Policies and Procedures
I. Purpose
To establish guidelines for counselors as they provide student participants
individualized, STEM-focused guidance through the FloridaLearns STEM Scholars
Project.
II. Scope
This procedure addresses selection and training, role, and required paperwork of STEM
counselors as they guide students through selection of rigorous STEM academic
preparation and investigation and preparation for STEM careers.
III. Responsibility
Project counselors are to meet with student participants three times in year one and four
times in the remaining years of the grant, as they work to enhance the limited
counseling currently available to students.
IV. Definitions
Project counselors are qualified individuals who will secure Level 2 clearance and meet
with students to endorse enrollment in rigorous STEM courses, encourage positive
academic progress, and promote STEM careers awareness, exploration, and
consideration.
V. Policy Statements
FloridaLearns STEM Scholars Guidance Counselors will be selected by each local
consortium. Counselors will meet level 2 screening requirements and will meet with
students, who are project participants, on the local school campuses. During meetings
they will encourage participating students to take rigorous STEM courses and explore
STEM careers. The project contact at each local consortium will be responsible for
ensuring counselors have professional development that is necessary, in addition to the
professional development provided by the managing consortium. Each local consortium

will assume responsibility for monitoring the activity of the counselors and ensuring
appropriate documentation is maintained.
VI. Procedures
3.1 Selection of FloridaLearns STEM Scholars STEM Counselors
1. STEM Guidance Counselors will have qualifications that may include:
a. Certification as a guidance counselor
b. Experience with gifted students
c. Certified STEM teacher
d. STEM professional
e. Viewed favorably in local schools and/or community
2. STEM Guidance Counselors must also be willing to travel to multiple school districts to
meet with students on their home school campus.
3. STEM Guidance Counselors must qualify to receive level 2 clearance in accordance with
the Jessica Lunsford Act, 1012.465. F.S.
3.2 Level 2 Clearance
1. Project counselors must be fingerprinted as a vendor in a participating district and
qualify for level 2 clearance.
2. Each STEM counselor will pay for fingerprinting and submit appropriate paperwork for
reimbursement by the consortium.
3. The STEM counselor will contact the identification badge contact in each district, notify
the contact that he/she has been fingerprinted in a school district as a vendor, and make
arrangements to go to each respective district office to obtain a district photo
identification/ level 2 clearance badge.
4. Project counselors will receive a photo identification badge from that district. Costs for
the badge vary according to the district. The counselor will pay the badge fee, if one is
required, and submit appropriate paperwork for reimbursement by the consortium.
3.3 Scope of Work
1. Counselors will attend professional learning activities to include:
a. Orientation to project activities.
b. Update on graduation requirements.

c. Information on Family Educational Rights and Privacy Act (FERPA)
d. Update on Florida Department of Education’s Section 504 of the Rehabilitation
Act of 1973.
e. Information regarding the emotional and social needs of gifted students.
f. Planning for site visits.
g. Other professional learning activities deemed necessary by the local consortium.
2. Counselors will meet with students assigned to them (on an individual basis if possible)
at least three times between January 9, 2012 and May 18, 2012. In subsequent years,
counselors will meet with students two times each semester. Two of the meetings may
be with groups of STEM Scholars to ensure there is adequate time to complete all visits.
3. Counselors will locate and share resources about student scholarships, STEM-related
opportunities, and STEM-related careers.
4. Counselors will initiate and build upon a FloridaLearns STEM Scholars portfolio for each
student assigned to them.
5. Counselors will identify students interested in participating in STEM-related internships
and collaborate, as time permits, with STEM teacher mentors and other project
personnel to locate STEM-related businesses within the community that are willing to
provide student internships and/or teacher-student summer field experiences.
6. Counselors will provide project-related information to students.
7. Counselors will attend regional parent meetings, when possible.
8. Counselors will comply with evaluator requests for de-identified student information.
9. Counselors will work for approximately 55 days during year one and approximately 65
days during subsequent years.
3.4 Counselor Documentation and Other Paperwork
1. Counselors will maintain project-related records which will include:
a. Monthly Itineraries (see forms).
b. School meeting logs that confirm schools visited, detail the time in and time out
of the school, list students (first initial and last name) seen, and bear a signature
of school personnel (see forms). Logs corresponding with each time period will
be submitted with each invoice for contracted counselors.
c. Time logs that are a summary of travel time, time spent in schools and time spent
doing project paperwork outside the school (see forms). These forms,
corresponding with each time period, will be submitted with each invoice for
contracted counselors.
d. Travel records and reimbursement forms that detail dates, time spent in travel,
map mileage, and appropriate back-up documents.

e. Student portfolios which will be a compilation of student documents that are
assembled over the life of the project.
f. O*NET career inventory areas of interest.
g. Project-related paperwork as requested by the external evaluator.
2. A contact at each consortium will serve as a liaison between the STEM counselors and
local school district.
3. The designated project contact at each consortium will ensure counselors are
maintaining appropriate documentation and that counselors are fulfilling the duties of
the job.

Freshmen
Visit One
Goal: Explain the FloridaLearns STEM Scholars Project and get to know students who are incoming STEM Scholars.
Activities:
1. Explain FloridaLearns STEM Scholars Project. Key discussion points include what students may expect from
FLSS such as: 1) Availability of the STEM Mentor teacher at the school; 2) Regional forums; 3) Student/Parent
Nights; 4) focus on Science, Technology, Engineering, and Mathematics subjects and activities; 5) Summer
Challenges. The project brochure is a good resource that may be used to guide this discussion.
2. Describe the role of the STEM Counselor. The STEM Counselor is a resource in addition to the school
counselor and who will help STEM Scholars: 1) navigate the complex task of selecting a career; 2) explore
colleges to attend; 3) explain Bright Futures requirements; 4) present the FloridaLearns STEM Scholars Program
of Study, and 5) encourage STEM experiences that strengthen student skills, as well as college applications.
3. Interview students using questions from the “Student Profile Form” and record each student’s responses.
Students may record responses or the STEM counselor may use it as an interview tool.
4. Counselor Probes/Comments:
“I’m going to be talking to you a lot of times this year. Which class should I not take you out of and which
class or classes do you think it is okay for you to be out of?”
“You are doing well in these classes; how do you manage it?”
Find something to compliment the student about – other than appearance, if possible.
“I’m really looking forward to working with you!”
Visit Two
Goal: Students will complete the O*NET Interest Profiler, select their top two careers of interest, and explore careers of
interest.
Activities:
1. Administer the O*NET Interest Profiler (http://www.mynextmove.org/explore/ip) and explain to students that
some of the O*NET questions may not seem particularly relevant; however, they are providing information
about whether the students enjoy working with their hands, etc.
2. Record student RIASEC (Realistic, Investigative, Artistic, Social, Enterprising, Conventional) results that will
be shared with the project evaluator.
3. Students will also record their own scores on a handout.
4. Guide students as they do further career exploration based on their RIASEC Scores and other interests.

Goal: Motivate students to improve academically by presenting and sharing study skills information.
Activities:
1. Lead a group discussion and provide handouts on effective study skills. Students will complete the “UCF
Study Skills Self-Assessment” and use this as a basis for self-reflection and discussion.
2. Provide study tips handouts for students to take with them.
3. Discuss Summer Challenges and encourage participation. Summer Extended Learning Opportunities. Keep
eye on website. Upper classman get top priority.
Visit Four
Goal: Students will reflect on the year’s activities by completing the “Student Activity Sheet” and assess progress
toward “STEM Scholar Distinction.”
Activities:
1. Students complete the student activity sheet and record activities toward “STEM Scholar” distinction.
2. Present Summer Challenge information and encourage participation.
3. Students complete journal entry: “I’m glad I am participating in FloridaLearns STEM Scholars activities
because….”
4. Encourage STEM-related community service during summer!

Visit One
Goal: Share summer experiences including Summer Challenge experiences and emphasize the PSAT.
Activities:
1. Ask students to share about STEM –related experiences they’ve taken part in during the summer such as the
Summer Challenge.
2. Discuss the PSAT and emphasize its importance.
3. Review test-taking strategies and provide handouts.
4. Complete student schedules and contact information.
5. Update Program of Study with summer activities.
Visit Two
Goal: Students will complete a learning styles inventory and learn about how they may apply this knowledge.
Activities:
1. Students complete the VARK Questionnaire. The questionnaire will remain in the students’ portfolios.
2. Ask students to record their results, counselors will keep the results form and provide information to each
student about their learning preference.
3. Discuss with students how this information can impact the way they study and learn in class.
Share specific characteristics and help skills appropriate for students who predominately display each
learning style.
4. Complete Journal Prompt. “My plan to achieve my goal for community service to meet the Bright Futures
Requirement is ….”
Visit Three
Goal: Inform students of Bright Futures requirements and provide information about the ACT/SAT.
Activities:
1. Share information about Bright Futures requirements (community services, test scores, and PA
requirements). Discuss the implications.
2. Make sure you touch base with the guidance counselor at each school about how the documentation should
be done.
3. Discuss registration for ACT/SAT, disseminate dates for taking the ACT/SAT, and discuss options for
preparing for the exam.
4. Discuss Summer Challenges and encourage participation. Summer Extended Learning Opportunities. Keep
eye on website. Upper classman get top priority.
Visit Four
Goal: Students will reflect on the year’s activities by completing the “Student Activity Sheet” and assess progress
toward “STEM Scholar Distinction.”
Activities:

Goal: Students will become familiar with STEM Talent Development workplace experience options in the local
community, instructions, and participation criteria.
1. Allow students to highlight any STEM-related or college prep experiences during summer.
2. Larche Hardy will review the FloridaLearns STEM Scholars Talent Development Project.
3. Larche will cover “Soft Skills” with students.
4. Counselors will review Program of Study and complete Extended Summer Learning Opportunities section of
the FloridaLearns STEM Scholars Learning Plan.

Activities:

the distinction a FloridaLearns STEM Scholar and compiles list of students eligible to receive Letter of
Commendation from the Commissioner and forward list to PAEC.
Visit Two
Goal: Students will become familiar with how to navigate college websites of their choice and identify prerequisites
required for specific programs of study and will complete the O*Net.
Activities:

Below is the procedure required to ensure we have the appropriate documentation for students who
complete the FloridaLearns STEM Scholars Program of Study to earn the STEM Scholar designation and
commendation.
1. Review the academic coursework and other documentation for the FloridaLearns STEM Scholars
participants who are planning to graduate at the end of this academic year and record progress toward
completing the Program of Study on the “Individualized STEM Learning Plan and Documentation”.
2. The STEM counselor should arrange to sit down with the school guidance counselor to review the
forms for students who have met all requirements and obtain the school guidance counselor’s
signature before leaving the school for the final time this year.
3. For Students Who Have Completed All Program of Study Requirements By Counselor Visit Four:
a. Make a copy of the form with the final signature and leave the copy in the student’s folder in
the STEM Counselor’s file box.
b. Send the original, signed “Individualized STEM Learning Plan and Documentation” forms to
the attention of Denise Brock at PAEC.
c. Make a list of all completers and make two copies. Give one to the STEM Mentor Teacher and
one to the guidance counselor. You may put the STEM Mentor Teacher’s list into an envelope
and put it into the teacher’s mail box at the school.
4. For Students Who Have NOT Completed All Program of Study Requirements By Counselor Visit
Four:
a. Make a list of all non-completers and on the Program of Study Completion Checklist, check-off
what the student has done toward completion. For the STEM activities, pencil in the total
number of hours to date. Make two copies of this document. Give one to the STEM Mentor
Teacher and one to the guidance counselor.
b. You may place the list and checklist into an envelope and put it into the STEM Mentor
Teacher’s mail box at the school.
Before leaving the school for the final time this year:
1. Make certain the STEM Mentor Teacher and Guidance Counselor know where the STEM Counselor file
box is housed at the school.
2. Make certain the STEM Mentor Teacher and Guidance Counselor have your contact information.

Students who wish to earn the FloridaLearns STEM Scholars distinction must meet the academic foundation requirements and complete a minimum of 60 hours of STEM-related extended student learning
opportunities. This checklist is for students who haven’t completed the requirements by STEM Counselor Visit Four.
