Proceedings of the public hearing conducted on 28.05.2019 in connection with application filed by M/s VRV Hospitality Private Ltd., for obtaining environmental clearance under EIA Notification dated 14.09.2006 for establishment of a grain based distillery project of 60 KLPD alongwith a co-generation power plant of 2 MW in the revenue estate of Village Chak Alia, Tehsil & District Gurdaspur.
The following were present to supervise the proceedings:-

Environmental Engineer (Mega), Punjab Pollution Control Board,
Patiala welcomed the Supervising-cum-Presiding Officer and people from adjoining
towns/villages, who came to attend the public hearing of this project for
establishment of a grain based distillery project of 60 KLPD alongwith a co-
generation power plant of 2 MW in the revenue estate of Village Chak Alia, Tehsil
& District Gurdaspur. He informed that an application was filed by M/s VRV
Hospitality Private Ltd., with the MoEF&CC, New Delhi for getting Environmental
Clearance under EIA notification no. 1533 (E) dated 14.9.2006 for establishment
of a grain based distillery project of 60 KLPD alongwith a co-generation power
plant of 2 MW in the revenue estate of Village Chak Alia, Tehsil & District
Gurdaspur. After considering the application of the project proponent, the
MoEF&CC, New Delhi had issued 'Terms of Reference' to the project proponent for
preparation of draft EIA study report. Now, the project proponent has submitted
draft EIA report to the Punjab Pollution Control Board for conducting public

hearing of the project as per the procedure prescribed in the EIA Notification
dated 14.09.2006. Environmental Engineer (Mega) apprised the public present
there about the requirement of conducting the public hearing before deciding the
application filed by the project proponent for getting the said clearance for the
said expansion at the said site. He also brought into the notice of public that a
copy of the draft EIA report alongwith the executive summary of the same
submitted by the project proponent to the office of Chairman, Zila Parishad,
Gurdaspur; Deputy Commissioner, Gurdaspur; General Manager District Industries
Centre, Gurdaspur; Regional Office of MoEF&CC at Chandigarh; Environmental
Engineer, Punjab Pollution Control Board Regional Office, Batala & E.O., M.C. Dina
Nagar for access to the public and other stakeholders. He further brought out that
a notice of public hearing was published in two prominent newspapers namely,
'The Tribune' (English) and daily 'Jagbani' (Punjabi) dated 19.04.2019 to make the
public aware of the date, time & venue of the public hearing and about the
places/offices, where the public could access the draft EIA report and its executive
summary report before the said hearing. Thereafter, he requested the
representative of the project proponent, who is the Environmental Consultant of
industry to elaborate the main features of the project and the draft EIA study
report.
Sh. Vishal Mehra of M/s J.M. Environet (P) Ltd., environmental
consultant of the project proponent brought out the details of the proposed
expansion project before the public as under:-
Project Description
Introduction:
M/s VRV Hospitality Private Limited is proposing 60 KLPD Grain Based
Distillery along with 2 MW Co-generation Power Plant at Village Chak Alia,
Tehsil & District Gurdaspur (Punjab). Grains such as damaged grain feed
stock, broken rice, maize, bajra & sorghum, starch materials etc. will be used
as raw material which is easily available from the local market. As per EIA
Notification dated 14th September, 2006 and its subsequent amendments; the
project falls in Category ‘A’, Project or Activity - 5(g)(ii) [Non-molasses based

distilleries >60 KLD]. ToR Letter was issued by MoEFCC, New Delhi for the
preparation of EIA/EMP Report vide their letter dated 27th July, 2018.

Environmental Management Plan
Following mitigation measures will be adopted by the company to minimize the
impact of project on the surrounding environment:

Air quality Management
ESP/Bag Filter with stack of adequate height will be installed
with the boiler to control the particulate and gaseous
emissions due to combustion of fuel.
CO2 generated during the fermentation process will be
recovered by CO2 Scrubbers and sold to beverage &
packaging industry.
DG Sets will have adequate stack height as per CPCB
guidelines.
All the internal roads will be asphalted.
Online stack monitoring system will be installed.
Greenbelt will be developed all around the plant boundary
and within the plant premises.
Regular monitoring will be done to ensure that ambient air
quality standards are met all the time.
Water quality management
Grain based distillery will be based on “Zero Effluent
Discharge”.

Grain Slops (Spent Wash) will be passed through
centrifuge decanters for separation of suspended solids
separated as Wet Cake (also known as DWG – Distillers
Wet Grains).
Thin Slops from the Decanter Centrifuge will be partly
recycled back to process (20% to 35%) and the balance
will be fed to Thin Slop Evaporation Plant for
concentration of remaining solids to form Syrup (35% TS).
DWGS Drier: The Wet Cake and Syrup mixture (DWGS)
will be dried in Steam Tube Bundle Dryer for producing
DDGS with 8-10% moisture (max.). The DDGS will be
utilized as Cattle, poultry and fish feed ingredients.
The process condensate will be treated in condensate
treatment plant. The treated water will be recycled back in
cooling tower makeup.
Domestic wastewater will be treated in STP & reused in
greenbelt development & plantation
Rain Water harvesting will be done within the plant
premises.
Noise Management
Personal Protective Equipment like earplugs and earmuffs
will be provided to the workers exposed to high noise
level.
D.G. sets will be provided with acoustic to control the
noise level within the prescribed limit.
Proper maintenance, oiling and greasing of machines at
regular intervals will be done to reduce generation of
noise.
Green belt of appropriate width inside the plant premises
and at the plant boundary will be developed.
Regular monitoring of noise level will be carried out and
corrective measures in concerned machinery will be done.

Solid & Hazardous Waste Management
Solid wastes generated will be wet cake, yeast sludge and
ash from the boiler.
Solid waste from the grain based operations generally
comprises of fibres and proteins in the form of DDGS,
which will be ideally used as Cattle Feed.
Yeast sludge will be sent to the sludge drying beds or may
be added to the wet cake.
ETP sludge will be dewatered using filter press and will be
used as manure.
Ash from the boiler will be given to brick manufacturing
unit.
Used oil & grease generated from plant machinery/gear
boxes as hazardous waste will be sold out to the CPCB
authorized recyclers.
Green belt development & plantation
1.6 ha (3.96 Acres) i.e. 33% of the total plant area will be
developed under greenbelt & plantation.
Native plant species will be planted in consultation with
local horticulturist.
Green belt development along with the road & plant
boundary attenuates noise level; arrest dusts and improve
the environment in plant-surroundings.
Odour Management
Adequate greenbelt all around the periphery of the plant.
Efficient CO2 scrubbing to avoid carryover of alcohol
vapour & other fumes.
DWGS dryer will be installed for complete drying of solids.
Better housekeeping, hygienic conditions will be
maintained inside as well as surrounding areas of the
plant.
Regular use of disinfectants in the drains to avoid
generation of putrefying microorganisms.
CER activities Rs.1.85 Crores lacs will be spent towards implementation of

activities on Corporate Environment Responsibility as per OM
dated 01.05.2018 in the next five years in the local vicinity with
the help/advice of Village Panchayats and respectable of the local
area.
Thereafter, Environmental Engineer (Mega) brought into the notice of
public present at the venue of hearing that as per the provisions of EIA notification
dated 14.09.2006, as amended from time to time, the persons present at the venue
may seek any information or clarifications on the proposed project from the project
promoter and may also raise objections, if any. It was also brought into the notice of
the persons present there that the information or clarifications or objections raised
by them and reply given by the project proponent or his consultant will be recorded
in the proceedings of the hearing, which will be sent to MoEF&CC, New Delhi, for
further consideration. Accordingly, he requested the persons present in the hearing
to seek information or clarifications or raise objections, if any on the project one by
one after disclosing his/her name. He also informed that no comments / views /
suggestions / objections on the project have been received from the public in writing
by the Board, so far.
Thereupon, the detail of the information/ clarifications sought by the
persons present at the venue of hearing and the reply given by the project
proponent is as under:

He expressed happiness for the establishment of the project. He wanted that there should not be water & air pollution from the project in the area. He expressed that he has 'No Objection' for establishment of the industry.
Environmental Consultant of the company informed that no water/effluent will be discharged outside the industrial unit and the unit will be zero liquid discharge. Similarly, there will not be any air pollution from the project as ESP of latest technology

will be provided to the boiler as APCD. All the norms prescribed by the CPCB & PPCB will be met with. He further informed that there will be no noise pollution from the project.
2. Sh. Ashwani Kumar, r/o Village Lambe, District Gurdaspur
He wanted to know that what measures will be taken to control the dust generated from the boiler of the industry.
Environmental Consultant of the company informed that he has already informed that there will not be any air pollution from the project as ESP of latest technology will be provided to the boiler as APCD to control the dust to be generated from the boiler and all norms prescribed by the CPCB & PPCB in this regard will be complied with. He further informed that the fly ash will be collected in silos and will be given to the brick kiln owners for mixing it in the bricks. E.E. (Mega) informed that as per policy of the Board, it is mandatory to Brick Kiln Owners to mix the boiler to mix the same while manufacturing the bricks as it gives strength to the bricks.
3. Sh. Rakesh Kumar, r/o Dina Nagar, District Gurdaspur
He stated that with the establishment of the industry, there will be development in the area and he welcomed the same. He thanked the owner of the industry to establish the unit at the proposed site as it will employment to the local people.
No need to any answer.
4. Sh. Harinder Kumar, r/o Tamari, District Gurdaspur
He wanted to know how many persons will get employment from the project.
Environmental Consultant of the company informed that as per proposal of the industry, 60 No. persons will get direct employment from the project and 100 persons will get indirect employment from the

project. He further informed that preference will be given to the local persons in the employment. He further informed that the training will be provided to the youth to get employment.
5. Sh. Balwant Singh, Ex. Sarpanch, Village Kullian, District Gurdaspur
He welcomed the Addl. Deputy Commissioner and informed that a hatchery unit has been established in the area and the management of the same informed that all the pollution control norms will be implemented and there will be no pollution from the project. He further stated that the owners of the industries promised to implement the pollution control laws, but the same have not been complied. He also informed that there are huge flies in the area due to the establishment of the project.
Environmental Consultant of the company informed that there is not a hatchery unit and there will not be flies from the project. The company has proposed to spend Rs.10 Crores on the Environment Management Plan and Rs.1 Crores/annum will be the recurring cost on the same. Pollution control devices of the latest technology will be provided to the unit.
6. Sh. Harjit Singh, r/o Village Shehzada, District Gurdaspur
He wanted to know that how much wages will be given to the workers and what will be the timing of the same? He asked that the data regarding the present status of water & air of the area be provided to them, so that they may be able to check/ compare the same with the date to be generated after two years when the unit will be in operation.
He further stated that in the executive summary of the project, Village Chak Alia has been mentioned as nearest village of the project whereas there are other village near the project.
Environmental Consultant of the company informed that wages to the workers will be given as per policy of the Government and working hours of the same will be 8 hours. If the worker will work after 8 hours, the overtime will be given to him. The data, as demanded and as mentioned in the draft EIA report has been provided. He further informed that it is mandatory of the project proponent to provide online monitoring system to check pollution from the industry and the same is being/will be monitored by the CPCB & PPCB. An amount of 1.5% of the total cost of the project

He also informed that the project proponents made promises before establishment of the project, but the same are not fulfilled.

7. Sh. Deepak Kumar, Dina Nagar, District Gurdaspur
He stated that he wanted employment in the industry and what will he do now?
Environmental Consultant of the company informed that the employment will be provided at the time of construction of the project and at the time of commissioning of the unit and he can come at that time for the same.
Then the Environmental Engineer (Mega), Punjab Pollution Control
Board requested the public, that if anyone else want to ask any more question about
the proposed distillery project, he may come forward, but no one came forward. The
public hearing was attended by 81 persons.
In the end, Addl. Deputy Commissioner, Gurdaspur informed that he
has also asked the industry that how we can check the pollution from the industry
and in response to the same, the industry informed that online monitoring system
will be provided and the same are being/ will be checked online in the offices of the
CPCB and PPCB. He further informed that the online systems has been made
mandatory for the industries in view of the complaints received from the public from
time to time regarding the pollution caused by the industries. He also informed that
the industry has proposed to wages to the workers as per policy of the Government
and the public/workers should also be aware of the same.
Addl. Deputy Commissioner, Gurdaspur informed that as regards
problems of pollution and generation of flies from the hatchery units established in
the area, as faced & informed by the people of the area present in the public
hearing, Sh. Rantej Sharma, Asstt. Environmental Engineer, Punjab Pollution Control
Board, Regional Office, Batala, present in the hearing, directed to get these
problems solved from the industry immediately and he may be informed accordingly.

if anyone else want to ask any more question about the proposed distillery project,
he may come forward, but no one came forward.
