The Plan also describes the planning and implementation activities related to providing Vocational Rehabilitation services in the State.

• The State Plan is a five year document fiscal years 2001-2006, that is amended on a yearly basis.  This year a new plan was not developed, the plan was extended another year – only the attachments required to be updated annually were changed this year.

What is included in the Plan?

• The State Plan consists of a basic preprint that identifies the Federal statutory and/or regulatory requirements under which the Agency administers the program, and specific attachments which provide further description of the State’s plans, policies and activities relating to certain assurances identified within the preprint document.

What is included in the Plan?

• This year’s amendments to the state plan consist of three specific attachments which are attached for your reference. – Summary of Input and Recommendations of the State

Rehabilitation Council; Response of the Designated State Unit; and Explanations for Rejection of Input or Recommendations: 4-02(c ) (required to be annually updated)

– Comprehensive System of Personnel Development: 4-11(B) (required to be annually updated)

– Assessments; Estimates; Goals and Priorities; Strategies; and Progress Reports: 4-12 (required to be annually updated)

SRC’s Role in the State Plan

• Section 105(c) talks about the functions of the Council. Included in this section is the following:– The Council shall… In partnership with the designated

state unit (DSU)

• Develop, agree to, and review State Goals and priorities in accordance w/section 101(1)(15)(c)

• Advise the DSU regarding the activities authorized under the title and assist in the preparation of the State plan & amendments to the plan, applications, reports, needs assessments, and evaluations required by this title
