MoS require good connectivity and good connectivity calls for good

mobile IT systems for MoS customers

MoS customers do not always receive quality information and information available varies even within ports in the same region

PCSs sit on top of loads of information, many fields of information are not confidential, and even so it is not used for any purpose

Intelligent Transport Systems (ITS) can be used to provide innovative services relating todifferent modes of transport and traffic management and to enable various users to be betterinformed and make safer, more coordinated and "smarter" use of transport networks. –>Prototypes of new ITS applications and services will be built and piloted to provide betterinformation to MoS Customers in several ports in the UK, Bilbao and Livorno.

MAIN BENEFITS:

Attica region ports will become a port cluster and PCS will be their common platform smallerports will upgrade their services according to European practices, improve their role in the portsistema with their modernisation while their participation in this pilot will be at no cost.

New prototypes dealing with data mining and decision-support services will be piloted anddemonstrated in the port communities of Piraeus, Livorno and Valencia. With PCSs beingneutral and open electronic systems involving both public and private stakeholders, particularattention will be paid to carefully respecting all confidential information. However, much of theinformation exchanged would not be confidential for the parties involved in the transaction andin many cases, general non-confidential data could be used for many purposes. For example, toprovide advantages to users as the information provided would be generated in real-time andwould be tailored to their request, providing users with tools to help increase theircompetitiveness.

Current situation

Legal Framework:

Directive 2010/40/EU of the European Parliament and of the Council of 7 July 2010 on

the framework for the deployment of Intelligent Transport Systems in the field of road

transport and for interfaces with other modes of transport.

• Intelligent Transport Systems (ITS) are advanced applications which, without

embodying intelligence as such, aim to provide innovative services relating to different

modes of transport and traffic management and enable various users to be better

informed and make safer, more coordinated and ‘smarter’ use of transport networks.

• ITS integrate telecommunications, electronics and information technologies with

transport engineering in order to plan, design, operate, maintain and manage

transport systems.

Port areas represent an interface between different transport modes

Weakness: Too many standards with no reference framework for interoperability and for system architecture design.

The expected benefits will be of:

• Creating a reference framework for the use of smarter solutions to enhance modal shift in port areas;

• Promoting data interchange among transport modes;

• Develop a transparent and user friendly environment for goods flows managmenet.

Objective of the initiative

OBJECTIVES:

ITS for ports and transport communitiesThis initiative is aimed at providing innovative services to streamline the modal shift taking placebetween different transport modes in port areas. Moreover the use of electronic means, whileincreasing the performance of the infrastructures itself by reducing waiting times andcongestion, will allow the users of the transport system to make more informed choices.

MAIN BENEFITS:

The team is made up of two ports and two port community specialistsand will handle three different prototypes:

One pilot in the Port of Livorno, who acts with IB Group asImplementing Body of the Italian Ministry of Transport, focused on givinga reference framework for ITS development in port areas through the useof Unified Modeling Language (UML);

One pilot will be implemented by MCP plc, aimed at enhancing theexperience of the users of the UK ports that are currently operating theDestin8 Port Community System.

One pilot in the Port of Bilbao, centered on the enhancement of thecurrent e-puertobilbao system for what concerns the Delivery andAcceptance Services and a specific mobile version of the transport order.

PROTOTYPE 1. UML for ITS integrated application in Port Area – Autorità Portuale Livorno & IB Group

Abstract

UML is used in general to represent and describe the interactionsbetween a set of software and actors involved in a specific scenario. AUML model will represent components, functionalities and processesinvolved in ITS application in Livorno Port Area.

Scope

Analyzing a set of complex processes involving different actors and software platforms delivering ITS services;

Creating an UML model for each process;

Detecting behaviour, activities and interactions with different points of view.

Main steps to achieve the scope

Choosing a representative set of processes;

Analysis and modeling.

PROTOTYPE 2. ITS for Ports and Transport Communities – Maritime Cargo Processing plc (MCP)

Abstract

MCP plc is operating in different UK ports and terminals its Destin8software platform. Through the use of SMEs already existing softwareand connections to PCSs, the pilot will allow economic operators to easilymanage commercial releases, vehicle allocation and bookings. Moreoverit will enhance mobile access and introduce push notifications for statuschange.

Scope

Develop a sub set of 10 identified solution and services within Destin8framework.

Main steps to achieve the scope

Review of existing data sets;

Verification of requirements, analysis and design;

Definition of a test plan, documentation and training provision.

PROTOTYPE 3. ITS for Ports and Transport Communities – Port of Bilbao Authority (PAB)

Abstract

Since the year 2000, PAB committed to the implementation of a platformof reference (e-puertobilbao) for providing electronic interchange servicesin the user community of the Port of Bilbao. With this pilot PAB aims atdelivering specific mobile serivces to road companies operating in theport area.

Scope

Analyze user requirements and develop new services starting from transport order,pre-entry notification, customs clearance and acceptance/delivery/release permit forcontainers.

Main steps to achieve the scope

Review of the existing transactions and services;

Verification of requirements, analysis, technical design adaptation to mobile application;

Presentation to customers, provision of manual and training, implementation.

The Ministry of Shipping and the Aegean has introduced a new

structural model that involves the establishment of regional port

clustering for better organisation and operational optimisation. In

this direction, PPA holding the leadership in the regional ports cluster

undertakes the initiative to integrate Attica Region ports in its PCS.

Enhances PPA’s role as a leader port, supporting smaller ports in the Attica RegionEnlarges the community of PCCS usersUpgrade of services with the support of advanced PCS

The main objective of the prototype is to exploit the vastamount of information obtained through the PCS, in orderto:

Easily create statistics to be used for reporting to towards the Port

Community and third parties.

Define KPIs that can be used for strategic decision making by the Management of the companies (e.g PPA- Neptune Lines – Global Maritime Agency – Attica Region Ports) for improving terminal operation, investment, attracting new customers etc.

Provide reports to its business community, useful and necessary for their business activities.

Create a secure and authorised environment for information dissemination, based on its nature (public & private)

The main objective of the prototype is to pilot and test asystem of integration of transport and trade statistics fromdifferent sources, permitting the definition of the hinterland ofgoods loaded or unloaded in each port community

The main objective of the prototype is to apply new semi-automatic and automatic methodologies, as OLAP, Data Mining(and its related techniques), for gathering, extracting,transforming, loading and reporting data from the PCS system.

The idea is to create a data mart for each partner involved inthe prototyping (with the same agreed standard) and startingfrom these ones, to realise Transportation chain intelligence.

The proposed solution

The new reporting system will be started from the current database.Firstly, the relational database (schema, associations and instances) willbe analysed for verifying if a new data organisation is necessary fortrigging the path of data -> information.

Secondly, starting from the needs of the actors involved, the organiseddata (if necessary) will be analyzed for identifying the bestmethodologies and techniques useful for creating effective knowledge.

Afterwards, starting from the results of the analysis, the bestapplication, useful for generating reports, will be detected.

The previous path will be developed in: data->information->knowledge.
