TRAFFIC RULES: DISREGARD ‘TOTALLY UNACCEPTABLE’
To stop, or not ...ANDRÉ BAKKES
@andrebakkes
Disregarding stop signs are becominga massive concern for authoritiesand road users who abide by the
rules.According to Mayco member for safety
and security, JP Smith, nearly 14 500 fineswere issued for driving offences across themetropole in January, February andMarch.
Many of these fines were issued for thefailure to stop at a stop street, which car-ries a punishment of R1500.
Smith responded to TygerBurger’s que-ries relating to the junction on RothschildandMalmesbury roads, where a concernedreader pointed out thatmany vehicles nev-er come to a full stop at the stop street.
The reader’s particular concern is thatthere is a school nearby (Panorama Prima-ry) and that a child might get injured try-ing to cross the road.
Problem at every single stop streetThis transgression is, according to local
ward councillor Sakkie Pretorius, a prob-lem at every single stop street in the Cityof Cape Town’s 10 500km road network.
“This is more than just a lack of disci-plinebydrivers. It is totallyunacceptable,”states Pretorius.
“It is a huge problem for the underre-sourced traffic department. They can’t beeverywhere at once. If just one or two per-cent of road users disobey the rules, thenwe can do something about it, but whathappens if four or five percent follow suit?It will be chaos on our roads.”
Unfortunately more than 5% of driversfail to come to a complete stop at a stopstreet.
Says Smith: “CapeTownTraffic Servicestries to proactively enforce the provisionsof the National Road Traffic Act as far aspossible, but it must be understood that wehave limited resources. It is also a myththat more resources will deal with theproblem. Ultimately, driver behaviour isthe only real way to curb this and other
transgressions thaplace.“Any transgress

Be consideratePanorama Pri-
mary’s principal,Anton Mostert, says the trafficaround the schoolis understanda-bly particularlyheavy just beforeand after schoolhours.
“We can onlyask for visible en-forcement by au-thorities, providesupervised cross-ings and educatethe childrenabout pedestriansafety. I think allschools struggwith the same plems, such as spehe explains. The disregard

The dark underbelly of the tow truck in-dustry was once again brought to thefore after TygerBurger reported on an
objectionable saga in the Parow edition on11 May.A reader’s vehicle was towed away after
an accident and the release fee was foundto be “outrageous”.In response to the article the South Afri-
can Towing and Recovery Association (Sa-tra) in Johannesburg contacted the newspa-per and revealed some of the shockingthings that unscrupulous tow truck compa-nies get up to.Satra chairperson, André van derMerwe,
elaborates: “Some operators rely on the hec-tic atmosphere and the urgency. The opera-tor might be working for one company andhave you sign the towing slip of another. This might mean your vehicle gets towed toan unknown destination. Some don’t havecomprehensive tow slips, meaning there isno record of all the things in your car at thetime of tit being towed away. The sweetestguy you’ve ever seen can be standing infront of you after the accident and then yourvehicle is taken to a place with exorbitantrelease fees. This is not new. It’s been goingon for a century.”Satra believes in order for the towing and
recovery industry to self regulate effective-ly, the industry needs to achieve sustaina-ble growth and maintain high standards ofservice delivery, ethics and integrity.“If you’re in an accident, phone us andwe
will tell you if a particular operator is trust-worthy. Unfortunately we get many phonecalls long after the carwas towed – after the
person was over-charged.”Van der Merwe adds
that they have a rela-tionship with most in-surance companies andcan give you a clear in-dication ofwho to use asper your insurance. This, however, is an-
other issue facing SouthAfrica’s roads.“Only 35% of all vehi-
cles are insured, ofwhich only 25% are ful-ly insured,” he says.Satra maintains that
the responsibility doesnot only lie with towtruck operators to actwith integrity, but alsofor the public to empow-er themselves withknowledge to make informed decisions.“Whether you have insurance or not,
there are some things to look out for if youwere involved in an accident,” he says.“Avoiddealingwith anoperatorwhodoes
not have signage on his vehicle. Make surethe name on the towing slip correspondswith this name. Know your rights.”One can exercise one’s freedom of choice
and simply refuse an operator from towingaway your car if you feel uneasy.Van der Merwe says there are many tales
of horror when it comes to how operatorstreat the public or one another. Incidents ofassault, intimidation and evenmurderhavebeen reported. He emphasises though that the role of a
tow truck operator is a vital one.
“Operators are not an emergency service;they are an essential service. They are oftenthe first to arrive on the scene of an acci-dent. They immediately find out if anyoneis hurt, notify authorities and emergencyservices and ensure the scene is safe toavoid a second accident.”Van der Merwe concludes that the best
way for the public to stay informed aboutthe industry is to join Satra’s Facebookgroup or go to their website.“There are so many stories reported on
there you wouldn’t believe!”V For more information on how you can empoweryourself and what “tow truck tricks of the trade”to look out for, go to www.satra.co.za. Also, save SA-TRA’s emergency number 0861 072 872 on yourphone for advice when you need it most.
Tow truckers ‘essential’
Be on the lookout for tow truck operators that display no signageon the vehicle.

Surviving bullyism in small stepsANDRÉ BAKKES
@andrebakkes
Every day he silently built up his confi-dence, only for his classmates to breakit down again.
But he was a survivor. The boy had bigdreams and huge challenges – for one, henever knew his father. He spent his earliest years in Cape Town,
moved to England where he was the “newkid in class”, and moved back to South Afri-ca two years later.Once again he was categorised by other
children as being different.FromEdgemead Primary hewent to Both-
asig and then later toBosmansdamHigh, butchanging schools only prolonged his agony.Steven Taylor (32) now looks back on his
school days as something he had to endureto understand bullies. He shares the pain ofthe odd one out; the bane of more popularboys.Today theman from theDeGrendel distri-
bution area is a well-known radio personali-ty that uses his experience to motivateothers who might be staring down the dark
tunnel of bullyism.“It took me a while, but I grew up to be
a survivor. I know what it feels like to lackconfidence and how hard it is to build it upagain. I know what impact it has on yourmental health. Some even consider suicideas the only escape! Life is not easy. Todaybullies are the norm, not the exception,” heexplains.Over his toughest years Steven formulat-
ed a plan how to counter the devastating ef-fects of a loss of confidence.“You need to set yourself small goals and
when you complete it, it makes you strong-er,” continues Steven and adds that oneshould listen to no-onewho tries to deter youfrom reaching these little goals. His smaller goalshavebecomebigger ones
over the years. He has met all the ministersand most of the presidents, countless celeb-rities and even became a celebrity himself.“At the age of 16 I started on community
radio at Bush Radio, then moved onto UCTRadio and never looked back. My new TVshow will air every Saturday evening onDeen TV which goes out on Open View HDand StarSat. It has taken me over 15 years
to get to where I am now but it proves thatif you want something and keep pushingyourself then you can achieve anything!”Today he assists where he can to motivate
youngsters and help them get through diffi-cult times. He gives them advice and hopeand lives to be a role model to all the down-trodden soulswho drag themselves to schoolin the morning.“It is so important to play an active role
in society. Some try to forget their past ... Ilearned years later that the father of one par-ticular bullywas in jail and then realised thebully was just acting out his frustration inschool. Being a bully isn’t necessarily his orher fault. One might discover that their par-ents don’t spend enough time with them. So-cial ills are at the root of most bullies.”Steven has reached so many of his goals
that hehas become stronger thanhe ever im-agined.There will, however, always be a goal to
aspire to, and his lies in politics.“I have a dream,” he concludes. “One
day ... one day I want to be president!”Steven has a knack of reaching his goals,
so perhaps there ishope forSouthAfricayet!

when Romania hosted the first ever IMO. To-day there are over 100 countries from five dif-ferent continents that will be participating. In this Olympiad questions testing advancedthinking skills are chosen from mathemati-cal topics including geometry, combinato-rics, number theory and algebra. The IMObrings young minds together not only forcompetition purposes but also for instillinga spirit of friendship. The team has been se-lected based on the results of last year’sSouth African Mathematics Olympiad (SA-MO), followed by an intensive training pro-gramme.In 2015 SouthAfricawas ranked in the 55th

With the advent of the new Munic-ipal Planning Tribunal (MPT),the developmental landscape of
Cape Town will be changing fast and fu-rious.
The MPT, consisting of a panel of townplanners only, will give effect to new leg-islation to bring town planning intoalignment with the transformation thathas taken place in other facets of localgovernment.
The determination of all land use ap-plications and future developments willthus be taken out of the hands of localward councillors, who traditionally“represented” the interests of constitu-ents at council level.
Executive mayor Patricia de Lille saidthat thenewprocesswasdesigned topro-vide fairness and equality and to re-ad-dress previous wrongs brought about byApartheid planning.
“Therefore it will bring about a moreintegrated, high density city, where allpeople will be living closer to their pla-ces of work,” she said.
“Oneof theobjectives is to reduce trav-el times and congestion on Cape Townroads.”
De Lille was speaking at the recentconferenceof theof theWesternCapeDe-velopment Forum (WCDF) held in Cen-tury City.
MPTs were made mandatory in allprovinces by the Spatial Planning andLand Use Management Act (SPLUMA)in 2013.
InCapeTown, sittings of theMPTcom-menced in October last year, whence 180applications have been determined. Ofthese less than 2% were refused.
Not a new conceptDavid Daniels, chairperson of Cape
Town’s first MPT, explained the conceptof municipal planning tribunals.
“It is not a new concept being intro-duced in the Development FacilitationAct (DFA) in Gauteng in 1995, but foundto be unconstitutional,” he said. “Theidea was again pursued in the 2001WhitePaper on Spatial Planning with the corenotion that decision making on townplanning matters are technical in natureand should therefore be done by practi-tioners with the relevant technical profi-ciency.”
Even though new local governmentlegislationwas introduced to governmu-nicipalities, local governments proceed-ed to develop their own Spatial Develop-ment Frameworks with limited policy orpolitical guidance.
Land use decisions were thus still be-ing decided in terms of the old orderLand use Planning Ordinance (LUPO).
The new order legislation was intro-duced in the Western Cape in 2014 by theWestern Cape Land Use Planning Act(LUPA), whereafter the MPT was estab-lished at the end of 2015.
The above legislation flowed from thenational Spatial Planning and Land UseManagement Act of 2013.
In Cape Town, 21 town planners wereappointed to the tribunal, whose deci-sions will be guided by SPLUMA princi-ples such as spatial justice and sustaina-bility.
It will also have to comply with envi-ronmental legislation.
Daniels stressed the fact that the im-pact of future developments on propertyvalues will not be the sole factor to betaken into account with decision mak-ing.
“Several factors suchas social and eco-nomic impact, impact on heritage, capi-tal investment and traffic impacts are tobe taken into account as well as how neg-ative impacts can be mitigated. It is hardto say how much weight will be given toproperty values alone. Each case will bedetermined on its own merit,” he said.
Council also adopted a set of rules ofprocedure for meetings of the MPT,which includes guidelines for oral hear-ings.
Residents ‘to educate themselves’Residents objecting against new devel-
opments can apply to address the MPTat such oral hearings.
Tribunalmeetingswill take place onceamonth in each region of theCity, whereward councillors and the public can at-tend and participate in oral hearings.
Ward councillor Marian Nieuwoudt, who attended the MPT meetings, toldTygerBurger residents of Cape Townwill have to educate themselves with thefunctions and procedures of the MPT inorder to have their voices heard in fu-ture developments in their areas.
“If not, theywill be excluded fromdeci-sions that may affect their immediate ar-ea,” she said.

person will ever “find anexcuse for murderers”, a verydangerous lie used by lovers ofdeath penalty to confuseordinary people. Of courseeverybody sympathises withvictims when they fall prey toderanged people. It is a blatantlie and generalisation tomention that “They (opponentsof death penalty) never mentionthe anguish of a parent whosechild was murdered whileplaying in a neighbourhoodpark”.Fourthly, ours can never be

net Huis Jabes kanbied.
“Nadat hul gesta-biliseer is, word hul-le by programme in-geskakel om hul self-vertroue enmenswaardigheid opte bou. Hul verbeterhul ouerskapsvaar-dighede, bekom ’n in-
of sy is ingeloop,” sê Van Niekerk. Hy sê totdusver is daar ’n reeks sulke gevalle in dieKuilsrivier-polisie-gebied aangemeld.“Die betrokke misdadigers sit egter in Jo-
hannesburg,” vertel hy.

As the popularity of social media sites andchat groups continues to grow, experts havewarned parents to be aware of a growingtrend in cyberbullying.Speaking to parents during a recent public
meeting in Table View, Evan Booyens of DaVinci Forensics explains cyberbullying iswhen someone uses the internet, cellphonesand other technological devices to send orpost text or images intended to hurt, embar-rass, threaten, torment, humiliate or intimi-date their victim. He says while cyberbullying is rampant in
countries like America, leading to variousemotional problems in teens and in some cas-es suicide, South African teens were slowlystarting to feel the impact. Similar to the oldfashioned formof bullying, Booyens explainsvarious tactics such as gossip, threats andtrickery are used among children. In the online space, he says, new tactics are
used and most disturbing is the creation offake socialmedia profiles. Here the bully cre-ates a Facebook page or any other form of so-cial media account and poses as their victim, placing embarrassing or false posts. In South Africa the most commonly used
social media site is Facebook and Booyenssays in most cases girls are the perpetrators.“There are various reasons children do this.
They include revenge, power, entertain-ment, stupidity or problems at home.”Booyens says the effects on the victim
range from sadness and anxiety to depres-sion, anger and in some cases, suicide.According to international studies, 92.6%
of teens say cruel behaviour takes place onFacebook. Booyens says those same studiesindicate that 65.8% of teens responded totheir bullies of which 35% where personalconfrontations.“The stats show that 15.4% of children
avoided school and 4.5% of them have beenin a physical fight with their bully. Of thoseteens only 10%of parentswere aware ofwhattheir teen was going through.”Booyens says while South African teens
werenot ashardhit by cyberbullying, it’s im-portant for parents to be aware of the poten-tial dangers.“It won’t take that long for our children to
be hit hard by this and it’s alreadyhappeningon Facebook. There are some simple ways tohelp prevent it.”First on the list is for parents to have their
children’s social media passwords. He sayswhile teens will complain about their priva-cy being violated, it is important for parentsto have access to monitor their interactions. He says parents should encourage their chil-dren to speak up if they are being bullied andshould be taught how to block their bulliesfrom their social media accounts.

Trek lae aanJy wil warm aangetrek wees wanneer jy on-aktief is, maar terwyl jy bergklim of stap, skep jou liggaam genoeg hitte. Trek dus laeaan. Begin met termiese poliësteronderkle-re as jou basislaag.
Trek ’n wol- of vliesmus oor jou ore. Losmaar eers jou katoensokkies by die huis enpak wol- of poliëstersokkies wat spesiaal virstap ontwerp is. Enmaak seker jou stapskoe-ne is waterdig.
Vat litiumbatterye saamLitiumbatterye vaar beter as alkaliese batte-rye in koue temperature.
Stoor jou water ondersteboYs vormvan bo af ondertoe.
Só kamp jy veilig in diewinter
In die winter moet jy warm bly, so kry daai vuur maar so gou as moontlik aan die gang. FOTO: PIXABAY

Eight years into the Spur High SchoolsMountain Bike League organisers areanticipating that more than 500 South-
ern African schools will be represented inthe 2016 season, which will run from May toOctober.
According to league co-ordinator MeurantBotha of Amarider, participation at localevents is growing at a steady pace as schoolsaccept mountain biking as a recognisedsport – some going as far as building dedicat-ed tracks on school grounds to encourageafter school practice and interschool sportsdays as well as employing coaches and man-agers to oversee teams.
“The word on the street is that the topteams are in full training mode in prepara-tion for the 2016 season as competition be-comes more intense year on year. To manyriders, it’s not just about hopping onto thebike anymore, but rather honing skills, up-ping the fitness levels and working on themental toughness that is required to followdreams of becoming pro riders,” says Botha.
Although there are many kids findingtheir competitive edge on their bicycles, theSpur Schools Mountain Bike League’s focusis still to encourage “more kids on bikes, more schools in action”. It is important forall children to enjoy participating, whetheronly starting out or having participated fora few seasons.
This year has seen the introduction ofTeam Spur, James Reid and Ariane Klein-hans, who play the important role of encour-aging league riders to follow their dreamsand showing the reality of becoming spon-sored athletes. Between competing at theirvarious competitions, they have been min-gling with keen riders, sharing valuable tipsfrom how to better skills to handling pres-sureand formavital part of theSpurSchoolsMTB League as they set the tone as role mod-els for the young riders.
For those new to the Spur Schools Moun-tain Bike League, the league is a programmefocused on growing the number of childrenon mountain bikes by running interschool
mountain biking races around the country. The League consists of 11 South African
regions including neighbouring Africancountries Zimbabwe, Namibia and Lesotho.Around 60 events take place from May to theseason-ending national final in Magalies-burg in October.
The racing format takes place ona markedtrack, generally over school fields and dedi-cated trails, where riders have to completea certain amount of laps of a course that ran-ges between 2km-6km. The distance thatneeds to be covered is in accordance to theSouth African Schools Cycling Associationrules and regulations.

RUGBY: VARSITY SHIELD AWARD
AVRIL FILLIES
To receive the award as the BacklinePlayer that Rocks of the VarsityShieldwas a bittersweetmoment be-
cause “we just lost to Wits” in the promo-tion-relegation play-off.This is what AidynnCupido (19) of Stel-
lenridge, Bellville, flyhalf of theUniversi-ty of the Western Cape (UWC), said at theend of the Varsity Shield competition for2016. He played as a centre and full-backin all the age groups of Western Province
while a learner at Paul Roos Gym-nasium in Stellenbosch.
“I never saw my dad, Wil-fred, play centre for WesternProvince and Western Prov-ince League. Tome he was just
my dad and the coach of the rug-by club Helderberg and all the dif-
ferent Sevens teams in the province. But when I startedmy rugby career, that fact added extra pressure andI told myself that I would be in all
representative teams on merit and notbecause of my dad. “I asked my mom,Levona, about my dad’s playing daysand she pulled out a scrapbook of
newspaper clippings andactionpicturesthat she kept when he was playing. Onlythen I realised why everyone was putting
pressure on me to perform,” he said. His parents attended all his matches
and his dad said it was not necessary forhim to be a centre, he should play in theposition where he was comfortable andwhere he could add value to the team. That was when he switched to fly-half.“As a fly-half you are the general that
controls people around you and you givedirection to the team. As a centre you fol-low directions and carry a lot more ball. The assumption is that anyone can playfly-half because you just receive the ballfrom the scrum-half to kick for territory, but this is way off the mark,” he said.Cupido studies law at UWC and hopes
to sign a contract with one of the provin-ces. “For the next two years UWC will beplaying again in the Varsity Shield andwehave enough time to progress from theShield to take the Varsity Cup. The rea-son I say this is thatwe played against thebest university sides and we discoveredthat we were just not on par with them. With the experience that we gained thisyear we can just build on that in the nexttwo years, and then we’ll be a force to bereckoned with.“Currently I am focussing on my stud-
ies because you never know how longyour rugby career would last. When mystudies are done and dusted I would like
to open a sports agency to assist youngtalented players because not all sportagents are truthful to you. With my legalbackground I would be able to help theplayers,” said Aidynn. He is coached by former Springboks
Chester Williams and Bolla Conradie atUWC. According to him Bolla is an inspi-rational coach.“He allows us to express ourselves on
the pitch and gives us freedom withinrange, but wemust always keep the gameplan inmind. Chester is a statistician andbelieves the ball should do the job. Be-tween the two of them we as a team canachieve much more and with experiencewe can win trophies.“When I amnot playing rugby or study-
ing I read novels and watch television se-ries with the family, like NCIS, Blindspotand Gordon Ramsay. My dad and I talka lot about rugby but mymom is more in-to my academic career. I have two sib-lings, Ammin (14)who is at Paul Roos andAimee, who is at RhenishGirls High.“Mymessage to young players is that youmust have a goal and you are the only onewho can stop you from achieving thatgoal. Rugby is a confidence game andwith the support and encouragement ofyour family you are able to express your-self on the pitch,” said Aidynn.
Slegs by vier geleenthede in vanjaar se
reeks is minder as 23 doele in ’n wedstrydafgestaan.
doelwit bereik. Die verdedigers was weerkookwater en die aanval was skerp en kon-struktief.“Onshet hulle (die Jaguars) reeds vroeër
geklop en kan dit weer doen. Daar sal deeg-
