• Initial conversations• Making the connection

between taxes and coverage• Developing partnerships

• Likely there are organizations in your networks that do tax prep, or can help you find those that do.

• Coalition-building• Bring those organizations into

your enrollment coalitions. They are a key connector!

Engaging Groups

EnrollAmerica.org | GetCoveredAmerica.org 9

• Active ask• Ask every single client if

they have coverage!• Intake forms/data sharing

(with consent)• Ask at intake about

coverage status. Offer to make follow-up calls to those consumers to help them get covered.

• Follow-up• Follow-up is a critical

piece of this. Every additional conversation increases the likelihood that someone gets covered.

Identifying the Uninsured

• Limited overlap with OE3• Only a few days where tax prep

events will overlap with open enrollment.

• Consumers don’t always have time to do taxes AND enrollment• Help them make an appointment

for enrollment assistance before they leave!

• Medicaid enrollment/SEPs• For those eligible for Medicaid or

an SEP, make sure they know they can get covered after 1/31!

Challenges/Opportunities

Looking Ahead

Health

&

Taxes

VITA Sites as Gateways to ACA

Health

& Wellness

are Pocket Book Issues

Promoting integration of various services for clients and economies of scale for service providers.

ACA increases the

need to file taxes

accurately

& inexpensively

Taxes offer a comprehensive view of a household's finances. This includes Unauthorized immigrants.

Undocumented immigrants are not excluded from the requirement to file taxes

The IRS created the Individual Taxpayer Identification Number (ITIN) to help people without Social Security numbers file tax returns.

At least half of the unauthorized immigrants in the country are subject to payroll tax withholdings because they present a 'made up' Social Security Number to their employer.

Giving people information to enroll in affordable health insurance is important.

It is just as important, however, to inform people if they do not qualify for ACA.

Some people have been improperly enrolled in health insurance and that may cause them legal harm later.

Talking about Health Insurance will help unauthorized immigrants not be afraid to enroll their US born children in health insurance.

This is important becuase the Pew Hispanic Center determined that:

• 45% of unauthorized immigrant households in the US are couples with children

• 37% of all unauthorized immigrants were parents of children who are US citizens

• There are 4.1 million US born children of unauthorized immigrant parents residing in this country and the number is growing

Screenings

provide clients with their own

health data to support their need to secure

health insurance.

Work with VITA sites to offer Free health screenings during Free tax preparation sessions – Great way to break the ice about health & the Affordable Care Act.

Workshops linking VITA and ACA before, during, and after the Open Enrollment Period are important.

Make presentations to the general public and to service providing professionals.

Information about the relatively new and complex Affordable Care Act is best absorbed through small doses, repetition, & letting people ask questions about it.

Fresh looks at ACA through: Health & Taxes Health & Wellness as Asset-Building Tools

Enhance community awareness through the media of the economic benefits of thinking of affordable health insurance and wellness programs as asset-building tools.
