Issues-New Project by HEC“Strengthening of Existing Departments at IUB”
Background:
i. HEC had allocated Rs. 70 Million for a new project of the IUB in last year’s PSDP.
ii. The IUB prepared & submitted PC-I to HEC during last year.
iii. Unfortunately, the project could not be placed before CDWP for approval during last year.
Update:
i. The PC-I has been technically appraised in Pre-CDWP meeting held on 14-05-2014.
ii. All observations have been addressed in consultation with HEC & final PC-I has been submitted to HEC.

Issues-New Project by HEC
Issue:
i. The project now needs to be placed before CDWP for final approval so that the implementation can be initiated during current year.
Request:
i. The Honourable Minister of State, Education & Interior may kindly direct HEC to expedite the approval process, and
ii. May like to talk to Federal Minister for Planning and Development / Deputy Chairman Planning Commission to consider our project for approval during next CDWP meeting.

Issues-Solar Power Project
Background:
i. Energy Department, Govt. the Punjab signed an MOU with the IUB under which it shall fund & implement installation of a 2.5 MW Solar Photovoltaic Power Plant at the IUB on Turn-Key Basis.
ii. The IUB shall pay 80% of its savings, in electricity bills & proceeds from sale of electricity, to Govt. of the Punjab for first 5 years so as to replicate such projects in other educational institutions of Punjab.
iii. The IUB shall sale excess electricity to MEPCO under Net Metering arrangements.

Updates-Solar Power Project
Update:
i. The contractors have been pre-qualified & tenders have been floated. Four (4) contractors have submitted their bids against the tender.
Required:
i. Honourable Minister of State, Education & Interior may kindly help for an early implementation of the project and direct Concerned Authority to notify the Technical Committee to evaluate the bids at the earliest.

Issues-Ongoing HEC Projects
Background:
i. These 3 development projects were approved by HEC for funding during 2007.
ii. Since start, these projects have faced various bottlenecks in implementation listed as under;
• Delay in Allotment of Lands for Sub-Campuses by Provincial Government
• Lower PSDP Allocations & Releases
• Drastic Increase in Cost of Construction
• Exchange rate Fluctuations
• Lack of Participation in Tenders by Contractors
• Ban on Project Activities by HEC
• Project Staff Turnover

Issues-Ongoing HEC Projects
Issues:
i. Due to delays based on uncontrollable reasons explained above, the IUB had to modify Approved Scope of Work for these projects as last option to achieve major project objectives, while sacrificing some of lesser important components.
Update:
i. A Review meeting has been held at HEC on 19-06-2014 under the chairmanship of Chief (PIP), Planning Commission, but the minutes of the meeting has not been received as yet.
ii. It has been decided to re-appropriate / adjust scope of work through post facto approval by Competent Authority.

i. The Honourable Minister of State, Education & Interior may kindly direct Concerned Authority in HEC for an early approval of re-appropriation / adjustment of our projects, so these projects can be completed smoothly by December 2015.

Issues-Future Initiatives & Expansion Plans
Background:
i. In order to cope up with the increased demand of admission by perspective students, the IUB envisages expansion to its existing support infrastructure.
ii. Provision of Admin Block & Students’ / Teachers’ Service Centre at BJ Campus will ease out the increased pressure on existing infrastructure and will redress administrative issues.

i. The Honourable Minister of State, Education & Interior may kindly consider our newly proposed projects for funding through HEC.

Issues-Balance Funds for Project from M/O ITEstablishment of ICT Block at the IUB
Background:
i. Upon Prime Minister’s Directive, a project to establish ICT Block was approved for funding by National ICT R&D Fund, Ministry of Information Technology.
ii. Rs. 4 Million were released as 1st Installment to initiate the project.
Update:
i. The IUB has completed the construction of building by spending Rs. 4 Million installment amount and Rs. 6.654 Million through Bridge Financing.
ii. Detailed specifications of Lab & Data Centre Equipment have been prepared.

Issues-M/O IT Project
Issues:
i. National ICT R&D Fund has not released balance funds of Rs. 16 Million since July 23, 2012 which are required to clear the past liabilities incurred on construction of building as well as procure the equipment to make this ICT Centre Operational.
ii. This project will benefit R&D activities in university by Students, Faculty as well as will be available for use of general public.
Request:
i. The Honourable Minister of State, Education & Interior may kindly talk to Minister of State for IT to direct concerned authorities to release the balance funds amounting to Rs. 16 Million in order to complete & make operational the ICT Centre.
