Background• Both the certification of screening personnel and the effectiveness of aviation training program are primary areas of concern. (From the analysis of audit results from the first cycle of ICAO USAP)

• As a new and emerging threat pops up, the technologies of aviation security will be developed accordingly.

• In order to ensure aviation security, it is essential for aviation security personnel to be well trained for implementing security measures appropriately and operating equipments properly.

Composition

• Established in December 2009.

• Consisted of experts from various fields (e.g. BCP, terrorism, legal community) and people from industry (e.g. air transport operator, airport operator, regulated agents) .

• Compiled a final report this May.

Recommendations from Final Report

i) Establishment of a security management system that responds to security risks faced by each party responsible for aviation security

ii) Ensuring quality control on site

iii) Enhancement of education and training provided by the government of Japan

iv) Review of the national audit regime

i) Establishment of a Security Management System that Responds to Security Risks Faced by Each Party Responsible for Aviation Security

• Enhancement of capabilities for security risk discovery and its prevention based on the concept of SeMS

• Exercising responsibility for aviation security while in charge of the entire airport

ii) Ensuring Quality Control on Site

• Clarification of the responsibility and role of persons in charge of aviation security on site at airports

• The Role of the Airline Operators’ Committee (AOC)

• Establishment of a proper bidding system for choosing an outsourced security company

• Thorough assurance of the reliability of shippers by regulated agents
