2. The School’s Governing Body: 1. 1.1 School Management: Policies and Procedures During the Spring and Summer Term 2016 the following School Policies and Schemes were reviewed and updated:

1.2 Staffing: This Term, the Chairman of the Employment Sub Committee and Vice Chairman of the Governing Body visited the School to:
• review staffing levels • carry out performance reviews with newly appointed staff.
2. Governor Training: 2.1 All Governors have been appointed to Sub Committees that meet at least once a month. The Sub Committees are as follows:
• Curriculum/School Standards/Performance Management • Finance, Resources and Buildings • Safeguarding/Wellbeing
2.2 Since September 2015, the Governors have also completed the following courses:
• E Safety On-‐line Course • Safeguarding In House Course • Wellbeing • Data Protection
3. Governor Involvement: School Governors have involved themselves in a variety of ways since September 2015. For example:
• Finance meetings with School Accountants • Overseeing the School Accounts. • Employment and Recruitment Meetings. • Audit of Safeguarding Procedures

• Support for functions arranged by Pupil Committees The Chairman of the Board and Vice Chairman visited and /or contacted the School on a regular basis to receive progress reports from the Headmaster and Senior Management Team. 4.The Governors Report to the Parents 2014 – 2015. The Business Manager’s Report to the Governors 2014-‐2015: This document is also available on the School Website. 3. SCHOOL ROLL:
• School Roll – 400 (May 2016) 4. ATTENDANCE:
• The Average Attendance for the first two Terms was 96.4%. There were no unauthorised absences.
• The School’s Attendance Target for 2016 – 2017 is 97%. CURRENT ACTION TAKEN BY THE SCHOOL TO ADDRESS ABSENTEEISM:
• Weekly Information Updates remind parents of the regulations appertaining to School Attendance.
• School Security Staff are present at the pedestrian gates to issue late arrivals with passes and to record their names.
1. The Proposed New Curriculum for Wales: The following is part of a document prepared by the School for the purpose of supporting the Teaching Staff with the work of updating its current Scheme of Work. This process of updating will be completed by July 2016 with a view to implementing the new Curriculum in September 2018.
The Proposed New Curriculum for Wales:
INTRODUCTION:
A new curriculum for Wales is currently being developed with education professionals across Wales with the aim of it being available to settings and schools by September 2018.
5. THE SCHOOL CURRICULUM:

Schools will have some flexibility in determining how and when they begin teaching the new curriculum. The Government’s ambition is that by 2021 settings and schools will be using the new curriculum to underpin teaching and learning for children and young people aged 3-‐16. A New Deal for the Education Workforce will equip education professionals to deliver the new curriculum.
GUIDANCE ON PLANNING FOR THE CHANGE:
A. 4 Purposes
The 4 purposes will be at the heart of the new curriculum. They will be the starting point for all decisions on the content and experiences developed as part of the curriculum to support our children and young people to be:
• ambitious, capable learners ready to learn throughout their lives • enterprising, creative contributors, ready to play a full part in life and work • ethical, informed citizens of Wales and the world • healthy, confident individuals, ready to lead fulfilling lives as valued
members of society.
B. Key Elements
The new curriculum will include:
o 6 Areas of Learning and Experience from 3 to 16 o 3 cross curriculum responsibilities: literacy, numeracy and digital competence o progression reference points at ages 5, 8, 11, 14 and 16 o achievement outcomes that describe expected achievements at each
progression reference point.
C. The Curriculum:
The curriculum will be organised into 6 Areas of Learning and Experience:
o Expressive arts o Health and well-‐being o Humanities (including RE which should remain compulsory to age 16) o Languages, literacy and communication (including Welsh, which should
remain compulsory to age 16, and modern foreign languages) o Mathematics and numeracy o Science and technology (including computer science).
Essential building blocks
Eight essential building blocks underpin planning and the approach to be taken for the new curriculum for 3 to 16-‐year-‐olds.

These are as follows.
o Embedding the four purposes of the curriculum fully in the learning and experience of all pupils.
o Creating a new curriculum encompassing Areas of Learning and Experience (AoLEs), achievement outcomes and progression reference points.
o Extending and promoting learners’ experiences so that the curriculum is rich as well as being inclusive, broad and balanced.
o Developing our cross-‐curriculum responsibilities by designing a digital competence framework while maintaining momentum in respect of literacy and numeracy.
o Enabling the Welsh language to thrive to ensure that those who speak Welsh or acquire the language early can follow all aspects of the curriculum through the medium of Welsh, and those learning the language can progress towards using the language confidently in different contexts.
o Developing a new assessment and evaluation framework that prioritises assessment for learning and aligns assessment arrangements with the four curriculum purposes and the achievement outcomes within each AoLE.
o Building the capacity of all practitioners and leaders, including the ability to reflect on and evaluate their own practice, to design and create a relevant, challenging and stimulating curriculum, and to apply appropriate pedagogical principles and practice.
o Establishing a constructive and robust accountability system that supports the four purposes.
The four enablers
These are as follows.
Working in partnership. The vision and ambition set out in Successful Futures to build a new curriculum for Wales will only be realised through a strong partnership approach – an all-‐Wales partnership that will include schools, experts, Estyn, local authorities, and Welsh Government. The Pioneer Schools network, focusing at first on the Digital Competence Framework, curriculum design and development and building the capacity of practitioners and leaders though the New Deal for the Education Workforce, will be at the forefront of this.
Strong school-‐to-‐school working. This is fundamental to our new curriculum: schools working across all ages and year groups to plan for progression; to establish a curriculum that sets a clear and collective vision of high standards and expectations; and to develop, through collaborative practice, the high-‐quality professional skills needed to teach the new curriculum.
Inspiring leadership. Effective and inspiring leadership throughout the system will be essential if we are to realise our vision.

Inclusivity. Our new curriculum will be a curriculum for all of the children and young people in Wales – a curriculum for life. In particular the four purposes of the curriculum will apply to all children.
THE 4 PURPOSES
The four purposes will be at the heart of the new curriculum.
They are the starting point for all decisions on the content and experiences developed as part of the curriculum. More than that, they are designed to influence planning, teaching and assessing.
Purpose 1: Ambitious, capable learners who:
o �set themselves high standards and seek and enjoy challenges o are building up a body of knowledge and have the skills to connect and apply that
knowledge in different contexts o are questioning and enjoy solving problems o can communicate effectively in different forms and settings, using both Welsh and
English o can explain the ideas and concepts they are learning about o can use number effectively in different contexts o understand how to interpret data and apply mathematical concepts o use digital technologies creatively to communicate, find and analyse information o undertake research and evaluate critically what they find and are ready to learn
throughout their lives.
Purpose 2: Healthy, confident individuals who:
o have secure values and are establishing their spiritual and ethical beliefs o are building their mental and emotional well-‐being by developing confidence,
resilience and empathy o apply knowledge about the impact of diet and exercise on physical and mental
health in their daily lives o know how to find the information and support to keep safe and well o take part in physical activity o take measured decisions about lifestyle and manage risk o have the confidence to participate in performance o form positive relationships based upon trust and mutual respect o face and overcome challenge o have the skills and knowledge to manage everyday life as independently as they can
and are ready to lead fulfilling lives as valued members of society.

Purpose 3: Enterprising, creative contributors who:
o connect and apply their knowledge and skills to create ideas and products o think creatively to reframe and solve problems o identify and grasp opportunities o take measured risks o lead and play different roles in teams effectively and responsibly o express ideas and emotions through different media o give of their energy and skills so that other people will benefit and are ready to play
a full part in life and work.
Purpose 4: Ethical, informed citizens who: o find, evaluate and use evidence in forming views o engage with contemporary issues based upon their knowledge and values o understand and exercise their human and democratic responsibilities and rights o understand and consider the impact of their actions when making choices and acting o are knowledgeable about their culture, community, society and the world, now and
in the past o respect the needs and rights of others, as a member of a diverse society o show their commitment to the sustainability of the planet and are ready to be
citizens of Wales and the world. It is vital that the School adopts and embeds the four purposes in its everyday practice. The School will begin by considering the extent to which it already supports the pupils to develop the attributes and dispositions set out in the four purposes. It will begin by considering what it can do within the context of the current national curriculum to strengthen its practice and pedagogy and its connection to the four purposes. The Way Forward:
• The School’s current Scheme of Work and Curriculum Planning Procedures will be updated by July 2016 in readiness for full implementation in September 2016.
• Weekly INSET meetings are used to consider aspects of the new curriculum. • Parentmail and Weekly Information Updates are used to give parents the main
details of the new curriculum • Governor Training is carried out in the monthly Sub Committee Meetings.
2. The School’s Mathematics Scheme of Work: The ABACUS Scheme, which was purchased at the end of the Autumn Term 2015, is now being implemented across the age range. Formal Training in the use of this Scheme was given to all staff on: 7 December 2015, 3.30-‐6.30 p.m.

9 December 2015, 3.30-‐6.30 p.m. From January 2016, weekly INSET Meetings were used for the purpose of on-‐going training in the implementation of the Scheme. In January 2016, each Year Group Teacher was allocated a sum of £300 for the purchase of new resources that promote the implementation of the Scheme. 6. Academic Performance: The 2015-‐2016 National Tests were administered in May 2016. It is hoped that the Welsh Assembly Government will release the full National 2015-‐2016 Academic Results before the end of the current Academic Year. The School’s Additional Learning Needs Policy: The School’s ALN Policy provides details of the way that the School identifies, supports and monitors the requirements of pupils with Additional Learning Needs. The School monitors pupil performance regularly and a pupil identified as having learning difficulties is formally assessed by the School’s Senior Standards Officer and provision arranged as early as possible. The process of identification and provision follows a graduated approach whereby all members of staff are guided by the All Wales Code of Practice and the County Psychologist and Therapists. The School is committed to ensuring equality of education and opportunity for all its pupils and aims to develop a culture of inclusion and diversity in which all are able to participate fully in the corporate life of the School. 8. THE WHOLE SCHOOL EVALUATION REPORTS The Whole School Evaluation Report 2014 -‐ 2015 is available at the School. This Report for 2015 – 2016 is currently in the process of being completed. This Report for 2016 – 2017 is currently in the process of being compiled. 9. THE SCHOOL’S STRATEGIC PLAN: The School’s Strategic Plan 2015 – 2019 was reviewed and updated in January 2016 and May 2016. Copies are available on the School Website. The School’s Strategic Plan 2016 -‐2020 is currently in draft form and will be completed by July 2016. Copies will be available on the School Website in August 2016.

13. WELLBEING: In accordance with its commitment to ‘A Service of Care’, the School takes every possible step to secure the wellbeing care of its pupils and adults. During the Summer Term 2016 the School reviewed and updated its Policy and Procedures in accordance with the recommendations contained in the:
• Internal Audit, carried out in the Spring Term 2016. and
• A Risk Management Report compiled by a Chartered Insurer in June 2015 on behalf of the School’s Insurance Company.
• CSSIW Report, January 2016 • A Site Meeting with an official from the School’s Insurers, April 2016.
At the beginning of the Spring Term 2016 the School prepared plans to further develop its ‘Mindfulness Policy and Procedures’. 14. SAFEGUARDING AND PROTECTION: Safeguarding and Child Protection Policies are regularly developed and updated in accordance with Caergeiliog Foundation School’s commitment to ‘Quality and Excellence in Education’ and ‘A Service of Care’.
The need to ensure that children are effectively safeguarded from the potential risk of harm and their safety and wellbeing are of the highest priority in all aspects of the School’s work.
We believe that child protection is crucial to ensuring that all children have the rights, confidence and an environment in which they can make choices, express their views and communicate effectively with other children and adults. Our mission is to encourage and enable children and young people to promote the holistic health, wellbeing and development of themselves, their families and their communities worldwide. We believe in children’s active participation and in respecting their freedom of expression and communication, which are advocated in the United Nations Convention on the Rights of the Child.
Consequently, the School will take all possible steps to promote its ethos whereby staff, pupils, parents and governors feel able to articulate any concerns comfortably and safe in the knowledge that effective action will be taken as appropriate.
SAFEGUARDING PROCEDURES:
The School’s Procedures were reviewed and updated in August 2015. The changes include:
• The School carried out a Risk Management Survey in June 2016 • Security locks have been serviced in all buildings. • Quotes are now being received for replacing the Main Door in Year 4/5 Building with
a new security door. • Quotes are now being received for erecting a fence on the walls adjoining the
School’s Main Entrance.
GOVERNORS AND STAFF TRAINING:
Procedures for Wellbeing and Safeguarding Induction and Training have been in place at the School for over a decade. The following form part of these procedures:
• All newly elected members of the Governing Body and newly appointed members of staff are given Safeguarding Induction and Training before commencing their duties.
• The School operates a system whereby all members of staff are given Annual Safeguarding Induction and Training.
• ‘Prevent Duty’ training is carried out regularly and the Governing Body given regular reports. There were no incidents to report.
Regular ‘spot checks’ on Safeguarding ‘Knowledge and Understanding’ are carried out throughout each Academic Year.
15. E-‐Safety:
The School has developed E-‐safety Procedures with the aim of delivering excellent practice in teaching online and Internet safety. These Procedures provide access to In House Courses and Online Training Modules for:

16. CATERING: At the beginning of this Academic Year, the School introduced new serving system in the Dining Hall. This was carried out having consulted the pupils and in particular the School Council. This system continues to be under review. Current indications show it to be a more efficient and safe manner of serving meals. 17. CAERGEILIOG PLAYGROUP: The Playgroup was inspected by the CSSIW in March 2016. All members of the Leadership Team and Playgroup Staff are congratulated on receiving an excellent Report. . See Appendix 1 It is expected that the Unit will receive its next ESTYN Inspection in January 2017. 18. AFTER SCHOOL CARE: The After School Care Unit was inspected by CSSIW on 25 September 2015. Swimming Gala
Pupils took part in the County Swimming Gala on Sunday 15th November 2015. The Gala was held at the Swimming Pool in Bangor.
Local Eisteddfod
The School competed in individual recitation, group recitation, group singing, folk dancing and musical items including brass, woodwind and piano.
Approximately 40 pupils took part in the Local Eisteddfod on Saturday 5th March in Bodedern School.
The School won several prizes at Local and County level.
National Eisteddfod
This year the National Urdd Eisteddfod took take place in Flintshire, 30th May – 4th June 2016.

A residential visit was booked for 40 year 5 pupils to attend a 3 day/2night course at the outdoor education and activity centre in Bala from Wednesday 27th April-‐ Friday 29th April 2016.

Appendix 1: Extracts from the CSSIW Inspection Report of ‘Caergeiliog Playgroup’ 17 March 2016: A Copy of the complete Report is available from the School.
Quality of Life: Children in this setting are cared for in a comfortable environment by a team of competent carers. Children experience well-‐being and a sense of achievement; they are active, positively occupied and stimulated. The spacious premises enable the children to be minded in small groups. On the day of inspection, fifteen children between 2. and 3 years of age were being cared for by four staff members. The children were seen participating in structured, adult-‐led activities alternating with free play, where the children were able to choose their own activities. There was a relaxed atmosphere throughout the visit. Areas of learning, in accordance with the principals of Foundation Phase of Play and Learning were clearly identifiable by means of colourful labels hanging from the ceiling showing the areas for mathematics, water play, art and craft, writing, construction, small world, discovery area, sand play and role play. The story corner incorporates an interactive whiteboard which was used to play educational games. Wall displays show that a variety of activities are offered to promote children’s learning and development. Colourful wall displays showed that the children had been learning about St David’s Day, the weather and Springtime. They had painted paper plates to make a dog face. These were displayed around painted cut-‐outs of the two dogs in the Welsh nursery rhyme, ‘Dau Gi Bach’ (‘two little dogs’) that they had learnt. Seeing their completed work on display gives the children a sense of achievement and belonging, whilst also adding to the colourful and welcoming environment. Whilst sitting on the mat, the children listened to a story and then sang a variety of songs in Welsh and in English. Some of the children were keen to sing by themselves and their efforts were warmly acknowledged by the other children with lots of excited clapping. There was a lively and busy atmosphere in the pre-‐school room, with 23 children being cared for by three members of staff. After lunch, the over-‐3s were divided into groups – two groups sitting by the tables to colour and decorate a chick template whilst a third group went out to play. As they finished their creations, they were allowed to choose what they wanted to do. The third group then came in to complete their Easter chicks. As some of these children attend the Nursery class in the School in the mornings, the registered person was questioned about the understanding between the two settings with regard to planning of activities. She confirmed that she was well aware of the School’s themes and activities so as to avoid too much duplication.

The children’s physical well-‐being is promoted. Parents are encouraged to provide healthy snacks for their children whilst meals are provided in the School canteen for children attending all day. Grwp Chwarae Caergeiliog has enrolled with the Welsh Government’s Healthy and Sustainable Pre-‐School Scheme which provides the setting with the latest information on good health procedures and practices. The children have access to outdoor play areas, suitable for the different activities, allowing them regular opportunities to develop their physical skills and to benefit from being out in the fresh air.
Quality of Staffing:
Parents can be confident that their children are cared for by staff members who are competent in meeting children’s needs. The children were seen to be comfortable in approaching staff members and the staff member’s responses, with references to family members and specific events, evidencing that they knew the children well. The members of staff are employed by the School and the registered person confirmed that they were well-‐supported by the School’s head teacher and Personnel department. The staff are encouraged to attend relevant courses and are supported in their efforts to attain further qualifications. Staff are employed effectively within the provision to ensure the safety, welfare and development of children. Records show that up to four members of staff, in addition to the registered person, who is supernumerary at all times, are employed, in accordance with the numbers and ages of children attending each session. The staff were observed working well as a team, with individuals obviously aware of their responsibilities. Good administrative systems are in place and children and their parents benefit from a well organised and planned service.
Quality of Leadership and Management:
Parents can be confident that due regard is given to the Child Minding and Day Care (Wales) Regulations 2010 and the National Minimum Standards for Regulated Child Care. The statement of purpose is clear and states what the service sets out to achieve. The well-‐being of children is protected and promoted. All the staff members have completed level 2 Child Protection training whilst the person in charge has also completed the level 3 Safeguarding course. This ensures that they have up to date information and understanding of safeguarding procedures. All the members of staff have current first aid certificates. Children and their parents benefit from a quality service that is effectively monitored. Parents and children are active in defining and measuring the quality of the service. Their views and opinions are taken into consideration as they are provided with questionnaires requesting their opinions of the service provided. The parent questionnaires are clearly

written, with appropriate headings; the children’s questionnaires are simple and ask for a picture of their favourite activity. As part of the annual review, the registered person prepares an action plan which show long-‐term plans for improvement. Issues raised by the parents in the questionnaires are addressed and also any recommendations made by CSSIW in the annual inspection. However, she was reminded of the need to prepare an annual review report, within 28 days of the review (Regulation 16 and NMS18). This report should explain how the review had been carried out, including how many questionnaires were given and returned for instance and include matters such as what they do well, how they could improve the service and any developments for the future. The registered person prepares weekly newsletters so that parents are kept informed of any developments at the setting. Daily information sheets are also completed. However, these do not tell the parents much about what their child has achieved during the day. The registered person explained that some parents had commented that they would like more information about their child’s time at the setting. It was suggested that methods of sharing information with parents would benefit from being reviewed. Parents’ evenings are arranged three times a year when parents are invited to view their child’s development folder, including samples of work and targets achieved. Staff meetings are held regularly and minutes are recorded. Two staff files were viewed and found to be in good order. Accident records are kept in accordance with the requirements. It was noted, however, that there were various methods of recording these details. Some accidents had been recorded on individual sheets. Other accidents had been written in a self-‐carbonated record folder, which allows the top copy to be removed and sent home with the child and the other copy to be kept in the folder. The registered person was advised to review the methods of recording accidents and incidents so that all the records are easy to view when the risk assessments are being reviewed.
Quality of the Environment:
Children are cared for in an environment that is safe and secure. The premises, on the site of Ysgol Caergeiliog Foundation School, has been purpose-‐built and provides the children and staff with a bright, colourful and stimulating environment, with two main playrooms and facilities for the different age-‐groups. Both the playrooms are spacious, with plenty of opportunities for children to move around and investigate, either on their own or supported by staff members. The children’s well-‐being is promoted as the range of facilities and equipment is suited their abilities and needs. The two playrooms provide a rich environment for play. Toys and resources are stored within easy reach and enable the children to choose their own activities. The toilets are

easily accessible and allow the children to gain confidence and use the facilities independently.
Clearly defined play areas encourage the children to know where to find specific items and also to put things away where they belong. Staff members were seen to set a good example by tidying up as they went along. Parents can be confident that their children are safe from strangers entering the premises. During opening hours, the front door is locked and all visitors to the building are greeted by a member of staff. The outdoor play area is clean and tidy. It is fully enclosed by a colourful fence and provides opportunities for children to spend time outdoors and participate in physical activities. There is an adventure playground and plenty of space for the children to play with the wooden train and car, the shop and play house, the sand pit, chalk board and climbing frame. Wooden planters provide opportunities for gardening experiences, whilst the show of daffodils adds to the colourful environment. The members of staff were seen supporting the children when necessary but also stepping back at times and allowing the children to explore and play independently.
Detailed risk assessments are carried out and reviewed by the School ‘s head teacher. Emergency evacuation procedures are practiced every half-‐term in conjunction with the School’s procedures.

Overall Assessment Review:
Ysgol Caergeiliog Foundation School has over 400 pupils aged 3-‐11 on its register and has experienced an increasing demand over many years for admission. The
School motto, mission and vision statements are at the centre of a total commitment to customer-‐focused service delivery. The School has used the Customer Service Excellence Standard, (CSE) to support many of its strategic objectives and key performance indicators. The School sets high standards for its-‐Service of Care and strongly encourages pupils to achieve excellent academic attainment levels. Performance against academic standards in the three core subjects has been consistently higher than local authority and national averages for many years.
Consultation and engagement strategies are well embedded and good use is made of focus groups such as the Pupil Council and Charity Committee. Views are sought regularly from key stakeholders, partners and parents. All staff groups are empowered and encouraged to contribute to development plans. 2011 RPI: The School has continued to meet the requirements of the Customer Service Excellence Standard and used the process to improve an existing high quality and much appreciated service.
2012 RP2: The School has improved its already recognised high quality service and this is reflected in a reduction in number of elements assessed as partial compliant. The School, its Headmaster and all staff continue to be extremely well regarded by pupils, their parents and guardians and a range of other stakeholders. The School clearly benefits from good leadership from the Headmaster and sound governance. The staff are experienced, highly motivated and actively involved in all stages of service planning and delivery. They demonstrate high levels of care and professionalism. Just visiting the school is a truly rewarding experience. 2013 RP3: The School continues to provide a high quality education backed by excellent customer service that is highly appreciated by both pupils and parents. 2014 RPI: Both parents and pupils expressed to the assessor very high levels of satisfaction with both the quality of service offered by the Headmaster and staff and with the School's educational and pastoral attainments. Visiting the School continues to be a real joy.
2015 RP2: The School continues to provide a high quality service that meets all the requirements of the Customer Service Excellence standard and which is highly appreciated by pupils and parents alike
