Background/Mission of DWP • “The Federal Drug-Free Workplace Programs, as

mandated by Executive Order 12564 and Public Law 100-71, is a comprehensive program to address illicit drug use by federal employees, certification of Executive Branch agency Drug-Free Workplace Plans, and identification of safety-sensitive positions subject to random drug testing.”

• This is an issue that should be acknowledged for its significance in relation to workplace drug testing.

In 2013…

• 6,320,000 regulated drug tests completed. • Of those, 123,598 were found to be positive,

adulterated, invalid, or substituted – increase from 2009 which had 88,431.

• Of the 123,598: • 5,191 were substituted. • 19,034 were invalid. • 2,471 were adulterated.
