METHODOLOGY Multi Stage Sampling technique was used to obtain 100 smallholder tobacco farmers.
1st stage -list 25 Extension Agents working for ARET
2nd stage -randomly select 5 Extension agents from the list. The selected EAs were from Dedza, Lilongwe, Salima, Rumphi and Mzimba.

3rd stage –randomly select 20 affiliated tobacco farmers from each selected EA using simple random sampling.
Data was collected using semi-structured questionnaire and Statistical Package for Social Scientists (SPSS) was used to analyse the data to come up with means, frequencies and percentages.

CONCLUSION IPS was introduced to control
production, fluctuating pricing & improve yields and quality of the leaf.
The system is benefitting growers- access to inputs, technical advice hence improved yields and quality of the leaf as well as better prices.
