State Environmental Foundation The State Environmental Foundation - Feam, belongs to the State
Environmental and Sustainable Development System – SISEMA, which has the
purpose of executing protection, conservation and environment quality
improvement policies related to air, soil and solid residues, acting to prevent
and correct pollution and degradation caused by industrial, infra-structure and
mining activities. It also promotes and executes projects and research
programs aiming environment quality improvement and preservation.

2 - How does it work?
The online platform is based on the IPCC methodology (including emission factors and formulas). Fossil fuels and electricity consumption, industrial processes and fugitives emissions are taken into account.
Facilities which already have their own GHG Inventory can report the data directly, without using the platform accounting process. However, in this case, it is mandatory to explain the chosen methodology.

2 - How does it work?
Based on the reported data the system determines energetic and GHG intensity indicators

2 - How does it work?
These indicators provide parameters, so the facilities can take decisions aiming to improve their GHG emissions management and energy efficiency.
Facilities which prove emission reduction can have benefits from the Government.

3 - Applicable Legislation
Decreto Estadual n° 45.229/2009 (State Decree)
– Regulates measures of Minas Gerais Government related to climate change combat and GHG emissions management
Art. 2º - Establishes the Volunteer Program of Annual GHG Emissions Registry
Art. 3º - The Public Register is open to all facilities, regardless being subjected to environmental licensing.
Art. 5º -The procedures to accomplish the registration shall be established by normative deliberation.

3 - Applicable Legislation
Deliberação Normativa COPAM n° 151/2010 (Regulatory Deliberation)
– Regulates the Volunteer Program of Annual GHG Emissions Registry and provides incentives for membership.
Art. 4º - Participants who join the Program of Public Register and maintain their annual records uninterruptedly will be entitled to receive from Feam the Certificate “Member of the Volunteer Program of Annual GHG Emissions Registry”

3 - Applicable Legislation
Deliberação Normativa COPAM n° 151/2010 (Regulatory Deliberation)
Art. 5º - Those facilities subjected to environmental license and whose GHG intensity indicators are stable or decreasing when compared to the base year, are able to receive:
I - discounts on the license fees, proportional to the rate of the indicator reduction (up to 30%)
II – one year extension of the environmental license, since the indicator reduction is equal or greater than 10%.

Low participation – Our goal is to have 20 participants this year;
Lack of regional emission factors
Troubles with Information Technology: – The data storage is not well structured, which makes data collection difficult.
– No evolutionary maintenance
– FEAM does not control the system maintenance. It is an outsourced service.
