The high speed train crash happened on 23rd July in Wenzhou has sparked off public attention from within China and overseas. Within 30 hours of the accident all cleanup works on spot was done, the rail service was reinstated and there were miracles of survivors being rescued. Amid of all praise and joy, what have been revealed are also the indifference of the officials to human life and the fundamental crisis gathering in the Chinese government. The public speech by Premier Wen on 28th July did not address this crisis; subsequently both the stringent surveillance on the media reporting and the compensation for the victims families have made people worry about the high-handed policy adopted by the Chinese government in covering up the accountability of the accident with a view to maintaining the status quo.
At the same time the incident has highlighted the widespread coverage of the Internet as a new platform of information transmission, on which we have a special column in this issue. There was an old saying of knowledge is power because knowledge can enhance human ability in production thus bring upon power for society development. Internet provides an avenue to communicate other than traditional media coverage; people around the world can instantly join in for exchange of information and opinion on something just happened elsewhere, through which people with common interest can even join hands together for action. As such, it is getting harder for the government to control the flow of information in order to contain public reaction. To any autocratic government, Internet is a nightmare.
I think the best deal to cope with this change is to run an open, transparent and accountable government subject to public scrutiny. This maybe the only means to sustain the support of governance by winning the heart of the people; the public watch over the government would also ensure authority in power would act in the interest of the society by taking on board public opinions.
At this moment of uplifting economy in China, people education standard is in general on the rise and they are all after better quality of life and human right. It is time for the government to consider freer flow of information in an era of information society.
