Standards, rating tools and regulations

description

Assigning standards and building rating tools in regulations. The presentation aims to explain how environmental performance requirements to works (buildings), that most likely will result into new additional product information, can be linked to building rating tools and to Environmental Product Declarations. The interpretation of the Construction Products Regulation (CPR , 305/2011) is not that easy to understand to everyone, but the Regulation contains all the procedural elements that provide maximum freedom to Member States to set their own performance requirements to works (buildings) that might however require new and different declarations on a construction product's environmental performance when giving national interpretations to the Basic Requirement nr. 7 : "the sustainable use of natural resources". However the assignment of the appropriate European Standards, designed to assure a uniform and harmonised measurement and declaration of performances, are the ready to use "key". The presentation shows how to use regulations, building rating tools, standards for quantifying building performances and standards for measuring product performances that provide the necessary input to the quantification of the (environmental) building performance.

BWR #7c

The construction works must be designed, built and demolished in such a way that the use of natural resources is sustainable and ensure the following:

• (a) recyclability of the construction works, their materials and parts after demolition;

• (b) durability of the construction works;

• (c) use of environmentally compatible raw and secondary materials in the construction works. “environmentally compatible” allows a rather wide interpetation:• no adverse effects on other environmental goals

“environmentally compatible” allows a rather wide interpetation:• no adverse effects on other environmental goals

this could imply the necessity to list the performance on all environmental indicators

European and/or National regulatory demands will select and specify what indicators are to be assigned as Essential Product Characteristics

66

• specify a harmonised information demand for construction products• assign the methodologies and standards to quantify the performance

• uniform standards for quantication are ready to be used: EN15804 – EN15978

• the European Commission is about to mandate the inclusion of environmental product characteristics in the harmonised product standards

74

• No need for further development of methodologies

• CEN TC350 standards – provide the methodologies for quantifying environmental performances– offer a “basket” of environmental indicators

• If regulators want demonstration of compliance with BRCW 7, – then define performance demands for buildings– specify the resulting information demand for construction products

BRCW 7 : SUSTAINABLE USE OF NATURAL RESOURCES

however, notify and harmonise the demand for the information on EU-level !

75

summarising

76

summarising - sustainability standards

• CEN TC350 standards provide– a uniform methodology for quantifying the environmental, social

and economic sustainability performance.– harmonised indicators for quantifying the sustainability performance– for construction products and for buildings (and civil engineering works)

and .......– the standards do not qualify the results, no ranking nor

benchmarking

77

summarising – rating tools• rating tools

– more and more the rating tools implement and apply the standard EN15978 for quantifying the environmental performance of buildings

– are supplied with environmental product declarations (EPD) acc. EN15804

• EN15804 and EN15978 are consistent and fully aligned and provide non-aggregated information in information modules

– this, as sustainability it self is not uniform, allows • applying different (national customised) weighting factors and ratings per indicator• enables providing full transparency in 14 information modules over the lifecyle

stages• enables tracing back on impacts of products and processes.

78

summarising - regulators• regulators

– specify the performance demands for works (buildings and civil engineering works)

– base this performance demands for works on the 7 Basic Requirements for Costruction Works (BRCW) as defined in the EC’s Construction Products Regulation – CPR 305/2011

– notify a consequent demand for (environmental) declarations on construction products on EU-level define the essential environmental product characteristic(s)

– assign a methodology for quantifying, rating or benchmarking the (environmental) building performance
