*The report card is a short follow-up on the progress and improvements that has been made since the Sunrise Neighborhood Study was adopted in 2006. It is an indicator of infrastructure and programs still to be implemented. **In 2002, Greeley voters approved a “Quality of Life” ballot issue, which provided $4 million for neighborhood improvements. In 2005, Community Development staff initiated the Sunrise Neighborhood Study to identify neighborhood conditions, issues and priorities. In 2006 the Greeley City Council adopted the study and approved $1,135,770 for capital improvements. The report card is a short follow-up on the progress being made. 114 of 15 approved lights were installed. (See Attachment A - Sunrise Street Light Map.) 2This was an unpaved street that is now paved. In 2006 the overall street quality assessment in Sunrise was: 20% good, 41% fair and 39% poor. In 2016, the assessment was 3% good, 22% fair and 61% poor. There will be street work done in Sunrise in 2019-2020 through the Keep Greeley Moving program. 3None of the approved fire hydrants were installed. Three additional fire hydrants could be justified in the residential areas. (See Attachment B - Sunrise Fire Hydrant Map.) 4 Due to lack of funds not all needed sidewalks could be installed. Sidewalks are needed along 5th and 8th Street, along much of 6th Avenue and often at railroad and Hwy. 85 crossings. The need for sidewalks in some of the industrial areas is less of a problem. Access ramps are needed with the sidewalks. (See Attachment C - Sunrise Sidewalk and Access Ramps Map.) The “Keep Greeley Moving” project will not be able to help in this effort since it is limited to the repair or replacement of existing concrete and access ramps. 5Due to a lack of program use most of the unloaned money was reallocated by Council for street lights, sidewalks etc. in Minor Study areas such as Billie Martinez and E. Maplewood neighborhoods. 6City engineering costs were not factored in to the prior three neighborhood studies. For the Sunrise Study area, the engineering cost was $90,260. The public art was part of the 1% for Art program and is part of the splash park. Sunrise Park was renamed Archibeque Park in 2017. 7 The Greeley Urban Renewal Authority (GURA) funds infrastructure improvements such as sidewalks and provides other assistance in the area including home rehabilitation, multi-family unit assistance, the Home Again Program (homes sold), tree removal and pruning subsidy, emergency rehab support, motion detector light rebates and credit counseling services. 8Preparations such as underground utility work has begun. Then in 2019-2020 “Keep Greeley Moving” funds of $5,120,000 will be spent for 6.2 miles of overlay and 1.7 miles of seal coat work. Overlay work south of 8th St. will start in 2019 and work from 5th to 8th Street will be done in 2020. 9The future water line replacement will be completed as the budget allows. CML is “Cement Mortar Lined” which protects and prolongs the life of the pipes as well as improving flows. About 96% of the lines meet standards, 1% partially meets standards and 3% do not meet standards. (See Attachment E – Sunrise Potable Water Line Map.) 10 The future sanitary sewer pipe lining will be completed as the budget allows. In addition there have been 3 new or replaced manholes and 55 coated manholes. Approximately 93% meets standards and 7% partially meet standards. (See Attachment F – Sunrise Sanitary Sewer Service Map.) 11 Neighborhood Registration is coordinated by the Neighborhood Resource Office (NRO) and the Greeley Police Department as part of the Greeley Neighborhood Action Team (NAT). There are 3 Neighborhood Watch groups in the Sunrise neighborhood that are coordinated by the Greeley Police Department. The Business Watch program is part of the Shoplifter Task Force and is coordinated by the Greeley Police Department. 12The Greeley Police apply Data Driven Approach to Crime and Traffic Safety (DDACTS) to reduce crime and traffic accidents. The Greeley Police and Public Works also work together on traffic calming strategies. 13Area residents were appointed to the GURA neighborhood citizen advisory board, but it is not always possible to retain representation from all the various target neighborhoods. 14 Neighborhood Improvement Grants (NIG) program is administered by Neighborhood Resource Office. The program provides mini-grants to help with the construction of permanent neighborhood upgrades in the common areas of a neighborhood and can provide support for special neighborhood activities. 15A Train Quiet Zone has been a concern in the Downtown, UNC and Sunrise areas for many years. The Greeley City Council has been considering the issue in 2017 but has not made a decision. 16 Code Enforcement was one of the top issues identified by neighbors at the neighborhood meetings. This consists of property maintenance and upkeep. 17G-Hope (Greeley Home Ownership Incentive Program) is a pilot Home Ownership Program for city employees and 6 major businesses to promote more home ownership in Greeley’s Redevelopment District, including the Sunrise neighborhood. The 35 loans are located throughout the redevelopment district but are primarily located in the UNC and NCMC area.
