- quality-monitored surgical services as well as
- structured training to surgical and parasurgical staff.

The impact is envisioned to be
- promotion of equity in surgical services which is in line with the global and national Health for All Movement;
- contribution to the development of quality surgical and parasurgical manpower in the country; and
- decongestion of overcrowded national government hospitals, PGH in particular.
