…the City committed to “conduct a comprehensive study of commercial waste collection zones,” to determine “if there are substantial inefficiencies in the way waste is collected and if so, whether exclusive collection zones would reduce those inefficiencies and possibly create ancillary benefits such as improved recycling rates, working conditions, and wages.”1
