1. Welcome and Introductions (10:00) – Peter Heffernan, Chair (King
County Metro)
2. Action: Approval of Meeting Summary – September 22, 2021*

3. Discussion: 2022 Project Selection Process (10:10)
PSRC staff will provide an update on preparations for the 2022
Project Selection process, including a summary of next steps
related to the distribution of PSRC’s FTA funds.
4. Discussion: Regional Transportation Plan Future Visioning for
Transit (10:15)
PSRC staff will share plans for an upcoming Transportation Policy
Board discussion on future visioning for the Regional
Transportation Plan, particularly as it relates to long-range
transit investments.
5. Discussion: Coordinated Mobility Plan Draft Prioritized
Strategies and Associated Mobility Needs (10:40)
PSRC staff will review the work completed to-date on identification
of mobility needs and challenges through outreach to people with
special transportation needs, and the process to identify
strategies associated with each mobility need/challenge. Several of
the needs and strategies and the feedback received by the public
outreach is relevant to public transit.
6. Discussion: Transit Agency Roundtable (11:10)
As time permits, transit agency staff will provide updates on their
work that they want to share with their regional partners.
7. Information: Nominations for TOC Chair and Vice-chair
PSRC will seek nominations for chairperson and vice-chairperson,
given that the two-year terms for the current TOC leadership have
expired. Please email nominations to Gil Cerise at gcerise@psrc.org
by Friday, October 29, 2021. PSRC will conduct a vote-by-email
prior to the next TOC meeting.

Welcome and Introductions
Peter Heffernan, Chair, welcomed everyone at 10:00 a.m. and then
took a roll call and confirmed the members and alternates
present.
Approval of Meeting Summary
The summary for the August 25, 2021, meeting was approved.
Discussion: Regional Transportation Plan Preliminary Analysis
Results
Craig Helmann, PSRC, reviewed preliminary analysis results of the
draft RTP, highlighting transit-related results, which included
analysis of equity geographies, transit boardings and access, mode
of transportation and miles driven per household. He noted some of
the next steps would be to continue mining of modeled outputs and
analysis, building a future conditions visualization tool and
further detail on climate analysis.

Discussion: Regional Transportation Plan Assessment of Potential
Transit Needs and Opportunities
Craig shared a draft visualization of planned transit service for
the 2022-2050 timeframe with an overlay of 2050 population and
employment. He said the visualization is intended to help local
jurisdictions and transit agencies to plan collaboratively for
areas that may achieve densities that warrant fixed-route transit
service and areas that may warrant high-capacity transit service.
The committee discussed the tool and provided feedback and
suggestions.

Discussion: Regional Transportation Plan Transit-Related Key
Messages
Gil Cerise, PSRC, provided an overview of work completed to date
and reviewed key messages for inclusion in the draft RTP that
incorporated information, trends, and descriptions of various
aspects of public transit such as rail and bus, specialized
transportation, ferries, intercity transit and mobility on demand.
The committee provided comments and Gil said he would send out an
email to the committee for any additional feedback.

Discussion: 2021 Transit Integration Report
Erin Hogan, PSRC, announced that the stories in the report were all
drafted, and the report will be sent out shortly to TOC members for
review and comments. She said the turnaround time for any input
from the agencies would be one week to allow time for the report to
be reviewed by the TPB Transit Caucus at their upcoming October
meeting. She then reminded the committee that the next steps would
be to present the report to the Transportation Policy Board in
November and then submit the report to WSDOT by December 1.
