Urban Forestry as a Means of Fostering Economic Development and Environmental and Personal Health
in the Coal Regions of Kentucky and VirginiaCommunity Design Assistance Center
Virginia Tech11/7/13
CDAC- Introduction
▪ Outreach center in Virginia Tech’s College of Architecture and Urban studies
▪ Employs students to work with communities, neighborhood groups, and non-profit organizations to improve the natural and built environments through conceptual design and planning
▪ Healthy Living by Design: creating designs that take into consideration factors to help create healthy environments. This includes aspects such as the physical, psychological, and intellectual well-being of users as well as the health of the environment

CDAC- Process
Community Participation
Design Implementation
▪ CDAC involves community members in the design process
▪ Provides mechanism for partnering with and engaging underserved communities and results in community “buy in” to implement plans and strategies
▪ Conceptual designs often help communities be better prepared for grant applications and help leverage additional funding
Southern Foresters Grant
Mission:
To expand community planning/participation in developing conceptual plans and long-term strategies to conserve, enhance, connect, and protect community natural resources (community forests, open space, watersheds, regional trail networks, riparian corridors) and encourage forest based recreation and eco-tourism
Grant Focused on the Coal Mining Regions of Kentucky and Virginia
▪ Appalachia has long struggled with poverty
▪ Reasons for coal mining’s bleak future: declining reserves, higher production costs, and competition from other coal basins and natural gas
▪ Majority of counties are either economically distressed or are at-risk counties with distressed areas
▪ Strong need to diversify the region’s economy
▪ Lack of professional staff who specialize in these types of projects
Southern Foresters Grant
Project Area
Project Area
Urban Forestry is relevant in small cities & towns as well as large
▪ Provides a starting point for program development
▪ Educates public about urban forestry, landscape design, and city planning
▪ Offers students and citizens the opportunity to interact with urban foresters and learn about state forestry programs

Clinch River
Clinch River Region
▪ Population: 128
▪ Project based both locally in Cleveland and regionally along the Clinch River
▪ Focus on utilizing the natural assets of the Clinch River to promote tourism and draw people to the area
▪ How do trees and landscape fit into the larger picture
▪ Impacts:
Economic: river-based tourism through access points and campground
Environmental: design guidelines for access points- emphasis on riparian areas
Health: outdoor recreation, trail connecting the community, and natural play area Russell County

Park Access Point
Moving Forward...
▪ Project in report phase
▪ Community applied for Department of Game and Inland Fisheries (DGIF) grant to implement access points
▪ Created a Management Committee to work on implementing plan
▪ In process of Department of Housing and Community Development (DHCD) planning grant; used CDAC plans to create a vision statement to drive the future work of their town
▪ Plan to apply for a Community Development Block Grant in spring. Used CDAC plans to define project area.
Cleveland, VA
▪ Population: 4,500
▪ Focus on downtown tourism ▪ Impacts:
Economic: enhance downtown for tourism through Main Street master plan and planting plan
Environmental: conceptual re-design for a parking lot along the main entrance into downtown that includes storm water remediation to demonstrate environmentally-sensitive development near Paints Creek and that creates an aesthetic entry to the downtown area.
