Background Information: The Robert Street Mercury Release site (the site) is located in a residential area, and is approximately 1,000 feet west of Bay Street. The site is bordered to the north by residential properties, to the east by Robert Street and residential properties, to the south by Norman Avenue and residential properties, and to the west by wetlands and woodlands. The geographic coordinates, as measured from the approximate center of the site, are 41 55 51 north latitude and 71 06 17 west longitude.
The site is comprised of two parcels, totaling 0.39 acres, and contains an approximately 1,100-square-foot (ft2) ranch-style house and a 200-ft2 wooden shed. The shed is located approximately 100 feet west of the house.

Description of Sampling Conducted
On 24 April 2014, START personnel mobilized to site to conduct indoor air monitoring for mercury.
At the request of the OSC, START personnel collected three five-point composite surface soil samples and three grab surface soil samples. Samples were collected from areas within and around the shed, and from the garden area.
The soil samples were collected for mercury analysis by the EPA Office of Environmental Measurement and Evaluation (OEME) New England Regional Laboratory (NERL).

II. Narrative Chronology
Narrative Chronology
Introduction
On 23 April 2014, a National Response Center (NRC) report was filed. Mercury had been reported on a residential property at 43 Robert Street, Taunton, Bristol County, Massachusetts (MA) (see Appendix A, Figure 1) [1]. The NRC report was forwarded to the EPA On-Scene Coordinator (OSC) and EPA emergency response phone duty contact Janis Tsang. EPA OSC Tsang and EPA OSC Rich Haworth contacted Eric Ackerman, the Weston Solutions, Inc. (WESTON) Superfund Technical Assessment and Response Team (START) Phone Duty responder and informed him of the need to mobilize two START members to the scene of a mercury spill in a residential home on 24 April 2014.
On 24 April 2014, EPA OSC Haworth and WESTON START members Chris Dupree and Stephanie Bitzas mobilized to the site to conduct air monitoring and a site investigation [3].
Site Description
The geographic coordinates of the property at the approximate center are latitude 41 55' 51" north and longitude 71 06' 17" west. The site is bordered to the north by residential properties, to the east by Robert Street and residential properties, to the south by Norman Avenue and residential properties, and to the west by wetlands.
According to the City of Taunton Tax Assessors Map, the site consists of two parcels: 31-314 and 31-313 [4, 5]. Parcel 31-314 contains the 1,100-square-foot (ft2) residence, and a 200-ft2 multi-level shed located approximately 100 feet west of the house. Parcel 31-313 contains a deck attached to the southern side of the house, an above-ground swimming pool, a tree house and picnic area, and a small fenced garden (see Appendix A, Figure 2) [6]. The property also has stone steps to a lower level of the backyard, and a paved driveway on the northern side of the residence.
The shed is located in the backyard and is a multi-level building, with a ramp and entrance at the top level, an entrance in the middle level in the lower part of the yard, and a dirt floor basement, which is accessed from the middle level. The basement is located directly below the front room on the top level. The middle level is located below the rear room of the top level.
Site Activities
On 24 April 2014, OSC Haworth, START members Dupree and Bitzas, and Massachusetts Department of Environmental Protection (MassDEP) responder Andy Jones mobilized to the site. START personnel reviewed and signed the site Health & Safety Plan (HASP). The site HASP has been prepared as a separate document, entitled Weston Solutions, Inc., Region I START Site Health and Safety Plan (HASP) for the Robert Street Mercury Release.
START personnel prepared a Lumex Mercury Vapor Analyzer (MVA) for monitoring. Background concentrations ranged from 10 to 35 nanograms per cubic meter (ng/m3). The EPA

residential cleanup goal for mercury is 300 ng/m3. The Massachusetts Contingency Plan (MCP) imminent hazard criteria for residential properties is also 300 ng/m3.
OSC Haworth obtained a signature for the Access Agreement, and personnel donned disposable booties and entered the residence through the northern door, into the kitchen. START personnel monitored and recorded MVA readings in the headspace and above the floors in areas throughout the house, including the finished basement, and the unfinished crawlspace located below the master bedroom addition. Monitoring results from the residence were between 20 and 50 ng/m3 (see Appendix A, Figure 3, Figure 4; and Appendix B, Table 1).
START personnel also monitored the shoes that the residents had worn inside the shed, which had been bagged and left outside. The shoes were monitored on the soles and laces. There were no MVA readings above background during shoe monitoring.
Site personnel exited the house, and proceeded to the backyard. Air monitoring was conducted in the top level along the exterior, and in the middle level of the shed. Monitoring was also conducted in the stairwell leading to the basement (see Appendix A, Figure 5, Figure 6; and Appendix B, Table 2).
START members Dupree and Bitzas donned Level C personal protective equipment (PPE), including organic vapor/mercury respirator cartridges, and entered the basement to overpack the pail containing the mercury. The release area was documented, and personnel placed the 1-gallon pail into a 5-gallon bucket. START personnel then used disposable scoops to collect the visible pools and beads of mercury, and the soil containing significant mercury beads. This process was discontinued at the request of the OSC, due to the amount of mercury present and the inability to properly containerize the spill in this manner. The overpack bucket was labeled with Department of Transportation (DOT) hazard labels, and secured with a fitted lid.
START personnel collected soil samples SS-01 and SS-02 from the floor of the shed basement. Soil sample SS-01 was collected from the southern half of the shed basement, away from the visible mercury contamination. Soil sample SS-02 was collected from the northern half, in the mercury-contaminated area. Personnel then exited the shed, and doffed PPE.
START collected four additional surface soil samples from areas throughout the property (see Appendix B, Table 4). Samples were collected from the vicinity of the shed, and from the garden area on the southern portion of the property.
OSC Haworth requested that the bicycles be removed from the top level of the shed, and screened with the Lumex MVA. The handlebars, seats, pedals, and tires of the bicycles were monitored, and no readings above the imminent hazard criteria were documented. The bicycles were placed back in the shed after monitoring was completed (see Appendix B, Table 3).
START personnel photodocumented the site prior to departure (see Appendix C, Photodocumentation Log).
START personnel prepared sampling documentation, and the chain-of-custody record is included as Appendix D. Surface soil samples were submitted to the EPA Office of

Environmental Measurement and Evaluation (OEME) in North Chelmsford, MA for mercury analysis.
Analytical Data Summaries
On 2 May 2014, START received the analytical data results from OEME (see Appendix A, Figure 7; and Appendix B, Table 5).
Mercury was detected in all of the soil samples submitted for analysis. Mercury was detected at a concentration greater than the Massachusetts Contingency Plan (MCP) Soil Category S-1/ Groundwater Category GW-1 standard of 20 micrograms per gram (g/g) in sample SS-02. No other samples contained mercury concentrations greater than the MCP standard.

Laboratory SOP for Sample Log-in.
Sample preparation and analysis was done following the EPA Region I SOP, EIASOP-INGDMA1.
Method 7473, Mercury in Solids and Solutions by Thermal Decomposition Amalgamation and Atomic Absorption Spectrophotometry Test Methods for Evaluating Solid Waste, Physical/Chemical Methods, SW-846", Revision 0, 01/98.
Results relate only to the items tested or to the samples as received by the Laboratory. This analytical report shall not be reproduced except in full, without written approval of the laboratory.
Data were reviewed in accordance with the internal verification procedures described in the EPA New England Quality Manual for NERL.
